2017: Creations of Association

In May, 2017 the Russian organizations of the sphere of high technologies in the field of industrial automation announced creation of the Association of Assistance to Development non-profit organization and standardization of management systems on the basis of the industrial Internet of NPPA ("National Platform of Industrial Automation" association) which registration is complete in head department of the Ministry of Justice of the Russian Federation across the Novosibirsk region. Dmitry Verkhovod who was earlier working as the CEO of Technopark of the Novosibirsk Campus (Academpark) is appointed the director of association.

Founders

As founders of association Tornado Modular Systems companies (a software and hardware complex for industrial automation), "the Eltex Enterprise (telecommunication equipment) and InfoWatch Group (information security of the enterprises) acted. Requests for the accession to NPPA Association from other organizations working in the field of industrial automation are considered.

The association is created for the purpose of support of creation of the Russian equipment and systems in the field of industrial automation, including in spheres of energy industry, housing and public utilities, transport and communication and also for formation of conditions on their promotion on foreign markets.

"Despite the course towards import substitution announced in Russia, many large-scale projects of automation of industrial facilities in different regions of the country, including on crucial industrial and power facilities, implement the foreign companies — the CEO of Tornado Modular Systems LLC Oleg Serdyukov noted. — This fact can be explained with inertness of the market, support of these companies by the governments of the countries which residents they are — the USA, Germany, China and others and also gain on a global scale of a tendency to horizontal integration of the companies for creation of complete solutions in a segment of the 'smart' systems for the industry, city and regional infrastructure and other sectors. To be competitive, we need to combine efforts of leaders of the industry for development of the Russian systems of industrial automation".

According to Oleg Serdyukov, work within association will also promote development and production of components for the Platform of Industrial Automation. Participation in association will allow to integrate scientific and production capacities of the interested companies, will promote creation of the Russian system software (software) with the "open" code, migrations on domestic element base and to stabilization of the industrial systems to cyberinfluence, he added.

Development of standards in the field of security of industrial Internet of Things and ensuring protection of industrial facilities with means of the Russian production and also participation in the international industry organizations and projects will become the important area of work of association.

Other important task of association is creation of collective expert body for formation of uniform technical policy, development of measures of the state support of producers and stimulation of customers of systems for NPPA. So, among issues which are discussed already by participants — providing equal conditions for the Russian hi-tech companies in relation to foreign equipment manufacturers of industrial automation.

"We say that it is necessary to create such policy at the federal level to provide to the Russian players of the market of the systems of industrial automation equal tax and customs conditions in comparison with the closest competitors, for example, from Kazakhstan and China — the director "told the Eltex Enterprises Alexey Chernikov. — So far in the territory we are in obviously non-competitive conditions".

Declaration of the purposes and principles

In June, 2017 participants of association signed the "Declaration of the purposes and the principles" reflecting basic approaches of NPPA Association: an importonezavisimost and the advancing development, openness and cross-technological effectiveness. The purpose of NPPA Association is creation and development of a technology platform, high-performance and safe solutions for the industrial Internet, formation of the general technical policy and the standard of industrial automation. One of the basic principles of activity of NPPA is the openness: at any stage any developer company can join Association.

WHAT IS AND THAT IT IS NECESSARY

Some directions of development with participation of the company

Continuation of the works on the directions connected with subject of NPPA: * the PCS elements on the basis of the industrial Internet on the basis of the domestic microcontroller

development of highly reliable computer GRIDEX-2 platform, including on the basis of the domestic processor "Elbrus-1C +"
development of highly reliable safety controls of the SIL 3 level (devices of protection and security of technology equipment)
development of Smart-Grid for "free" connection of generators in the public electric networks – is required equipment by measuring special devices, development of new antiabnormal automatic equipment and other elements of a system
development of the concept and management systems of big drives of energy on "dry loads" - work in the most initial stage, is required continuation
support of a pilot project on automation of residential and office buildings
there are big questions on transition from the Windows platform to "open" LINUX OS and transfer of the existing software to this platform

2016: Measures of support of the regional level

The NPPA project is included in number of flagman projects within the program of Reindustrialization of sales tax

The ministry of the industry, trade and development of an entrepreneurship of a sales tax in 2016 gave support on accomplishment of Research and Development within tender of the sales tax Research and production centers. Six Researches and Development in five directions connected with NPPA are executed:

development of the PCS elements on the basis of the industrial Internet
development of the highly reliable computer GRIDEX platform
development of highly reliable safety controls of the SIL 3 level (electronic automatic machine of security of turbine units)
development of Smart-Grid for "free" connection of generators in the public electric networks
development of the concept and management systems of big drives of energy on "dry loads"
