2019: Transtelecom, State corporation on air traffic management, Russian Post and NLMK enter "Digital Transport and Logistics" association

Signing of the memorandum of the accession of new participants to "Digital Transport and Logistics" association (TsTL) took place in June, 2019 on fields of the St. Petersburg International Economic Forum-2019. TsTL is founded in 2018 by the companies "RUSSIAN RAILWAY", "Aeroflot -Russian Airlines", "RT-Invest Transport Systems", State company Avtodor, "Glosav", ProtectionInfoTrans Federal State Unitary Enterprise and Digital radio engineering systems NPP. Plans about the introduction were confirmed Transtelecom by JSC Company, Group NLMK, Russian Post Federal State Unitary Enterprise and The state corporation on air traffic management in the Russian Federation Federal State Unitary Enterprise. The association is competence center on the departmental project of the same name Ministry of Transport of the Russian Federation.

The Deputy Minister of Transport of the Russian Federation Alexey Semyonov emphasized that department together with business creates the Digital Platform of a Transport Complex (DPTC). "Upon it the state segment of the uniform protected entrusted space on transport, the providing access to the state services by the principle of "single window". Interaction of leaders of the industry and the largest Russian companies which are actively participating in digital transformation of logistics will provide cross-industry information exchange and also creation of open service ecosystems. The more data in TsPTK, the bigger number of services and services will become available", - explained to the deputy minister.

The director of TsTL, the CEO of "RT-Invest Transport Systems" company Anton Zamkov added that TsPTK will provide leadership of Russia in transport integration of Europe and Asia due to integration of the operating digital infrastructure of the state systems and the created platform solutions of leaders of the logistic industry.

According to the CEO of JSC Transtelecom Company Roman Kravtsov, the accession to association will allow to apply the saved-up competences and technologies. "Our company actively develops today digital infrastructure and participates in implementation of digital transformation of parent company – JSC "Russian Railways". At the same time our strategy assumes activity and outside the railroads, for the benefit of all industry. So, we already study joint projects with participants of association. This year started piloting of digital services for transportation of a load from seaport to a logistic hub. Pilot tests confirmed expediency of creation of the seamless infocommunication environment and efficiency of platform solutions on different types of transport", - Roman Kravtsov told.

The CEO of FGUP Russian Post Nikolay Podguzov noted that cooperation of the enterprise with association will allow to reach leadership of Russia in the field of cross-border logistics, in particular, in the sector of e-commerce of the direction of China-Russia-Europa. "Our general task is a creation of competitive advantage. We can become the leading transit space integrating the centers of world economy. One of the main methods of our interaction with association - creation of digital products in the field of logistics using the saved-up examination of Russian Post in the field of IT and experience of the leading transport companies of Russia", - Podguzov added.

As the deputy CEO of Federal State Unitary Enterprise State Corporation on Air Traffic Management Nikita Danilov noted, the entry of national provider of air navigation service into Association first of all pursues the aim to promote implementation of transit capacity of Russia. "In the context of activity of our organization it is about service of flows of air traffic from Europe, North America and Southeast Asia. It, certainly, has a strategic importance, considering that the Russian Federation acts as the connecting bridge, thereby implementing the transit potential", − Danilov summarized.

Earlier the "Digital Transport and Logistics" association signed agreements on cooperation with the port of Hamburg and the Russian National union of experts in the field of transport and logistics (SEL).

2018: Announcement of preparation of the departmental program

The Ministry of Transport together with the Ministry of digital development, ANO Tsifrovaya ekonomika and Analytical center at the Government within the state program on development of transport prepared the departmental project "Digital Transport and Logistics". About it in November, 2018 the Minister of Transport Evgeny Dietrich at a meeting told about digital transformation of a transport complex with the Prime Minister Dmitry Medvedev.

Dietrich noted that the project prepared with active participation of the leading players of the transport industry. As of November its completion then the project is going to be submitted for the approval of the government is conducted.

