Biography

2014-2011

In 2004, he began working as a thoracic surgeon at the Samara Regional Clinical Hospital named after V.D. Seredavin.

In 2008-2011, he headed the operational unit of the medical institution.

2018-2019

In the summer of 2018, he was the chief physician of the FIFA competitions in Samara, when the matches of the World Cup were held in our city.

Armen Benyan headed the Samara Regional Clinical Hospital named after V.D. Seredavin in April 2019. Prior to that, he worked in it as the head of the surgical thoracic department.

2020: Appointment as head of the Samara Ministry of Health

On July 8, 2020, Armen Benyan took office as Minister of Health of the Samara Region. He replaced Mikhail Ratmanov, who in April went on a promotion to the Federal Medical and Biological Agency (FMBA). Ratmanov took the post of head of the department for organizing medical care and industrial medicine there.

The reshuffle in the cabinet of ministers of the Samara region began in September 2023. This is due to the re-election of Dmitry Azarov as governor. Almost immediately after taking office, the head of the region dismissed the entire government. From that moment on, all ministers held their posts with the prefix "acting," but in March 2024, Armen Benyan began to appear on the website of the Ministry of Health of the Samara Region as a minister, not acting.

On March 20, 2024, the head of the State Duma Committee on Information Policy, Information Technology and Communications, Alexander Khinshtein, noted in his Telegram channel that Dmitry Azarov had reassigned Armen Benyan to the post of Minister of Health, despite a series of corruption scandals. According to Khinshtein, by the end of March 2024, Benyan's deputy Aslanbek Mairamukaev is in custody and is involved in two criminal cases: a bribe of 15 million rubles and fraud. As established by the investigation, the receipt of "kickbacks" was put on stream in the department. During searches in a bank cell, a "Ministry of Health common fund" was found, where almost 60 million rubles were stored, the deputy said.

He added that Armen Benyan was taken for interrogation along with his deputy. Due to a lack of evidence, he was released, after which Benyan tried to refute the fact of his arrest, saying that he was called by law enforcement officers for a survey, Khinshtein said.[3]
