2022: FSO IT integrator introduces bankruptcy monitoring procedure
On December 2, 2022, the Federal Security Service (FSO) of FSUE SVEKO introduced a monitoring procedure within the framework of bankruptcy. The relevant information is contained in the file cabinet of the Moscow Arbitration Court.
According to Kommersant, FSUE SVEKO filed its own bankruptcy application on August 9, 2022. Three months later, the court issued a positive decision to recover more than 105 million rubles from SVEKO in favor of Aquarius. As of August 10, 2022, the total amount of creditors' claims was 1.5 billion rubles, the FSUE said in a bankruptcy filing. At the same time, there were only 11.6 million rubles on the accounts of SVEKO.

The director of SVEKO, Victoria Lunina, or another person who has the right to manage the enterprise may be held accountable. In this case, debts can be imposed on individuals who have to repay them out of pocket, said Vadim Tkachenko, founder of the vvCube consulting group.
In November 2022, the Zamoskvoretsky District Court of Moscow sentenced to four years conditionally the former adviser to the head of the FSUE SVECO FSO Mikhail Serov in the case of embezzlement during the supply of office equipment to the Federal Security Service (FSO) to eliminate violations for 49.5 million rubles.
The probability of repayment of plaintiffs' claims in the SVEKO case, as in any other, does not exceed 5%, estimates Oleg Permyakov, partner of the law firm Rustam Kurmaev and Partners. Vadim Tkachenko believes that in the future the number of bankruptcies, including in the IT sector, will grow against the background of a difficult economic situation and problems with the supply of equipment and a shortage of specialists.[1]
2017: FSB arrests head of Moscow "smart transport"
The general director of FSUE Sveko of the Federal Security Service (FSO) Oleg Filippov was detained in November 2017 by the Federal Security Service (FSB) on suspicion of embezzlement of funds that FSUE received from the Moscow government. The arrest was based on part 4 of article 159 of the Criminal Code of Russia, which provides for punishment for theft committed fraudulently and on an especially large scale.
2013-2016
In 2016, the company received a contract from the Moscow Government for the provision of services for the maintenance and repair of equipment of the intelligent transport system. The amount of the contract is 3.9 billion rubles. The subcontractor for 3.7 billion rubles was the Spetsdorproekt company created in 2015. As suppliers of equipment and software, FSUE Sveko attracts large system integrators, for example, Complink (has contracts with the enterprise for almost 800 million rubles) and IBS (more than 300 million).
FSUE Sveko won the competition of the Center for Traffic Management (TsODD) of Moscow, bypassing Rostelecom. Under the terms of the competition, FSUE received the right to ensure the functioning of an intelligent transport system within two years, which includes 3300 road congestion detectors, 2254 traffic lights, 166 information boards and 2059 video cameras. ITS was created by Sitronics, a subsidiary of AFK Sistema, which won a row for construction in 2011.
The tender for maintenance and repair of ITS was announced in April 2016. The starting price of the contract was 4.02 billion rubles. Sveko proposed to carry out work for 3.88 billion rubles, Rostelecom - for 3.62 billion rubles. The competition was also attended by the telecommunications company Moscow City Telephone Network (MGTS), whose offer amounted to 3.92 billion rubles, along with the companies Intelin and Intellectual Systems of the Future, which agreed to complete the work for 0.8 billion rubles. and 4 billion rubles. respectively.
In addition to this competition, Sveko has other won contracts. According to SPARK-Interfax, FSUE won 15 out of 16 contests in which it participated in 2015. They included the competition of the Russian Pension Fund, following which Sveko received the right to provide data transfer and online access services to the fund's facilities, and the Moscow Metro competition for the creation of an intelligent video surveillance system. In the first of these competitions there was a recalculation of points at the request of the Federal Antimonopoly Service (FAS), in the second FSUE was the only participant.
In 2015, Sveko won a tender for the introduction of an intelligent video surveillance system in the metropolitan metro. The cost of work is 3.7 billion rubles. Aquarius became a subcontractor for 3.6 billion rubles.
Since 2013, FSUE has been creating a video conferencing system for the Ministry of Internal Affairs. The subcontractor and solution provider is TrueConf.
