2025: Cluster Launch

The Governor of the Tomsk Region Vladimir Mazur announced the creation of an industrial cluster of electronics and unmanned technologies, which combined six projects and 13 organizations in the region for the development of import-substituting industries with a total investment of ₽1 billion. The corresponding order was signed by the Minister of Industry and Trade of Russia Anton Alikhanov on August 29, 2025, implementing the decisions made at a meeting in Tomsk in March this year with the support of the Federation Council and five federal ministries. Information on the launch of the cluster was published on September 1, 2025.

According to the official Internet portal of the Administration of the Tomsk Region, the creation of an industrial cluster was supported by federal departments during a meeting on March 21, 2025. Governor Vladimir Mazur stressed that the region fulfilled the decisions made in March exactly on time until September 1, 2025.

Industrial electronics cluster launched in Tomsk region

The cluster of electronics and unmanned technologies included 13 organizations, including large industrial enterprises and scientific centers of the region. For the first time in the history of the Tomsk region, a specialized university, Tomsk State University of Control Systems and Radio Electronics, was included in the industrial cluster.

The following organizations became members of the cluster:

Governor Vladimir Mazur announced the plans of companies to invest ₽1 billion in import-substituting industries. By 2030, cluster members plan to release products totaling ₽6 billion, six times the initial investment.
