The ministry of digital development of public administration, information technologies and communications of the Republic of Tatarstan (earlier the Ministry of informatization and communication of the Republic of Tatarstan) is the executive body of the government of the Republic of Tatarstan pursuing state policy in the field of informatization and communication; within the competence performs interaction with the enterprises, organizations and the organizations irrespective of their form of business and departmental accessory in the set field of activity.

Appointment to the post of the representative for artificial intelligence technologies Bulat Zamaliyev

On December 23, 2019 the Ministry of digital development of public administration, information technologies and communications of the Republic of Tatarstan reported to TAdviser that in the minister of digital development of Tatarstan Ayrat Khayrullin the Representative for artificial intelligence technologies is appointed. Conversion to the Ministry of digital development of a state administration, IT and communications of RT

On September 25, 2019 it became known that the State Council of Tatarstan at the third meeting approved the proposal of the President of the Republic of Tatarstan Rustam Minnikhanov on conversion of the Ministry of informatization and communication of the Republic of Tatarstan in the Ministry of digital development of public administration, information technologies and communications of RT.

The offer was supported by most of deputies of the State Council of RT, and the minister of informatization and communication of RT Ayrat Khayrullin called the main task for the restructured department quality improvement of life of Tatarstaners using digital solutions.

The structure of the ministry for September, 2019 includes Technopark in the field of high IT-park technologies, the Center of information technologies of RT, GU "Complex-52", Interregional competence center — the Kazan technical school of information technologies and communications, ANO Fund of Development of the City Innopolis.^[1]

2014: FAS punished Ministry of Communications of Tatarstan for failure to buy tablets

At the end of August, 2014 FAS forced the Ministry of informatization and communication of Tatarstan to review results of the choice of the supplier on delivery of tablets to admit to trading the only company - Mack, the submitted application for participation in them.

The regional Ministry of Communications announced tender on delivery of 40 tablets and several mobile phones to the total amount of 775 thousand rubles in July. With the complaint to results of consideration of bids the owner and the CEO Mack Sergey Kostenetsky addressed to antimonopoly department. He submitted the application for tender and from the company, as from the legal person, and as the individual.

The Ministry of Communications of Tatarstan rejected both requests. The first - on the basis of the fact that the company did not provide a number of necessary documents, the second – because of impossibility to consider Kostenetsky small business entity.

Having considered the complaint, FAS came to a conclusion that Mack unreasonably refused participation in tender and directed Ministry of Communications to eliminate this violation. At the end of August of Ministry of Communications of Tatarstan published information on the solution to recognize by Mack - the only company which submitted the bid, its participant.

In turn, to Sergey Kostenetsky as to the individual anti-monopolists recognized failure on participation in tender reasonable as conditions of tender assumed the choice of the supplier among small business entities.

In addition to the instruction about elimination of violations, FAS also announced the solution to consider a question of initiation of administrative production concerning the persons which allowed violation of rules of law of the Russian Federation on a contract system.

2013: Informatization results

At the end of January, 2014 the Ministry of informatization and communication of the Republic of Tatarstan on expanded board with participation of the Minister of Communications Nikolai Nikiforov summed up the results of work of the industry in the republic in 2013.

According to department, the gross income of the industry of informatization and communication for the reporting period made 46.6 billion rubles with growth by 6% in relation to previous year. The capital investments of the enterprises of the industry made 5.3 billion rubles, in budgets of the Russian Federation and Tatarstan 5.8 billion rubles were transferred. The average monthly salary of workers of the industry in 2013 was 28.3 thousand rubles that is 8% higher, than in 2012.

In 2013 the record number of services in electronic form - more than 25.7 million was rendered to residents of Tatarstan that means growth by 63% to the level of last year, provided data in the regional IT ministry.

"Citizens saved nearly 19 million hours, without having spent time for visit of departments and banks. Considering the amount of the average salary in Tatarstan, economic effect of rendering electronic services in 2013 was 2.5 billion rubles", - officials of Tatarstan counted.

For 2014 the task to render to 40 million electronic services is set for the IT ministry of Tatarstan. The management of the ministry noted need to provide on the regional portal of state services availability and federal services which are implemented on the uniform portal of state services. The ministry at the same time appealed to Nikolai Nikiforov to render assistance in integration of federal and regional registers of services.

Milestone events for Tatarstan regarding IT in 2013 in the regional IT ministry also call start in all areas of the republic of a System-112 and successful passing by Tatarstan - the first in the Russian Federation - the state acceptance tests of a System-112.

The Ministry of informatization and communication of Tatanstan notes that all achievements of the republic in profile area became possible thanks to a high-quality communication and a data network. Level of penetration of broadband access into the Internet in 2013 reached 71% in Tatarstan that is one of the highest rates in the country. In regions of Russia it averages 55%.

Level of penetration of cellular communication increased to 170%. The number of active subscribers of cellular communication in Tatanstan almost reached 6.5 million. However cellular operators in municipal districts face problems of selection of the land plots under communication construction of facilities, officials note. With respect thereto the management of the ministry appealed to heads of areas to render assistance to operators in questions of selection of the land plots and the areas under construction of base stations and to reduce terms of an execution of documentation.
