2018: Development of a PLM system for 5 billion rubles
On July 18, 2018 Rostec and Rosatom announced creation of joint venture which will focus on creation of program system of management of complete product lifecycle (PLM).
Software which partners decided to develop will allow to control in a digital form processes at all production phases: from planning and development before support and utilization. Also a system will be able "flexibly to change products parameters, to manage the personnel and financial resources, to plan implementation of marketing functions".
New by software it is focused first of all on the enterprises of the Russian defense industry complex, and in general application of such systems will allow to increase product competitiveness in scales of the whole country and in the world market. At the same time creation and system implementation of management will allow not to spend funds of the enterprises of the market for purchases of foreign software. It is supposed that the Russian development will purposefully close requirements of the market: the domestic analog of such system in the market does not exist.
The software will be compatible to a number of already created software products and the existing systems.
Directly are engaged in development of a PLM system the Russian federal nuclear center — the All-Russian Research Institute of experimental physics (VNIIEF, is located in Sarov of the Nizhny Novgorod Region) from Rosatom and the National Center of Informatization (NCI) from Rostec. The development cycle will make five years, project cost — 5 billion rubles.
Within pilot implementations system developers are going to receive a feedback and to quickly alter a system for its compliance to the existing realities.[1]
2017: Cooperation with RKS
In August, 2017 the Russian Space Systems Holding (RKS, is included into Roskosmos State corporations) and the All-Russian Research Institute of experimental physics (VNIIEF) signed the agreement on cooperation in the field of creation of a system of complete product lifecycle.
The parties agreed about cooperation in development and deployment of modern methods of management of the enterprises and creation of the Russian solutions in information technology field providing integrated management of processes of end-to-end lifecycle including taking into account requirements of the space-rocket industry.
Development of normative and methodical documentation in the field of management of end-to-end lifecycle of development, production, operation and utilization of products will become an important part of cooperation of RKS and VNIIEF. Also the parties during system implementation at the enterprises of RKS holding are going to develop the new blocks of the Digital Enterprise system which are specially adapted for requirements of the companies of the space-rocket industry.
Components of the Digital Enterprise system include end-to-end 3D - technology of complete product lifecycle, a complex of enterprise management systems and production managements of products, an information system of optimization and business process reengineering, the protected hardware-software platform.
As envisioned by partners, system implementation will allow to substitute the import software products which are used on domestic industrial enterprises.
With participation of third parties of VNIIEF is going to create the adapted versions of Digital enterprise for the different industries: aircraft industry and automotive industry, nuclear power, space-rocket industry, transport, oil and gas industry.
2016: The first declaration of development plans of a domestic PLM system
By 2019 the Federal nuclear center (VNIIEF) is going to develop domestic secure system of management of end-to-end product lifecycle Digital enterprise. About it the director of VNIIEF Valentin Kostyukov at a meeting told about the Russian information and supercomputer technologies with Dmitry Medvedev's participation in February, 2016, follows from the materials published on the website of the government.
Components of a system include end-to-end 3D - technology of complete product lifecycle, a complex of enterprise management systems and production managements of products, an information system of optimization and business process reengineering, the protected hardware-software platform.
As envisioned by developers, Digital enterprise in a varying degree will allow to substitute the import products which are widely used on industrial enterprises: an enterprise management system of SAP,Windows OS, program for engineering calculations and modeling of RTS,Siemens,Dassault, a system for optimization and business process reengineering of Software AG and Serena, etc.
With participation of third parties of VNIIEF is going to create the adapted versions of Digital enterprise for the different industries: aircraft industry and automotive industry, nuclear power, space-rocket industry, transport, oil and gas industry.Rostec,Almaz-Antey air defense Concern,Roskosmos,the Russian Railway,Rosneft,United Aircraft Corporation,Gazprom,Ascon,"Informkontakt", Federal State Unitary Enterprise Sedakov Research Institute of Measuring Systems, "Technologies of business engineering",Federal State Unitary Enterprise VNIIA im. L. N. Dukhova, Federal State Unitary Enterprise All-Russian Scientific Research Institute of Technical Physics of E.I. Zababakhin will be involved in the project.
By estimates of the nuclear center, on execution of works on the project in 2016-2019 about 5.4 billion rubles will be required. From them about 4.9 billion rubles are going to be attracted from the federal budget, and other means – from the participating organizations.
Valentin Kostyukov provided assessment that the mediated economic effect of project implementation will be not less than 25 billion rubles due to cutting of costs for purchase of licenses, reductions of terms of development and experimental working off of products and decrease in product cost.
The project on development of Digital enterprise for the industry was preceded by creation of VNIIEF of a standard information system of a nuclear weapon complex (TIS NWC) based on import-independent solutions. Works were conducted within the program of transformation of IT of Rosatom. In 2015 a system turned into commercial operation in a pilot zone – VNIIEF then its replication on other enterprises of a nuclear complex began.
TIS NWC consists of a complex of the systems providing end-to-end 3D technology - the design, systems providing functioning and enterprise management and resources and also contains the complex of systems connected with production management. The end-to-end 3D technology used in TIS NWC - design is based on a line of solutions Ascon KOMPAS-3D, LOTSMAN:PLM and VERTICAL and is integrated with other complexes of systems. To enterprise management, in turn, forms a basis of a complex of systems ERP- a system based on the Russian platform Alfa. VNIIEF develops for providing an importonezavisimost of TIS NWC also a hardware and software system based on own Synergy OS.
On different actions representatives of VNIIEF spoke about a possibility of adaptation and use of practices within TIS NWC on defense industry enterprises and in the industry earlier.
