On May 23, 2024, it became known that Rostelecom was developing its own import-independent billing system. It will replace the software of the American corporation Oracle, which left the Russian market due to the emerging geopolitical situation.

According to the Vedomosti newspaper, Dariy Khalitov, vice president of Rostelecom, spoke about the project. Billing systems are specialized software responsible for a number of important functions for the business. Such platforms, in particular, collect information about the use of services and their charging, are responsible for billing subscribers, processing payments, etc.

Rostelecom is developing its own import-independent billing system

Rostelecom's new billing platform will use database management system (DMS) Pangolin from Sber Tech. According to Khalitov, the core of the platform is planned to be completely imported and used at the country level. The project is being implemented by OS Group, a subsidiary of Rostelecom, whose solutions are implemented in Netbynet (a subsidiary of MegaFon), Er-Telecom, VimpelCom (beeline brand), etc. The new solution will be compatible with the main Russian DBMS, including Postgres Pro, as well as with domestic operating systems such as ALT Linux and Red OS.

At the same time, we are introducing this solution in our perimeter and are refactoring the product, changing its logic of working with Oracle foreign DBMS to the Russian database, "Khalitov said.

Dmitry Petrov, General Director of Comfortel, notes that the preparation of a system that will work on another DBMS, and its further integration is "an architecturally and systemically difficult task." According to experts interviewed by the publication, when switching to a new billing system, services may fail, downtime, risks of partial data loss and other problems.[1]
