On June 30, 2015 the RBC agency announced a victory of MegaFon in the closed competition held by RT-Invest Transport Systems LLC on provision of services of M2M for "the system of collection of a payment on account of indemnification to public roads of federal importance". Contract amount about 6 billion rubles[1].
Project Tasks
The contract provides delivery and installation by forces of the operator of two million SIM cards in onboard devices of the trucks having the permitted maximum weight over 12 tons. Duration of the contract of 12.5 years.

Data from these SIM cards will be transferred to the Data Processing Center (DPC) by means of networks of mobile operators of the GSM/GPRS standard that will help to determine the actual run by federal highways and to automatically charge a payment for it off an account of the onboard device. The raised money will come to Road fund of the Russian Federation and will be directed to repair of roads.
On account of the indemnification caused to public highways of federal importance by the vehicles having the permitted maximum weight over 12 t RTITS which signed the concessionary agreement with Federal Road Agency (Rosavtodor) is engaged in creation of a system of collection of a payment.
Project Progress
Date of start of a system on November 15, 2015. Within the RTITS project it is obliged at own expense:
- create network of terminals,
- construct 200 points of control of transport across all Russia,
- order, make and certify subscriber devices which will be installed free of charge in trucks for registration of the movement.
Sergey Bulangcha, the director of work with the state clients of MegaFon noted the explicit strategic value and the interest of this contract for the company. According to the operator, for June, 2015 the Russian market of M2M is estimated at six million SIM cards, its growth by 2014 — 40%, it is supposed that by 2017th year the number of SIM cards will be close to 18.5 million.
In April, 2015 MegaFon signed the contract with RTITS for 10 billion rubles for a period of 12.5 years. According to its conditions, MegaFon will take part in creation and service of a single telecommunication network for collection of a payment on roads, to provide communication channels for all its components and for RTITS branches, to provide custodial services of data.
