Biography
Born on August 28, 1985 in Kuibyshev (since January 25, 1991 Samara).
In 2007 he graduated from Samara State University (on November 11, 2015 he was annexed to Samara State Aerospace University, later the combined university was renamed Samara National Research University named after academician S.P. Korolev).
In 2018, he graduated from the Russian Academy of National Economy and Public Administration under the President of the Russian Federation.

2023: Appointment of Deputy Minister of Digital Development
On October 31, 2023, the Ministry of Digital Development announced that a government order had been signed to dismiss Dmitry Oguryaev, Deputy Minister of Digital Development, Communications and Mass Media. The post of deputy minister will be taken by the director of the department for the development of e-government infrastructure in Sergei Tsvetkov. In this post, he will oversee the development of state electronic services, the introduction of superservices on the portal of public services, the development of state information systems.
Sergey Tsvetkov at the time of the appointment of the deputy minister has been working in the Ministry of Digital Development for more than 10 years and all this time is engaged in the portal of public services, and since 2020 he has been heading the department for the development of e-government infrastructure.
The Ministry of Digital Development notes that under the leadership of Sergei Tsvetkov, dozens of the most popular services were developed and implemented: enrollment in school and kindergarten, payments for families with children, admission to a university online. An electronic compulsory medical insurance policy appeared on the portal of public services, an appointment with a doctor was updated using data mart technology, and about 10 million schoolchildren and students use the "State Services Culture" application.
In turn, under the leadership of Dmitry Oguryaev, who worked in the Ministry of Digital Development since 2020, the portal was updated and a family of mobile applications of public services was launched, users of State Service Auto had the opportunity to present rights to STS in electronic form. Standards for the provision of digital services, their monitoring and maintenance were also introduced, the Max robot appeared on the portal - a digital assistant that processes more than a million questions from users every day.
