Biography

Andrei was born on October 3, 1985 in Moscow.

Educated at the Higher School of Economics.

At the beginning of his work, he worked at Cognitive Technologies.

In 2004, he completed the course "Managerial Accounting and Financial Control" at the London School of Economics (LSE).

From September 2004 to February 2006 he worked as Deputy General Director for Sales and Marketing of Interprogma, established in 2001 by Cognitive together with the Institute of Chemical Physics of the Russian Academy of Sciences.

From February 2006 to May 2009 he worked as deputy general director at SETonline.

From May 2009 to July 2012 he was the first deputy general director at the Single electronic trading platform.

2012: General Director of ETP GPB

From July 2012 to April 2015 he was the general director of the Gazprombank Electronic Trading Platform (ETP GPB).

According to Chernogorov, this site, like other electronic trading platforms of large Russian enterprises, was developed by Cognitive Technologies.

2015: Chief Executive Officer of Cognitive Technologies

In June 2015, Cognitive announced the appointment of Andrei Chernogorov as CEO. Previously, this position was held by a corresponding member. RAS Vladimir Arlazarov. After his departure, for several years this position was combined with the post of president of the group of companies Olga Uskova.

Andrei Chernogorov himself told TAdviser what he plans to change in the company's activities, taking the position of general director in it. According to him, first of all, the principles of management will be changed.

It is planned to change the team. In a conversation with TAdviser, Chernogorov noted that this work is already underway. One of the immediate tasks, according to him, is to attract specialists to the company who have experience in selling solutions from foreign manufacturers: "The situation in the IT market now favors this - the need for employment has recently increased markedly."

One of the key priorities of Cognitive Technologies is the import substitution program. According to the new CEO, the company sees its mission, including a change in the role of licensed software in favor of a massive transition to free software. It is planned to transfer the products of Cognitive itself to the category of open source.

Legislative and social activities

Andrei Chernogorov was one of the specialists who participated in the preparation of regulatory purchases of federal laws No. 94 and No. 223, as well as other legislative documents of the market. He was the initiators of a number of hearings in the State Duma on the topic of electronic procurement.

On his initiative, the "Association of Procurement Directors" was created.

Since 2013, Chernogorov has been participating in the work of the State Duma of the Russian Federation as executive secretary of the Commission for the Development of Strategic Information Systems. With his participation, a number of documents and legislative acts were prepared, including a bill to support domestic IT developers.

Andrei Chernogorov is the son of Cognitive Technologies President Olga Uskova, two sources familiar with the company told TAdviser. Olga Uskova told TAdviser that she does not comment on this information. Chernogorov also declined to comment, noting that this does not apply to issues of the professional sphere.
