The Special Communications Service was established in 1939. Currently, the functions of the special communications service are performed by the FSUE GCSS (Federal State Unitary Enterprise "Main Special Communications Center"), its structure includes 72 departments, 109 branches and 68 special communications points. Along with its main task related to the delivery of secret correspondence and cargo, FSUE GCSS provides a full range of services, including the processing, storage, delivery and delivery of confidential, standard correspondence and cargo; securities booms, banknotes in Russian and foreign currency; precious metals, precious stones and products from them, jewelry and coins from precious metals; cultural values and objects of art; dangerous and special-purpose goods; weapons and ammunition; narcotic drugs and psychotropic substances.
Since 2013, FSUE GCSS has been developing a new area of activity - express delivery of correspondence and cargo, both for legal entities and for individuals. FSUE GCSS serves more than 1,200 routes. Cargo along the entire route is accompanied by employees with armed service weapons, in accordance with the Federal Law of 13.12.1996 No. 150-F3 "On Weapons."

2024: Arrests in embezzlement case
In early May 2024, it became known that the Basmanny Court of Moscow arrested in absentia the former vice-rector for information technology of the Regional Financial and Economic Institute, candidate of economic sciences Stanislav Lakhtin, as well as his business partner, co-owner of the Digital Expertise company Maxim Alexandrov. They became involved in a criminal case on embezzlement of 43.7 million rubles when fulfilling a state contract related to the development of software for the needs of special communications of the Federal Security Service (FSO) of Russia. 2023: Defendants in the case of embezzlement of 40 million rubles from the Special Communications Service of the FSO were released from the pre-trial detention center
On August 9, 2023, it became known about the change of the preventive measure to three of the six defendants in the criminal case on embezzlement from the FSO Special Communications. The Basmanny District Court of Moscow released from the pre-trial detention center under house arrest the leading specialist of the legal informatization department of the FSO Special Communications Department Vladimir Verkhovodov, adviser to the director of the FSUE FSO Sistema Anatoly Rusanov and the head of the financial and economic department of the enterprise - chief accountant Yuri Mironov.
