In a document dated in the fall of 2009 on the state automated system "Management," Fedulov is listed without a post among the "responsible employees of the government apparatus."
In the composition of the government subcommittee on the use of IT in the provision of public services approved at the end of 2011, Fedulov is the deputy chairman. He is also a member (by agreement) of the Council for the creation of a unified system of information and analytical support of the Ministry of Internal Affairs.

As a leader, I could forget about the question that came under control of him - everything was guaranteed to be carried out efficiently and on time. I think the government made the right choice[1].
Noskov believed that under the leadership of Fedulov, the department would maintain continuity in relation to the approach of Aleksei Popov.
2020
Failed transition to the Ministry of Telecom and Mass Communications
In January 2020, Evgeny Komar, who previously worked as deputy of Vladislav Fedulov, became the new director of the IT department of the Government of the Russian Federation. Fedulov himself, according to two TAdviser sources, as well as the Non-Digital Economy telegram channel, was considered for the position of Deputy Minister of Digital Development, Communications and Mass Media Maksut Shadayev. TAdviser sources said that Fedulov's area of responsibility could be, first of all, the implementation of the Digital Economy national program. But the appointment did not take place.
Appointment as Deputy Minister to the Ministry of Economic Development
On April 3, 2020, Prime Minister Mikhail Mishustin appointed Vladislav Fedulov as Deputy Minister of Economic Development of the Russian Federation Maxim Reshetnikov.
TAdviser wrote about the upcoming appointment of Fedulov, citing his own sources, on March 19, 2020.
In the Ministry of Economic Development, Fedulov will be entrusted with the functions of CDTO, the interlocutors of TAdviser said earlier. Judging by the distribution of powers between the Deputy Ministers of Economy as of the beginning of April 2020, two departments are assigned to the only vacant position of the Deputy Minister - the legal and legal foundations of the digital economy.
Until recently, Deputy Minister Savva Shipov was responsible for these issues, as well as the development of public administration and the MPSC. After Shipov's resignation, public administration issues, including electronic public services and the MPSC, came under the command of Deputy Minister Alexei Khersontsev. The Department of Legal Foundations of the Digital Economy, which is implementing the federal project "Regulatory Regulation of the Digital Environment" of the national program " Digital Economy," was left without a supervising deputy minister.
2022
Leaving the post of Deputy Minister at the Ministry of Economic Development
On April 20, 2022, Prime Minister Mikhail Mishustin signed an order to dismiss Deputy Minister of Economic Development Vladislav Fedulov. The official resigned of his own free will.

The federal project "Artificial Intelligence," which was supervised by Vladislav Fedulov, is one of the main tools for the implementation of the AI Development Strategy until 2030, which was approved by the President of the Russian Federation. The business and scientific community took an active part in its development. The competence center for the implementation of the federal project is defined by Sberbank. The project provides for a package of measures aimed at supporting AI development companies and supporting the testing of such solutions at Russian enterprises, increasing staffing, developing the science and education system, and building infrastructure. Until 2024, it is planned to spend 24.6 billion rubles from the budget on the development of AI in Russia.
A number of its results are associated with departmental digital transformation programs, which cover more than 50 departments, and provide for measures to introduce artificial intelligence technologies into their activities.[2]
