In February, 2017 the Advanta company completed the project on implementation of ISUP Advanta in "The center of information technologies" of Tula region (GAU TO of CIT).

Since 2012 GAU TO of CIT implements different IT projects (80% – implementation of information systems) which more than a half make own developments. The circle of tasks of the Center also includes project implementation on the organization and USE hardware, informatization of schools and kindergartens, etc.

"We began to apply project management in 2012 still before our Government declared it as the most effective management decision. Then it was not "fashionable" and widespread among public authorities yet. For us project management became the irreplaceable tool which allows to implement a large number of IT projects in a short space of time. It was necessary to develop quickly informatization of medicine, electronic state services, to create MFC, to automate activity of authorities by means of implementation of departmental information systems. Full-fledged ISUP in the Center was not. There were only scheduled plans in MS Project which are laid out in network folders and Project charters which forms were looked for in the dug-out resources. There were also no trained project managers. There were "charged" people who wanted to work in this sphere and to develop as project managers therefore all mastered independently in "combat conditions"".

In 2013 the Center had the standard of project management (based on PMBoK v.3) and the ISUP based on MS Project Server + MS Sharepoint. But for a number of reasons specialists of CIT were forced to refuse this solution: more flexible tool which would allow to implement a large number of IT projects in a short space of time became necessary for the leaders of the center. So in 2016 the decision on Advanta system implementation was made.

"Leaving from MS Project Server + was connected by Sharepoint, first with import substitution, and secondly, with inconvenience in completion is long and expensively, and we needed the most flexible tool allowing to create reports directly "on the fly", the necessary configuration and that is important, without involvement of programmers. An opportunity to work (import/export) with scheduled plans in the MS Project format was also critical requirement. Having considered several domestic solutions, we stopped the choice on the Advanta system. In it there is what is necessary for both the head of project office, and project managers – a possibility of import/export from MS Project, fast creation of visual diagrams reports by the set parameters. At a system a good usability and the pleasant interface".

As noted in Advanta, distinctive feature of an implementation project of the Advanta system in work of GAO TO of CIT was the fact that all settings, start and integration with the existing systems were made by specialists of the Center independently.

Need of process automation of project management and system implementation of project management by a method of control points became a project objective.

Project Tasks:

  • Implement schedule system of projects.
  • Provide the management of up-to-date and reliable information about the project progress.
  • Reduce time for preparation of the reporting for the management.

Project Results:

  • At the Ministry the Project office is created.
  • The corporate project management methodology is implemented.
  • Integration with MS Project is made.
  • Maintaining scheduled plans of projects, passports and cards of projects is implemented.
  • Project management and report generation is performed on control points. Passing of KT is put in the system of motivation of project managers and analysts who are monthly monitored.
  • In a system diagrams of the reporting for operational monitoring of projects are kept.

The facts about a system as of February, 2019:

  • 28 projects – are brought to a system
  • 15 users (project managers, analysts, tops)
  • 88 control points
  • About 100 tasks – in each project

"With Advanta system implementation to heads began to build easier and quicker relevant reports and to visualize processes of the project progress. As for development of a system, further we are going to implement in it management of initiatives, we will shower the entering ideas there. We try to work with the program of projects: we want to integrate all projects of digital economy in one program, to manage planning and loading of resources. Besides, there is a request from the management – to make separate weekly reports on the project status and dashborda which we are also going to configure by own efforts".
