VTB Bank in December 2021 sold a controlling stake (55%) of the Tyumen-Polis insurance company to Georgy Gorshkov, his former deputy chairman. The amount of the transaction is 592.9 million rubles. This is inexpensive - the capital of the company is 1 billion rubles, the net profit of the company for 2020 is 200 million rubles.

The insurance company went to VTB with the acquisition of Zapsibcombank - through Zapsibleasing. Gorshkov in 2021 headed the IC "Tyumen Policy."

2023: Election as Deputy Chairman of VTB

2025: Appointment as Chairman of Wildberry Bank

Georgy Gorshkov, who previously served as Deputy President - Chairman of the Board of VTB Bank, was appointed Chairman of the Board of Wildberries Bank. The appointment will come into force after receiving approval from the Bank of Russia. The decision on personnel changes was announced on July 22, 2025.

According to the press service of Wildberries, Gorshkov simultaneously headed the fintech direction of the RVB - the combined company Wildberries & Russ, within the framework of which financial services are being developed for sellers and buyers in Russia and the countries of presence of the marketplace. The new leader has more than twenty years of experience in the financial sector.

Prior to his appointment to Wildberries, Georgy Gorshkov oversaw the retail business of VTB Bank until May 2025. The main tasks of the new head of Wildberry Bank will be to determine the long-term development strategy of Wildberry Bank and the fintech direction of the RVB. Its functions will include overseeing the bank's activities, finding new niches of business and the further development of fintech services for the B2C and B2B segments.

Gorshkov will be responsible for the development of banking products, improving the quality and convenience of financial services for ecosystem clients. His experience in retail banking should help expand the marketplace's line of financial products.

The combined company Wildberries & Russ offers platform users various fintech solutions. The product line includes loans and installments, insurance products, settlement and savings accounts, bank cards, the WB Wallet electronic wallet and the WB Pay payment system.^[2]
