2019: Introduction to commercial operation of a system of the analytical reporting under data of interoperator calculations of B2O

On July 9, 2019 the Nexign company reported that PJSC Rostelecom put the system of the analytical reporting under data of interoperator calculations of B2O into commercial operation (Business-to-Operator, B2O). Thanks to effective use of technology of Big Data the system developed by Nexign company (enters into ICKX Holding), will allow Rostelecom to control completely volumes of voice traffic, to keep track of efficiency of tariff policy and also to get quick access to necessary data. By July, 2019 the basic functionality of a system is developed and several large stages on expansion of its functionality are completed.

Cooperation of Rostelecom and Nexign company in automation of interoperator calculations has a long story. Except the current project, the company were engaged in development of route model for calculation of the international traffic and also integration of calculations of separate divisions.

The main objective which the client set for us consisted in the organization of work with the large volume of data — from here increased requirements to the processing speed of requests and reliability of a system. Selection of an optimal project solution demanded essentially a different approach from the engineering point of view. As a result of effectively built interaction between teams of experts of Nexign and Rostelecom the universal scalable analytical system capable to cope not only with the current task, but also focused on further business development of provider of digital services was created,

The question of control and the analysis of the passed traffic is very important for a segment of B2O. Emergence in Rostelecom of a system of the analytical reporting allows to control completely volumes of voice traffic, to reveal illegitimate schemes of traffic transmission, to keep track of dynamics, to compare planned and actual targets, to do forecasts. Use of a system allowed to avoid essential manual work on formation of data for the reporting and the separate cost accounting. We also expanded functionality of a system, having complemented it with data on not voice services — lease of channels, Internet traffic, signal traffic. Income from system implementation already exceeded costs for its creation. Competences of colleagues from Nexign and also harmonious work IT and business divisions of Rostelecom allowed to create the most useful product which is widely used in the company that made a business activity of the company of even more transparent

2018: Implementation of a uniform BSS system

Along with development and start of new hi-tech services Rostelecom implements the big program of transformation of target IT architecture. The single system of calculations is necessary for the operator for creation of effective work with subscribers. For the solution of this task in Rostelecom the implementation project of the uniform BSS system allowing to unify key business processes starts. The Peter-Service company became the contractor.

Rostelecom will receive a uniform BSS system

A uniform BSS system will become the instrument of the centralized service of subscribers of the whole country, will allow to reduce time of an output of new products of the operator for the market. Transition to a new settlement system will reduce the cost of ownership of IT infrastructure and will increase flexibility of personnel management.

According to Igor Gorkov, the CEO of Peter-Service company, the uniform automated billing system will provide Rostelecom with even more effective tool for providing new services and will increase efficiency of a support service.

Rostelecom considers that implementation of the uniform unified BSS system will allow the company to accelerate process of start of new marketing initiatives.

Implementation of this project will allow to speak about the new level of convergence. Our clients will have an opportunity to use profitable package service offerings of communication from Rostelecom. Having selected the billing solution of Peter-Service, we took a big step in the direction of digital transformation of the company and to development of new services, - the vice president for business development of Rostelecom Alexander Ayvazov added.

2016: Expansion of functionality and technical support of automated billing systems of BIS and BFN

In 2016 Rostelecom carried out two purchases on expansion of functionality and technical support of automated billing systems of BIS and BFN. During the trade procedures the operator signed two contracts with Peter-Service company.

Technical support of the systems of Peter-Service which are earlier set in Rostelecom will cost the operator 362.9 million rubles. Expansion of functionality of the solutions BIS, BIS3k, BFN and RMS is estimated at 72 million rubles.

2015

Project completion of creation of a single system of settlement

On March 18, 2015 it became known that Rostelecom completed the project of creation of a single system of settlement (ITC) of the company.

Works on consolidation of all installations of a product in single solution were continued for three years.

In Rostelecom the phase of active project implementation began spring of 2013.

By the beginning of 2014 in the centralized solution settlement with partner operators of the Corporate center and MRF was processed "Center", Volga and Siberia. For 2014 in single solution the systems of interoperator settlement of MRF migrated Far East "South" "Northwest", Ural and Moscow.

