The Ministry of Defence will connect hundreds of new users to EDMS

2009-2010

According to the report of the ex-director of the department of development of information and telecommunication technologies of the Ministry of DefenceVictor Ryasnov on development of ICT in the Armed Forces of the Russian Federation published on the Federal Reference Book portal till 2009 office-work in department for 99% was performed on paper carriers.

At the end of 2009 the decision on implementation in the Ministry of Defence of EDMS was made. According to Ryasnov, at this stage operational exchange of office correspondence between bodies of military management was provided, costs for a postage are reduced, the automated control of execution of instructions and document retrieval in electronic form is implemented.

In 2010 EDMS Ministry of Defence was integrated to the system of interdepartmental electronic document management (MEDO) that allowed to perform exchange of documents in electronic form with federal executive authorities,government office and Presidential Administration.

2011

One of stages on deployment of EDMS in the Ministry of Defence fell on 2011. According to the portal of state procurements, then about 80 application servers, more than 1 thousand licenses of the protected EDMS "IVK Bureaucrat" and the middleware of IVK Jupiter providing management of identification of users, more than 1.1 thousand automated jobs of users and some other technical means were a part of delivery.

The Ministry of Defence estimated the cost of works within this project at the amount about 260 million rubles. A system was delivered in 116 objects of the Ministry of Defence located in 25 cities of Russia.

According to the above-mentioned report of the Ex-chief information officer of the Ministry of Defence, by the end of 2011 jobs of EDMS in total equipped 175 geographically distributed objects with a total quantity of jobs – 2700. A system covered, including, 100% of the central bodies of military management (to the level of the assistant department head), types (type of military forces) of Armed Forces and headquarters of all military districts.

• IVK companies - for 2011 follows from materials of the developer of this system that EDMS Ministry of Defence provides automation of procedures and regulations of office-work, access isolation to documents, the guaranteed storage, processing and delivery of the documents and instructions and also a possibility of data processing making a state secret in diverse computing and role environment.

Besides, the solution allows the Office of the Ministry of Defence to exercise control of execution of documents, provides automatic interface of EDMS to MEDO and the automated remote control and updating of versions of software on EDMS objects. The legal importance of document flow in department is provided due to integration with Ministry of Defence Certification center.

2013

In November, 2013. The Russian Defense Ministry announced the tender for delivery and system deployment of the protected electronic document management (EDMS) of "IVK Bureaucrat", with the starting maximum price of 457.9 million rubles. The date of completion of delivery specified November, 2014.

According to terms of reference of tender, in addition to licenses for right to use of EDMS department needed to deliver licenses for Microsoft Windows Server 2008 R2 Enterprise Edition,Acronis Backup & Recovery 11, more than 150 application servers, more than 530 the simple automated jobs of EDMS and 158 jobs of EDMS for heads and also a set of other equipment and software.

On the website of state procurements, however, it is specified that the auction for this project was recognized cancelled as there was no applicant for accomplishment of these works.

2014

At the beginning of April, 2014 the tender for deployment of EDMS in the Ministry of Defence was announced again. The maximum cost of execution of works on it is designated by the amount about 370 million rubles. The date of completion of delivery, as well as in the previous case, specifies November, 2014.

Unlike the previous biddings of 2013 on which it was not succeeded to find the contractor two applications were submitted for participation in this auction: from Systems and Communication and IVK companies. The last suggested to perform works for 365.5 million rubles and was recognized by the winning bidder.

Among technical means of a system which department expects to receive for this money - more than 130 application servers based on Windows Server 2008 R2, the license software of IVK Jupiter and "IVK Bureaucrat". Regarding the delivery relating to data protection of EDMS two types of an intrusion prevention system, the server of logs of invasions,the firewall, the hardware-software cryptographic module for processing of cryptographic requests of access devices, etc. are registered.

Delivery includes also 320 automated EDMS jobs, 126 of which - jobs of heads. In addition, software of condition monitoring of ICT infrastructure of EDMS, data exchange software within SIEI, the system of the automated processing of citizens' appeals, software of backup and data recovery, software of Certification center and some other program and hardware is a part of delivery.

All functional software of EDMS Ministry of Defence should have the certificate on compliance to requirements for the level of control of not declared opportunities not below the fourth, and all supplied equipment will have to undergo special testing for lack of the implemented devices of interception and destruction of information. The equipment foreign or coproduction at the same time is waited by additional "special researches", said in terms of reference.
