Department of Health of the Bryansk Region

The zdra­vo­okh­ra­neniya Department is a governing body ad­mi­nist­ra­tsii the Bryansk Region. For­mi­ruyet and conducts a unified go­sudars­tven­nuyu policy in the field of health protection and ensuring sanitary epi­demi­olo­giches­ko­go bla­gopo­luchiya of the population of the region.

The department is controlled by the ad­mi­nist­ra­tsii of the Bryansk region and the Mi­nis­ters­tvu of zdra­vo­okh­ra­neniya and Social Development of the Russian Federation.

2024

In the Russian Federation, two Russians were extradited from Montenegro, accused of giving 2 billion rubles in bribes to officials of the Department of Health of the Bryansk Region

On August 8, 2024, it became known that two Russians, Andrei Marcus and Alexei Ushkalov, accused of bribing officials of the Health Department of the Bryansk Region, were extradited from Montenegro to Russia. Ex-employee of the Bryansk Department of Health was sentenced to a colony for a bribe

On June 29, 2024, the court of the Sovetsky district of the city of Bryansk sentenced a former employee of the health department of the Bryansk region. The ex-official born in 1961 was found guilty of receiving a bribe on a large scale and sentenced to 4 years and 6 months in prison with serving a sentence in a general regime correctional colony.

According to the prosecutor's office of the Sovetsky district of Bryansk, the former leading consultant of the health department in the period from April 2017 to March 2023 received a bribe in the amount of 477 thousand rubles from a representative of legal entities engaged in pharmaceutical activities. The illegal remuneration was intended for the accelerated re-registration of licenses, as well as for general patronage and connivance in the service when submitting the necessary documents.

In addition to imprisonment, the court sentenced the convict to a fine in the amount of the bribe received - 477 thousand rubles. In addition, she is prohibited from holding positions in the public service and in local self-government bodies related to the exercise of organizational, administrative and administrative powers for a period of 2 years. The subject of the bribe was confiscated in state revenue.

It is worth noting that this is not an isolated case of corruption in the healthcare sector of the Bryansk region. In March 2024, the former head of the procurement department of the Bryansk Regional Oncology Center was sentenced to 7 years in prison for receiving a large bribe from a representative of a pharmaceutical company.

Earlier, the head physician of the same oncological dispensary was convicted. The court found that from July to October 2022, he received a bribe in the amount of 140 thousand rubles for concluding an agreement for the supply of medicines and their timely payment. However, in this case, the punishment was limited to a fine of 1.4 million rubles.

In April 2023, Larisa Borshchevskaya, deputy head of the Health Department of the Bryansk Region, was detained on suspicion of receiving a bribe. According to the investigation, the official for monetary remuneration assisted one of the pharmaceutical companies in concluding direct contracts for the supply of drugs without a tender in the amount of about 1.5 million rubles.

The verdict in the case of a former employee of the health department has not yet entered into legal force and can be appealed by the parties.^[1]

2023: Deputy head arrested on bribe charges

On April 13, 2023, the Sovetsky District Court of Bryansk sent under arrest the deputy director of the regional health department Larisa Borshchevskaya, suspected of receiving a bribe worth more than 1.5 million rubles.