After completion of works all volume of interoperator traffic "Rostelecom" is considered in one copy DBMS Oracle, and these are about 10 billion accounts a month. Creation of a single system will allow the operator to lower significantly operating costs and also equipment costs, maintenance and licenses of the software, – noted Alexey Volynkin, the director of business development "Peter-Service". – We are glad to end of this difficult large-scale federal project, but already in the nearest future we are waited by new joint work with "Rostelecom" on creation of an analytical data storage to which it is supposed to transfer the data on an imputed income within interoperator interaction and volumes of the passed traffic created in a single system ITC.

Oksana Evdokimova, the head of group of the economic analysis of communication services of Rostelecom, emphasized: "Creation of storage will provide an opportunity not only to carry out different types of deep business and economic analyses which will allow to organize flexible interaction with operators, in particular, in the field of pricing and commercial offers. The storage will allow to provide company management with operational information of any extent of detailing for acceptance of management decisions in the conditions of the developed economic situation.

"Rostelecom the Northwest" completed replacement of software of billing

On July 14, 2015 according to the companies "Peter-Service" and "Rostelecom Northwest", the works in the project of migration of subscribers of fixed connection of all branches of operator of the region in a convergent billing system are completed BIS.

From August, 2004 to August, 2014 calculations of subscribers of macroregional branch "Severo-Zapad" of Rostelecom company were executed in the BFN system (Billing for Fixed Networks) of Peter-Service company. Need of transition to replicated solution of BIS - with bigger functionality, the developed use of elements of new architecture and the Open API system ripened.

Works in the project began in the middle of 2013. By the end of 2014 six branches "Rostelecom Northwest" were transferred to BIS, for July 14, 2015 Peter-Service BIS services all subscribers of the operator in this region.

The project became one of the largest within our interaction with Rostelecom company and one of key within implementable the operator of the program for transformation of a billing landscape, – Igor Gorkov, the CEO of Peter-Service noted. – For us it also marked end of an era of the product PETER-SERVICE BFN which was developed in due time for Petersburg Telephone Network. Besides, this project showed universality of our billing system and its capability to satisfy all needs of the largest operators of fixed connection. Our command successfully coped with migration in spite of the fact that we were faced by very difficult task – transfer of complete financial history of each of branches "Rostelecom Northwest" in three last years.

2014: Creation of the Single system of collecting of receivables on the basis of Peter-Service RMS

On April 10, 2014 the Peter-Service company announced the beginning of works in the project of creation of the Single System of Collecting of Receivables (SSCR) of JSC Rostelecom on the basis of the solution Peter-Service RMS (Revenue Management System).

The software product is implemented in macroregional branch "Center". During 2014 it is going to complete system implementation in MRF Volga and Siberia.


As a result of implementation of ESSDS work plans on application of disciplinary measures of debts are unified and also segmentation of client debt is executed. Competences on work with a debt, including - on application of manual measures and task allocation between credit managers are transferred to JSC Rostelecom, and centralization of analytical information on client debt is executed.

Implementation of target architecture of ESSDS optimizes processes on work with shares of Rostelecom, including service of the automatic voice notification and the server of report generation.

The project is going to be completed during 2014. Automation of all range of business processes on work with operational and overdue receivables (from its warning before complete collecting and write-off) will reduce the general size of a debt to Rostelecom more than by 30% after half a year of use of a system. The implemented solution optimizes costs for work with receivables.

2013

Plans of implementation of Peter-Service RMC

On September 26, 2013 the Peter-Service company announced the forthcoming implementation of the software solution Peter-Service RMC as a single system of collecting of receivables of JSC Rostelecom.

The automated billing system of JSC Rostelecom will be integrated with the software product of the company – a management system for the profit of Peter-Service RMC. Implementing solution will allow Rostelecom to optimize costs for work with receivables and to implement any desirable options of strategy of work with it. Peter-Service RMC allows to automate all range of business processes on work with operational and overdue DS – from its warning before recovery by enforcement and write-off.

News of the forthcoming project sounded after summing up the tender announced at the end of May, 2013 where Peter-Service is recognized the winner. The companies should sign the agreement on providing the rights to use the application software, execution of works and services in its installation.

