The software developer from Raiffeisen Bank was mobilized and died in the combat zone, not having time to receive a deferral through the Central Bank

On October 20, 2022, lawyer Konstantin Erokhin announced on his Telegram channel that information had appeared about the death of Timur Izmailov, a mobilized IT specialist at Raiffeisen Bank, in the combat zone. "On Tuesday, information was received that Timur came under mortar fire and died another 13.10," wrote the human rights activist, who, together with Anna Izmaylova, sister of Timur Izmailov, tried to get him a delay from mobilization.

In the same post, Erokhin claims that Timur Izmaylov was mobilized on September 23, and on October 7 he was in a combat zone. In a video appeal distributed on Telegram channels, Anna Izmaylova said that since October 7, her brother has not contacted, and "his comrades" informed her about the death of Timur by phone a few days ago. There is no official information about the death of Timur Izmailov yet.

Lawyer Konstantin Erokhin clarified the TAdviser position of Timur Izmailov in Raiffeisen Bank - Development Team Engineer ON for the corporate investment business. At the time of mobilization, he was an employee of the bank, added Erokhin. Izmailov was entitled to a deferral from mobilization as an employee of a credit institution that ensures the stability of the banking system, the lawyer says.

Erokhin also told TAdviser that in addition to his and sister Timur Izmailov, Raiffeisen Bank also made an attempt to return the mobilized IT specialist - for this the company turned to the military commissariat.

The lawyer notes that at the time of Timur Izmailov's mobilization, information had already appeared that bank employees would be granted a deferral from partial mobilization: "They could leave him, ask him to bring some documents, everyone knew that there would be postponements...."

Anna Izmaylova in her video appeal says that the military registration and enlistment office told her that her brother was mobilized before all the clarifications of the Ministry of Defense were released.

Recall that by decree of President Vladimir Putin, partial mobilization in Russia began on September 21. And on September 23, the Ministry of Defense clarified the categories of citizens who do not fall under partial mobilization. Among them are employees of organizations that ensure the stability of the national payment system and infrastructure of the financial market, management of banking liquidity, cash circulation.

After that, the Central Bank began to collect from banks and form lists of bank employees applying for a deferral from partial mobilization. To form lists, two main criteria were established - the presence of higher education in an employee and the critical importance of his work. The lists of the Central Bank filed with the General Staff on September 28, says the lawyer.

Erokhin also draws attention to the fact that after the release of his message about the fate of Timur Izmailov, inaccurate information began to spread on the Internet that a deferment to a Raiffeisen Bank employee relied on the Ministry of Digital Science. This department also submitted to the Ministry of Defense lists of applicants for a deferral from partial mobilization, but these lists were formed exclusively from employees of accredited IT companies.

Timur Izmaylov was not an employee of an accredited IT company, so he did not fall under the conditions of deferral for IT specialists, - said TAdviser in the Ministry of Digital Science. - As far as we know, Timur claimed the reservation from mobilization as an employee of the bank.

For employees of accredited IT companies, as previously reported, there is also a deferral from mobilization. Lists of relevant employees are submitted through the Ministry of Digital Science. Konstantin Erokhin told TAdviser that since the announcement of the partial mobilization, he and his team have helped with the postponement of a total of more than 100 people, approximately 40 of whom are IT specialists. Erokhin is a member of the volunteer group of the Ministry of Digital Science and is in constant contact with representatives of this department.[1][2]
