Alexey Gennadievich Komissarov previously served as Minister of the Government of Moscow and Head of the Department of Science, Industrial Policy and Entrepreneurship of the city of Moscow.

In 2015, he was elected director of the Industrial Development Fund following an open competitive selection of candidates organized by the Ministry of Industry and Trade of the Russian Federation together with the Agency for Strategic Initiatives (ASI), out of 189 candidates. In 2017, he left the fund. His deputy Roman Petrutsa was appointed head of the fund.

2023: Appointment as Rector of RANEPA

On January 23, 2023, the Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA) for the first time in its history replaced the rector. Instead of Vladimir Mau, who was relieved of his post of his own free will for health reasons, Aleksei Komissarov, General Director of the ANO "Russia - Country of Opportunities" (RSV), was appointed.

The RANEPA explained that Komissarov will continue to combine the position with work in the RSV, which will allow synchronizing its ecosystem with the RANEPA programs. RSV holds personnel contests of the presidential administration (AP), the largest of which is "Leaders Russia."
