Biography

Alisa Melnikova graduated from MAI with a degree in Automated Information Management and Processing Systems and the Russian Higher Foreign Economic School with a degree in Foreign Economic Activity: Organization and Management. Head of the Department of MIPT.

2000-2012: "I-Teco," ISG, Egar Technology

From 2000 to 2012, she held senior positions in such IT companies as Ai-Teko, ISG, Egar Technology, where she was engaged in the development of new competence centers and oversaw the implementation of large-scale projects in the field of technological business support for the largest Russian and foreign banks.

2012: Advisor to the Senior Vice President for IT at Nomos Bank

Since July 2012, she worked as an adviser to the senior vice president of Nomos Bank, was responsible for IT and operational activities in projects for the development of new business areas.

2013-2017: CEO of Sber Tech

Since 2013, Alisa Melnikova worked at Sber Tech, where she held the position of general director. During her work at the company, she debugged the company's business processes and improved the quality of the software[1] the [2]. Under her leadership, the share of "Sber Tech" in the portfolio of IT projects of Sberbank increased from 20% to 80%, the number of development centers increased from 12 to 46.

2017: Head of Department at the Central Bank of the Russian Federation

In 2017, in early July, Alisa Melnikova headed the Department of Financial Technologies, Projects and Organization of Processes of the Central Bank. She replaced Vadim Kalukhov, who had headed the Department of Financial Technology, Projects and Process Organization since its inception (April 2016) and resigned on May 17, 2017.

At the Central Bank, Alisa Melnikova was engaged in the analysis of promising financial technologies, developed proposals for their use, innovations in the financial market, as well as the development of project and process management in the Central Bank. The department pays special attention to cybersecurity, digitalization, Big Data, the Internet of Things, interactive technologies and artificial intelligence, virtualization and cloud technologies, cryptotechnology and approaches to the hubberization of financial space.

And in 2018, Alisa Melnikova was appointed director of the financial technology department of the Central Bank of Russia. The corresponding order of the Governor of the Bank of Russia entered into force on January 9, 2018.

In June 2018, the Central Bank announced that Alisa Melnikova was leaving her post due to the decision to continue her career outside this organization.

2019: Sibur Digital Director

On May 20, 2019, Alisa Melnikova was appointed director of digital technologies at Sibur, the company told TAdviser. The tasks of the Digital Technologies function, which she headed, include the digitalization of Sibur's production, management, client and other processes.

The division, for which Melnikova is responsible, is engaged in the creation, implementation and development of technological tools to improve the performance of installations based on big data, mobile and web applications, software and hardware solutions based on video analytics, AR and VR, robots, unmanned aerial vehicles.

Since 2017, the Digital Technologies function at Sibur has been headed by Alexey Agapkin. He took part in its creation, formation of the team and the launch of key digital projects.

Sibur told TAdviser that Agapkin will continue to work in the company as director of Production Efficiency. He will be engaged in the development of industries and services, the introduction and replication of developed digital solutions for all enterprises and functions of the group on the part of the largest internal customer, ensuring their robustness and obtaining effects.

2020: Sibur Digital CEO

On April 30, 2020, Sibur announced the transformation of IT processes: all IT and digital competencies of the petrochemical group, as well as areas for the development and operation, digitalization of processes, advanced analytics, industry 4.0, enterprise data management are combined in a subsidiary of Sibur Digital. 2025: Transition to work at Kh5 Group

As TAdviser found out, Alisa Melnikova, who has held the positions of director of the digital and information technology function of Sibur and general director of Sibur Digital since 2019, decided to continue her career beyond the company's perimeter. Sibur clarified to TAdviser that as of mid-August 2025, its place is still vacant.

Alisa Melnikova's new place of work was Kh5 Group: as managing director, she headed the business unit Kh5 Business Support, which is responsible for centralized services for supporting the activities of Kh5 assets in terms of hr, procurement, finance, and legal support.

As TAdviser was told in Kh5, under the leadership of Alisa Melnikova, Kh5 Business Support will continue to develop and increase the efficiency, quality and speed of services through digital solutions and the introduction of artificial intelligence.

By the time Alisa Melnikova's work began, one of the key figures in the field of digitalization in Kh5 was Alexander Kostin. He holds the position of Managing Director of Kh5 Tech, a technology unit that is the main partner for all Kh5 assets, including Kh5 Business Support on a wide range of issues from IT systems to robots and artificial intelligence.

Previously, he held the position of head of digital development and technological independence of information systems at Sibur Digital. Under the leadership of Alisa Melnikova, Sibur implemented many important initiatives in the field of digital transformation, including projects for the development and implementation of digital products, the introduction of AI into production processes and decision-making, the development of key competencies in the field of IT and digitalization. The company is also actively working to ensure technological independence and import substitution of industrial software, including within the framework of two industrial competence centers (ICC) and the Consortium for Technological Independence of Industrial Software.

According to Sibur, up to 300 projects with an IT component are implemented annually in the company. The accumulated economic effect of the digital transformation of processes in the company for 7 years by the end of 2024 is estimated at more than 50 billion rubles, and for 2024 alone - over 6.5 billion rubles, according to the annual integrated reporting of Sibur[3].

A significant contribution to general effects is made by AI technologies, widely used in all processes of the company. At the beginning of 2024, the company created an AI laboratory, the main purpose of which is to quickly test the hypotheses of using AI to solve Sibur's business problems. By the end of 2024, there were more than 250 hypotheses for the use of AI in the laboratory registry. Under the leadership of Alisa Melnikova, among other things, Sibur was one of the first among industrial companies to begin introducing large language models (LLM) into key processes.

2024: Chief information officer of the Year

Alisa Melnikova, Director of Digital and Information Technologies at Sibur, became the Chief information officer of the Year according to TAdviser. The TAdviser IT PRIZE 2024 ceremony was held on November 28, 2024 as part of TAdviser SummIT 2024. Key criteria by which the jury determined the winner: contribution to improving the efficiency of the organization, innovation, scale and social significance of projects.

Under the leadership of Alisa Melnikova, who heads Sibur's IT management since 2019, the company has been consistently implementing a large-scale digital transformation. During this time, Sibur has gone from introducing the first digital products to obtaining significant effects from this work for the company. As of November 2024, the effect of organizational projects aimed at optimizing and digitalizing production business processes and companies has already exceeded 50 billion, rubles of which about half is provided through solutions based on.
