Timur was born in Leningrad.
He studied at school number 30.
Educated at the Leningrad Polytechnic Institute. M.I. Kalinin.
Candidate of Physical and Mathematical Sciences.
From 1976 to 1988 he worked in the positions of M.S., S.N.S., Assistant Department of the Leningrad Polytechnic Institute (LPI).
From 1988 to 1991 he worked as a senior researcher at the Institute of High Temperatures of the USSR Academy of Sciences (IVTAN, Moscow).
From 1991 to 1999 he was the Chief information officer of the company OJSC Trading House GUM.
In 1999, he became co-founder and CEO of GUM-Internet.
From 2003 to 2006, he worked as Director of Business Development at RBC-Soft (RBC Group of Companies).
