According to the decree of the President of the Russian Federation V. Putin in April 2016, the Internal Troops were transformed into the National Guard. Its structure included OMON and SOBR of the territorial bodies of the Ministry of Internal Affairs, as well as FSUE Okhrana (private security). At the same time, OMON and SOBR remain in the operational subordination of the Minister of Internal Affairs.

The Federal Service of the National Guard of the Russian Federation (Rosgvardia) is a federal executive body that is engaged in ensuring the territorial integrity of the country, protecting public order and combating terrorism. Rosgvardia regulates the circulation of weapons and the work of private security companies.

Viktor Zolotov was appointed commander of the Internal Troops of the Russian Federation in 2013. Prior to that, for 13 years he headed the security service of the President of Russia.

Structure

As of the beginning of 2017, the Russian Guard continues to form its troops. The first stage of formation, during which 84 regional departments of the department were created, has already been completed. By the end of August, the second stage should be completed, which consists in the creation of regional power groups. Their task will be to ensure the fulfillment of the functions of the Russian Guard, provided for by law, and to monitor public order.

At the third stage, it is planned to transfer riot police and SOBR officers to military service, as well as to carry out, together with other law enforcement agencies, a number of measures to prepare for the World Cup in 2018.

OMON

OMON (mobile operational detachment, formerly special police detachment) are special units of the Russian Guard involved in solving problems of ensuring law and order and security, including at mass rallies and events, as well as in "hot spots" in Russia and in preventing riots. Riot police units are better armed than the police, and employees are also undergoing special training.

Cyber Intelligence Unit

In early 2017, the Russian Guard had a new unit that will be responsible for cyber intelligence. His primary task is to track the activity of citizens in social networks, identifying cases of extremism there^[1]

The activity of this unit will not be limited to social networks - the search for threats will be carried out throughout the Internet. Cyber ​ ​ intelligence will also take measures to repel possible attacks. The main goal of the unit will be to counter extremism, but in the future the list of tasks may be expanded.

According to Rosbalt, cyber intelligence is considered a department for information and analytical support of the activities of the Russian Guard. The fact is that according to the current laws, the Russian Guard has nothing to do with operational-search activities and cannot carry it out. In the future, changes in legislation in this part are likely. The press service of the Russian Guard did not comment on the creation of the information and analytical support department.

Larisa Goryachko was appointed head of cyber intelligence, in the past - an employee of the operational-search bureau of the Main Directorate of the Ministry of Internal Affairs of Russia for the Ural Federal District, as well as the central office of the Ministry of Internal Affairs. Goryachko has experience in investigating the activities of large enterprises and cases of corruption.

Assault detachments

As of January 2024, the Wagner PMC does not officially take part in hostilities.

Some of the "musicians" dispersed across all possible units. The "heirs" in the North Caucasus Military District in Ukraine are 15, 16 and 17 assault detachments (SE). It was reported that bureaucrats put sticks in the wheels.

While the decisions were being delayed, the soldiers of the 15,16 and 17 SHO built a camp, and later went to train the Rosgvardeys at training grounds. Everything was too long and some of the responders dispersed to other volunteer units.

After the adoption of the law on volunteer formations, the above SHO from the leadership of the Russian Guard was given permission to recruit fighters into their ranks.

The conditions are the same: the contract for SVO is 6 months, Africa is 9 months.

Each SE will include up to 2,200 fighters and will form the 1st Volunteer Corps of the Russian Guard.

According to preliminary forecasts, the 17th SHO is planned to be made a shock. 16 ShO will take part in hostilities together with other units of the Russian Guard, and 15 will become a reserve.

The symbols and attributes of the 1st Volunteer Corps of the Russian Guard have been changed and will differ slightly from the symbols of the Wagner PMC.

Mishustin ordered to create a "Central communications center for the troops of the National Guard of the Russian Federation"

In early May 2021, it became known about the order of the Government of the Russian Federation signed by Prime Minister Mikhail Mishustin on the creation of the federal state government institution "Central Communications Center of the National Guard Troops of the Russian Federation." Its main goals, according to the documents, will be:

• providing communications services to national guard troops;
• operational control of the communication system of the Russian Guard.
