2024: Team Formation

By the time of the start of the operation of AIS of insurance, the total number of employees of National Insurance Information System JSC (NSIS) amounted to about 150 people. The main part of the team falls on employees of key divisions for the company's activities: various divisions of IT and information security units, said NSIS General Director Nikolai Galushin on April 5, 2024.

The main burden on the creation of AIS insurance over the past six months - in fact, from the moment of the acquisition of RSA assets until April 1, 2024 - fell on the already formed team. Throughout 2024, the number of employees will increase, closing vacancies in the direction in which the company will take over external functions, increase internal competencies and services.

The company has formed a Management Board, formed a team of top managers - deputy heads of the company:

  • Olga Mordkovich, Deputy General Director, responsible for digital strategy, products and development of the company
  • Vadim Egorov, Deputy General Director, responsible for the IT unit
  • Yuri Kochetkov, Deputy General Director, responsible for the operating unit of the company.

Obtaining exclusive rights to AIS OSAGO software

Rospatent registered the transfer of exclusive rights to the AIS OSAGO software from the Russian Union of Auto Insurers (RSA) to the National Insurance Information System JSC (NSIS, a 100% subsidiary of the Central Bank, operator of AIS insurance in force 594-FZ). The RSA announced this on October 10, 2023.

As Nikolai Galushin, General Director of NSIS JSC, commented, obtaining rights will make it possible to finalize the information system to implement the tasks that NSIS faces within the framework of the legislation and do it within the time frame established.

NSIS will provide RSA services for the provision of computing power and technical support until October 1, 2024, since the Union will remain the operator of AIS OSAGO until this date.

594-FZ of 29.12.2022 became the basis for the creation of NSIS JSC as an operator of an automated insurance information system (AIS insurance).

The purpose of creating an AIS insurance operator is to collect and analyze the information array under insurance contracts (from April 1, 2024, only 4 types of insurance, and then other types of insurance will have to join on the basis of Bank of Russia regulations). The tasks of the NSIS include ensuring the availability of insurance services for the population, combating insurance fraud and providing data for more reasonable tariff calculations. Based on the management of a large amount of information, the AIS insurance operator must build a bureau of insurance histories and make a pairing of the information system with the State Public services portal, on which, through the personal account, the AIS insurance user will be able to view his insurance history, valid insurance contracts and status on insurance events.

Appointment of Nikolai Galushin as General Director

Creating a Company

On March 3, 2023, the Board of Directors of the Central Bank of the Russian Federation decided to create an automated information system (AIS) insurance operator. The new joint-stock company was called the National Insurance Information System (NSIS JSC). 100% of the shares of NSIS JSC will belong to the Bank of Russia.

According to the press service of the Central AIS of the Russian Federation, AIS insurance will store all information under motor insurance contracts, as well as housing insurance against emergencies. Combining databases for various types of insurance into a single ecosystem will increase the relevance of information and their quality, allow you to get more complete information about the insured person and object, and will also contribute to the creation of new and convenient services for consumers, the regulator said.

This will also contribute to the digitalization of the insurance industry. Thanks to the capabilities of the system, consumers will be able to use insurance services in digital format - from concluding an agreement to receiving payment. According to Kommersant, the unified system will not include data on compulsory medical insurance, compulsory state insurance, as well as information constituting a state secret. The system will interact with the State Public services portal. In your personal account, you can view information from the OSAGO policy.

At the same time, the Central Bank will establish uniform requirements for the quality and protection of data transferred to the system, as well as ensure the maintenance of a single standard for its formation. Insurers will have equal access to the platform, the regulator noted.[1]