Implementation of a copy of Peter-Service RMC which works with several automated systems of calculation of the third-party companies at once will become feature of the project for Peter-Service. Integration with ASR will be implemented using ESB of the front-side bus of the enterprise.

Start of the project on consolidation of the systems of settlement of MRF of Rostelecom

On October 28, 2013 the Peter-Service company announced the beginning of works on consolidation of the systems of settlement Peter-Service ITC of macroregional branches (MRF) of JSC Rostelecom in a uniform copy.

In the centralized solution settlement with partners of the Corporate center of the operator and MRF will be processed "Center", Volga and Siberia. In 2014 in single solution the systems of settlement of MRF Far East "South", "Northwest", Ural and "Moscow" migrate.

Migration of copies of the Peter-Service ITC system in single solution will allow Rostelecom to perform the centralized data processing about settlement with the attached operators and to prepare the uniform reporting, – Alexey Kireev, the director of business development of Peter-Service noted. – Besides, this process will allow the operator to cut down significantly equipment expenses, maintenance and licenses of the software. End of this project, unique on the complexity, will allow to bring interaction of our companies regarding support of settlement to essentially new level.

2012: Start of the Ural regional center of interoperator calculations

Rostelecom and Peter-Service company announced on December 25, 2012 start in commercial operation of the solution "Clearing Center".

Within consolidation of mobile business Rostelecom carries out work on centralization and unification of key business processes. In particular, based on branch of the macro-region Ural the general roaming coordinator who became the single interface of the company in interaction with the Russian and foreign operators concerning roaming is created. Centralization of transactions and consolidation of a subscriber base helped Rostelecom to achieve in 2012 significant decrease in interoperator rates, including at the expense of the conclusion of preferential transactions. As a result, roaming rates for subscribers were several times reduced that led to significant increase in volumes of consumption of this service.

Implementing solution was carried out on the basis of the best world practices, but taking into account unique features of mobile assets of Rostelecom.

To try to obtain from roaming partners of the best conditions of cooperation, mobile business of Rostelecom should have one negotiator and the consolidated subscriber base, – the director of roaming and additional services of mobile assets of Rostelecom Irina Trofimova told. – "Clearing center" will allow in one place and in real time to reflect all settlings with the Russian and foreign operators. Besides, the uniform augmented list of the countries and operators in whose networks it is possible to use roaming will be available to all mobile assets of our company.

In the solution "Clearing Center" we implemented functionality of the roaming multibroker with support of all information and financial flows of subordinates and the coordinated operators. The solution provides calculations and control of tariffing of services for all fragments of network of the supported standards in the uniform center and gives to the operator an opportunity to use flexible mechanisms of management of tariff offers, – the development director of Peter-Service Alexey Kireev noted. – The uniqueness of our solution consists in unlimited opportunities of support of any business processes of the telecom operator within one system.

2011

Transfer of users Rostelecom Urals in a single system of calculations

In May, 2011 Rostelecom Urals announced completion of transfer of users of service House Internet in the uniform, modern settlement system developed by Peter-Service company, the leading Russian supplier billing and CRM solutions in the field of telecommunications.

Now the given system in Rostelecom Urals services more than 860,000 subscribers of service House Internet. Most of subscribers – users of unlimited tariff plans. For them an opportunity to change conditions of the rate by means of connection of additional options is implemented. For example, the subscriber can increase access rate by all resources or receive unlimited speed to preferential resources.

System implementation of management of profit in Rostelecom Urals macrobranch

In August, 2011 the Peter-Service company announced end of system implementation of management of the profit of Peter-Service RMS for telephone subscribers of general use (Public Switched Telephone Network, PSTN) and broadband access in macroregional branch "Rostelecom Urals".

For 2010-2011 the companies carried out collaborations in system implementation of management of the profit of Peter-Service RMS: in turn credit subscribers of PSTN and subscribers of broadband access Rostelecom Urals were transferred to service on work with receivables in Peter-Service RMS. At the moment the management system for the profit of Peter-Service RMS services more than 6 million subscribers of the operator.