Optimization of freight transportation

Several key directions on which participants will concentrate the efforts in the field of digital transformation of transport found reflection in the project. The first is an optimization of multimodal freight transportation, creation of platform solutions for accomplishment of seamless transportations, fast and high-quality registration of loads, including in the cross-border message. Here maintenance of loads at all stages of transportation using the systems of traceability and electronic commodity-transport documents enters. The Minister of Transport noted that it is the purpose which was set earlier before department by the government, and it is already fulfilled.

On the platform of Transport week with Ministers of Transport of EEU we held a meeting, discussed possibilities of use of devices of sealing, tracking in the course of our cross-border moving. With Kazakhstan we already worked pilot projects, we will implement them also with Armenia and other our colleagues in the nearest future, - Dietrich reported.

Transformation of passenger traffic

Not less important direction, according to the Minister of Transport, is the organization of multimodal passenger traffic. For the passenger borders between different types of transport should be erased and an opportunity to reach from a door a door along an optimal route with the guaranteed level of comfort and security is provided.

The problem of digital services on this direction consists in harmonization of schedules on different types of transport, accounting of the beginning and end of a stage of transportation, maintenance of baggage when using by the passenger of the monthly card. We work on a single digital platform of multimodal passenger traffic. Its task – instantly to select for the passenger optimal routes any kinds of transport and from any combination, - Evgeny Dietrich explained.

Formation of the digital platform of a transport complex

For formation of the entrusted space of interaction of all participants of the industry it is necessary to create the digital platform of a transport complex which will integrate all listed services and data arrays and will become some kind of ecosystem for all participants of transport process, Dietrich says. Actually on the basis of the domestic software "single window" of the state and business at accomplishment of all transportations will be created.

This platform will set uniform standards, rules and regulations of information exchange, including legally significant data on transport infrastructure and vehicles. The platform will act as the aggregator of data on transport which excludes privatization of these data and guarantees non-discriminatory access to them for all interested participants of the transport industry.

At last, this platform will allow to save our national sovereignty over information flows in a transport complex of the country, - Evgeny Dietrich summarized.

Big Data of the transport industry

The Minister of Transport added that in a transport complex a number of large-scale projects on creation of information systems of new generation is already implemented. It cited the Single state information system of ensuring transport security (EGIS OTB) working since 2013 as an example. It allows to control passenger traffic with detail to the specific person, to the specific vehicle and the passenger. Foreign partners a system is recognized as the best among the analogs.

The state automated information system of "ERA-GLONASS" is created and functions, implemented and the Platon system is used. On their basis services necessary for a transport complex which are not connected directly with collection of a payment from heavy-load cars develop.

These systems allow to collect and save Big Data. And our main objective – to learn to work with these arrays of big data that on their basis to bring together new services, - the minister noted. - Use of Big Data gives effects for all participants of process. The passenger on their basis can receive better service, more address, more approximate to his requirements. Business can receive process optimization and economy, respectively, the costs. And the state which provides processes with infrastructure due to its more optimal use can receive бóльшую capacity.

Dietrich gave an example that when asked the Platon system to make for large consignors certain optimization procedures for simplification of logistics of a large number of machines within one company, the minimum economy made about 6%. It not only economy for business, this and more optimal use of roads on which users can pass better and more conveniently, he says.

Medvedev about pilotless transport and smart roads

The Prime Minister Dmitry Medvedev noted that soon, quite possibly, pilotless transport, intelligent systems of management of traffic flows, "smart" roads which are independently capable to monitor the same illegal transportations will become common, and many other things that else quite recently it seemed and even seem a fantasy or a semi-fantasy today.

In addition to the key directions which will develop within the departmental project "Digital Transport and Logistics" Medvedev separately touched upon a subject of "a little more long-term future" - unmanned aerial vehicles.

UAVs have great popularity also now, but in rather narrow segment – when shootings movies, advertizing, reports. They begin to be used just now in agriculture and construction. This important direction. And spheres of their application will extend. Also the park of UAVs will grow, - the Prime Minister noted.

It is important that this growth was not absolutely uncontrollable that flights were safe for people and infrastructure, Medvedev emphasized. Are for this purpose necessary the system of their monitoring and specialists who will ensure functioning of UAVs which will provide their application in agriculture, on buildings and other areas.
