Transformation of IT in a nuclear weapon complex

In 2010 Rosatom started the program of transformation of IT of the nuclear weapon complex (NWC). Its implementation assumes two main stages: development of standard solutions taking into account regulatory and statutory requirements to developers of the knowledge-intensive products in a MIC, and then - their replication on the industry enterprises.

The program for creation of a standard information system of the enterprises of the industry (TIS NWC) in a pilot zone of VNIIEF calculated on 2011-2014 became a crucial element of transformation of IT of a nuclear weapon complex.

The previous year transformation of IT began in a nuclear power complex of Russia

The purposes of this program is development and deployment of end-to-end 3D technologies - design, creation of a common information space of the YaOK enterprises, creation of an effective management system for the enterprises of the industry, upgrade of IT infrastructure, the organization of the consolidated DPCs in circuits of the YaOK enterprises. Also among the purposes - development of policy and a management system of cybersecurity using experience of the YaEK and YaOK enterprises in this area and also implementation of the process approach at the enterprises.

As the general contractor according to the program of creation of TIS NWC "subsidiary" of Rosatom -Greenatom company acts.

The expected results

As a result of program implementation on creation of TIS NWC in VNIIEF optimization of natural tests during creation of products, improvement of the uniform industry quality system, increase in development at the employee by 5-7 times, reduction of design costs of products - from 10 to 30%, reduction of time of product development by 1.2-1.5 times and also reduction of time of production of products for 15-20% is expected.

Besides, increase in efficiency of use of resources of the enterprise to 30%, increase in dynamics of acceptance of management decisions, standardization of management processes and decrease in operational risks due to operational obtaining analytical information should become effects of implementation of TIS NWC.

Components of TIS NWC

TIS NWC consists of a complex of the systems providing end-to-end 3D technology - the design, systems providing functioning and enterprise management and resources and also contains the complex of systems connected with production management. All of them are integrated into the uniform protected IT infrastructure based on DPC of VNIIEF.

According to the representative of VNIIEF, as of May, 2014 in DPC there are more than 200 racks with the equipment. From it to the systems of TIS NWC the centralized access to users in different divisions through the thin client and remote jobs is provided. IT infrastructure of TIS NWC contains three circuits: open circuit, circuit of the service and commercial information and also circuit of the state secret.

The end-to-end 3D technology - design forms a basis of TIS NWC. It represents an implementation methodology and operation of the information management system product lifecycle based on 3D models in a common information space (complex automation). The end-to-end 3D technology used in TIS NWC - design is based on a line of solutions Ascon KOMPAS-3D, LOTSMAN:PLM and VERTICAL and is integrated with other complexes of systems.

TIS NWC is complex and integrated

The basis of a complex of systems to enterprise management, in turn, is formed by the ERP system based on the Russian Alfa platform[1](in more detail) which covers all management processes and is integrated with 3D technology - design. The main part of data which are processed in the ERP system rise from the level of end-to-end technology – a basic process.

Based on the Alfa system production management systems (MES) also work, personnel (HRM), the real estate, fixed assets and repairs (EAM).

The complex of enterprise management systems is integrated with PLM and PDM systems from which data are transferred to him. As of May, 2014 enterprise management systems and production cover all holding, and its enterprises passed to new technology in a circuit of an official secret. Into a circuit of the state secret it was going to pass until the end of 2014.

Importonezavisimost

During creation of TIS NWC of VNIIEF was guided by creation of the importonezafisimy platform, and therefore when choosing software for it initially preferred as software products of the Russian development.

In VNIIEF development of own operating system under the name "Synergy" based on Linux, a hypervisor for virtualization based on Linux and own DBMS based on the Open source software of PostgreSQL - "Synergy-DB" is also conducted.

Software of own development is going to be certified for work with a state secret and further to transfer to it a product lifecycle management system, the ERP system and a production management system, having refused in them, thus,Windows OS and Oracle DBMS.

As of May, 2014 in VNIIEF development of an automated workplace of the user based on Synergy OS and also development of a unique automated workplace in which three thin clients who, being located in one body, allow to work in three different networks will be combined is also conducted: state secret, chipboard and Internet. They are also going to be used for work with the systems of TIS NWC.

Implementation Progress

2014

According to the representative of VNIIEF, as of May, 2014 TIS NWC is used directly in the nuclear center and replication of its elements on other enterprises of a nuclear weapon complex is begun.

The end-to-end 3D technology - design, in particular, for the same moment is implemented in perimeter of five research institutes, four CB, a number of divisions and two plants. In total it covered about 2 thousand jobs, and until the end of the year their number should increase to 4.5 thousand jobs.

As of May, 2014 this technology works in a circuit of the service information, and until the end of the year is going to certify it under work in a state secret circuit. In 2013 using end-to-end 3D technology - design in VNIIEF 31 products were designed.

2015

In May, 2015 the messenger of transformation of IT of Rosatom reported that the standard information system of a nuclear weapon complex (TIS NWC) as which polygon for approbation VNIIEF acts was started in an industrial ekpluatation. In the first quarter it underwent testing of the interdepartmental commission which part representatives of department of protection of the state secret and information, accounting, service of personnel management and IT departments of Rosatom, management of economy and controlling of YaOK and also directorate and several organizations of a nuclear weapon complex were.

The development stage and implementations of TIS NWC was recognized successfully complete. Ahead — replication of the created solution on other enterprises of a nuclear complex.

Speaking about the first results of implementation of TIS NWC, representatives of VNIIEF note that at the expense of it, for example, specialists of design office of the enterprise began to work in the uniform protected information space and to use uniform formats of data and base of the normative reference information. As a result – production processes accelerated and considerably their quality increased.

With creation of TIS everything was also updated in accounting: the chart of accounts, the information processing mode (was planned — became interactive). Now information is ready to the analysis always, and earlier – only upon termination of a month. Viewing a current status of accounting entries is available to all interested persons now, note in VNIIEF.

Implementation of business applications of TIS NWC cardinally rebuilt processes of financial and economic management, made them more transparent, said in the messenger of transformation of IT of Rosatom. Justification and development of the made decisions increased, and time for their preparation significantly decreased.

"In a common information space data are displayed equally for all users. From collecting and processing of primary information the focus was shifted to its analysis and assessment, and now we can move to qualitatively new level of work with data, namely –to a business analyst", -Maxim Devyatkin, the deputy director of department – the head of department of summary budgeting and mid-term planning of VNIIEF says.
