Approval of a program to equip protected facilities with anti-drone systems
The Federal Security Service (FSO) of Russia has approved a program to equip protected facilities with anti-drone systems. This was announced on May 14, 2024 by the candidate for the post of director of the department Dmitry Kochnev.
The leadership of the FSO of Russia approved a program for equipping protected facilities with technical means to counter drones. As a result of the work carried out in the state security bodies, specialized units have been created to counter UAVs, "Kochnev said during a meeting of the Federation Council (quoted by Interfax). |
According to him, the FSO will use new equipment in practice together with research institutes. By mid-May 2024, work is underway on their practical application. Kochnev added that various UAV detection and countermeasures systems have been adopted.
According to Kochnev, the FSO seeks to study and understand the constructive technical solutions that the enemy is trying to apply. The service is also trying to improve the existing anti-drone security system, as well as look for new forms and methods of combating them.
To date, electronic warfare tools do not always demonstrate their effectiveness, therefore, the primary task at the current stage is for all of us to solve the issue of the speedy manufacture of means of physical destruction of such devices, "he said. |
Dmitry Kochnev also noted that the number of cases of illegal use of drones is growing, near the objects protected by the FSO, more than 300 of them are recorded annually. In these conditions, the FSO, together with the Ministry of Defense and other departments, is taking additional measures, including strengthening control over airspace, establishing additional special posts with UAV detection tools, etc., he added.[1]
Putin increased the central office of the FSO
The President Russia Vladimir Putin signed a decree to increase the maximum number of military personnel and federal civil servants of the central apparatus - Federal Security Service (FSO) up to 775 people in 2024 and up to 785 in 2025. The corresponding document was published in mid-January 2024. Previously, the maximum number of employees of the division was 760 people.
It follows from the decree that the list of military posts and posts replaced by federal state civil servants in the central office of the FSO is approved by its director.
The main tasks of the employees of the central office of the FSO are to ensure the security of the country's leadership and protect various state facilities. For this, the Constitution of the Russian Federation and other regulatory acts provide them with a set of operational powers, as well as the right to conduct search activities and establish a security regime.
By the decision of the president, security can stand out to a wider circle. So, under the protection of the FSO, about three dozen statesmen work, including the secretary of the Security Council of the Russian Federation, the head of the Central Bank, the plenipotentiaries of the head of state in federal districts.
At the end of December 2023, Vladimir Putin identified the tasks that the special services still face. Among them are anti-terrorist work in all directions, the protection of state borders, especially those located near combat zones, the fight against corruption and extremism, with threats in the information field, and the suppression of attempts by foreign special services to destabilize the socio-political situation in the country.
Security agencies do not have simple tasks, the Russian president said at the time. |

2018: Giving Cyber Warfare Functions
Russian President Vladimir Putin signed a decree on February 27, 2018 on amending the regulation on the Federal Security Service. The list of powers of the service was replenished with participation in "conducting information confrontation activities" and ensuring the work of the "departmental center of the state system for detecting, preventing and eliminating the consequences of computer attacks on information resources of the Russian Federation under the jurisdiction of the FSO." The document entered into force on the date of its signing.
Thus, the FSO actually receives the functions of cyber warfare, - said Dmitry Gvozdev, General Director of Information Technologies of the Future. - The wording from the decree "conducting events on information confrontation" sounds ambiguous: it is possible that we can talk about the so-called "active" defense or even not only about defensive actions. In addition, the FSO is now obliged to take measures to protect the personal data of state security facilities and their families. |
In June 2017, the State Duma adopted amendments that expanded the powers of the FSO, allowing the classification of personal data of protected persons and members of their families.
The presidential decree mentions that it is the FSO that will now issue consent to the processing of personal data of state security facilities and members of their families, "with the exception of personal data subject to publication or mandatory disclosure in accordance with federal laws." The full text of the decree is available on the official Internet portal of legal information.[2]"
2017: Amendments to the FSO Regulation
On the official portal of draft regulatory legal acts in the summer of 2017[3] appeared[4] draft decree of the President of the Russian Federation on amending the regulation on the Federal Security Service (FSO). According to the document, the service will receive a number of new powers that allow it to participate in state policy on international information security.
The draft decree involves endowing the FSO with a number of new functions. In particular, the service will participate in "conducting information warfare activities" and ensure the work of the "departmental center of the state system for detecting, preventing and eliminating the consequences of computer attacks on information resources of the Russian Federation under the jurisdiction of the FSO."
One of the main tasks of the service will be to ensure the protection of personal data of state security facilities and members of their families. The FSO will be able to take appropriate protection measures and consent to the processing of information, with the exception of personal data, subject to publication or mandatory disclosure.
In June 2017, the deputies adopted in the third reading amendments expanding the powers of the FSO. Among other things, the document allows the service to classify personal data of protected persons and members of their families. According to the document, the FSO will be able to use airports, airfields, heliports, landing sites, sea and river ports[5] for free[6] to[7].
Motor Vehicle Monitoring
On September 9, 2010, the company Russian Navigation Technologies"" (RNT) announced the victory in an open tender and the signing of a state contract for the supply of navigation equipment GLONASS and the implementation of a turnkey monitoring system transport in the Federal Security Service (of the Russian Federation FSO). Russia The contract amount amounted to 15 million rubles.
As the technical basis of the solution GPS , the GLONASS/transport monitoring and control system developed by RNT will be used. " Autotracker The contract provides for the creation of a dispatch center and the connection of 200 cars to it. They will be equipped with on-board units of the AvtoTracker system with additional highly sensitive external modules of the GLONASS global positioning system, AT-FLM fuel level sensors, as well as communication panels for exchanging text information with the dispatch center. In addition, the AvtoTracker onboard equipment will be connected to the CAN bus of cars, which will allow using special sensors to record the use of seat belts, closing doors, turning on dipped headlights and other events.
Under the terms of the contract, the monitoring system should be commissioned in December 2010. When choosing a monitoring system for the customer, not only the price level and functional characteristics were important, but also the ability to effectively support the work of large dispatch centers.
Communication for government needs
In September 2010, a division of the Federal Security Service of the Russian Federation announced the results of an open tender for the selection of a telecom operator for the provision of communication channels, trunks and virtual private network services on the MPLS network for state needs.
According to the protocol, only one organization expressed a desire to participate in the auction - the Russian telecommunications operator Rostelecom, which requested 60 million rubles for the implementation of the state contract. - the customer indicated the same amount in the tender notice as the initial value of the contract. Based on the results of consideration of the submitted application by a single commission, the operator was admitted to the tender.
If there is only one application participating in the auction, the open tender was declared invalid. Since Rostelecom's tender proposal met the customer's requirements, the draft state contract, in accordance with paragraph 5 of Art. 27 of the Federal Law of 21.07.2005 No. 94-FZ "On the placement of orders for the supply of goods, the performance of work, the provision of services for state and municipal needs," was transferred to the operator.
The telecom operator will have to provide the customer with digital communication channels with an analog termination with a bandwidth of 64 Kbps (communication channel availability factor not lower than 0.998), digital channels with a bandwidth in the range from 64 to 2048 Kbps (communication channel availability factor not lower than 0.993), as well as virtual private network services on the MPLS network (bandwidth 2048 Kbps; service availability factor not less than 0.995; the percentage of lost packets is not higher than 0.2%; the packet transmission delay is not more than 75 ms; recovery time of service access after a disaster is not more than 3 hours).
