2022: Completion of the second phase of the creation of the "Smart City "
The administration of the Stavropol Territory, the Zheleznovodsk mayor's office and the RuSat Infrastructure Solutions company (RIR, part of Rosatom State Corporation) have completed the second stage of the Smart City project. In accordance with the contract concluded following the results of the municipal competition, the company replicated solutions to the territory of the village of Inozemtsevo and introduced modules designed to improve the quality of life of citizens and the attractiveness of the resort city for tourists. This was announced on May 23, 2022 by the company "RuSat Infrastructure Solutions."
Important elements of the Smart Zheleznovodsk system, implemented at the first stage, have been expanded and replicated in the village of Inozemtsevo, which is part of the Zheleznovodsk urban district. So, to 18 "smart stops" in Zheleznovodsk, another 21 have now been added, two smart pedestrian crossings have appeared with cameras with high-precision video analytics and a zebra projection onto the roadway (if, for example, a road under the snow). Previously, the same smart crossings in Zheleznovodsk in their locations made it possible to significantly reduce the number of accidents involving pedestrians.
All stopping pavilions are now presented in a single appearance with an electronic schedule board. Interactive touch panels have been added so that in real time you can track where the necessary bus is currently traveling. Inozemtsev's municipal institutions are equipped with "smart" metering devices for communal resources. A video surveillance system has appeared in public transport, there are more cameras with an analytics function.
As of mid-May 2022, the Smart Zheleznovodsk software and hardware complex includes various services for the municipality, residents and guests of the city, combined on the same platform. The digital tourism service, developed specifically for Zheleznovodsk, is represented by three elements: a mobile application, a portal and city interactive kiosks. With their help, city guests can get acquainted with local attractions, event posters, choose the best route and plan their vacation.
During the second stage, interactive kiosks and the Tourist Guide application are now equipped with a voice assistant developed by the RIR. It reproduces background information, useful articles. For example, if a guest of the city asks what Pushkin Gallery is, the voice assistant will not only voice the information, but also show the photo and offer the optimal route how to get to it.
An interactive tourist information center has also been created, equipped with all the necessary equipment (video wall, tablets, etc.). Here, guests of the city, using current technologies and devices, can get detailed information from consultants.
A marketplace for local tourist entertainment services has been developed: residents and guests of the city can order and pay for vouchers, services, buy tickets , etc. The marketplace complements the loyalty program - a bonus system with which the administration "digitized" the unofficial local monetary unit - the "resort ruble," invented here. These points can be used when paying with partners, get a trip to an excursion or to the cinema as a gift, and partially pay for lunch in a cafe.
The peculiarity of the project is the "Conqueror of the Iron Mountains" module, with the help of which bonuses will be charged for passing terrenkurs. The application charges points depending on the complexity of the route, the speed of its passage, the number of terrenkurs traveled. After passing all the terrencures, the user earns additional points.
"The transformation of Zheleznovodsk into a resort city of the future is the implementation of the initiative of Governor Vladimir Vladimirov, which attaches importance to the development of the Caucasian Mineral Waters. The pilot project in Zheleznovodsk will eventually acquire a different status and will be extended to other cities in the resort region and Stavropol as a whole. As for the resort region, the project is intended for both residents and guests of the city. Among other things, the project was presented as a presentation at a meeting of the Council for the Development of Local Self-Government under the President of the Russian Federation of the pilot project "Smart City." Former head of Zheleznovodsk Yevgeny Moiseev reported to Vladimir Putin about the digital system being introduced in Zheleznovodsk thanks to cooperation with the state corporation Rosatom. The Smart City platform, like a puzzle, consists of separate elements. The more fragments are laid in it, the clearer the picture. Over time, the information array will only grow, "- told the head of the city Evgeny Bakulin. |
"The project was implemented jointly with the team of Stavropol and Zheleznovodsk. We combined on one digital platform the work of the municipality, and services for citizens, and travel services. This allows the resort not only to provide services at a high level, but also to determine the directions of its further development based on data analysis with high accuracy. It is important that the project is developing and current technologies increase the quality of life of residents and guests of the city, "- noted Ksenia Sukhotina, General Director of RuSat Infrastructure Solutions. |
The second stage was implemented at the expense of a grant from the Ministry of Construction of Russia received by the city as a result of winning the competition "Best Municipal Practice" in 2020.
2021
The beginning of the second stage of the creation of the "Smart City"
The administration of the Stavropol Territory, the mayor's office of Zheleznovodsk and RuSat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation) have begun the second stage of the Smart City project. In accordance with the contract concluded following the results of the municipal competition, the company will replicate solutions to the territory of the village of Inozemtsevo and introduce seven modules that will increase the quality of life of citizens and the attractiveness of Zheleznovodsk for tourists. The second stage worth 72 million rubles will be implemented at the expense of a grant from the Ministry of Construction of Russia received by the city in 2020. This was announced on July 19, 2021 by the RIR.
Together with Rosatom, we are starting the implementation of the second stage of our pilot project "Smart City." The system has established itself as an effective tool for information interaction between the administration, residents and guests of the resort. Access to the necessary services is easy and convenient. "Smart City" allows you to quickly respond to the needs of people, involves residents and guests of the city in cultural and event life, allows you to participate in the development of the urban environment, and also increases the efficiency of the resort management. We are among the best practices, we are interested in our experience abroad. We will continue to expand the functionality and capabilities of the smart platform, as well as fill it with modular sections so that our city becomes even better, more comfortable and safer for life, - said the head of Zheleznovodsk Yevgeny Moiseev. |
As of July 2021, the Smart Zheleznovodsk software and hardware complex includes various services for the municipality, residents and guests of the city, combined on the same platform. In particular, the digital tourism service of Zheleznovodsk is represented by three products: a mobile application, a portal and city information panels. With their help, city guests can get acquainted with local attractions, event posters, choose the best route and plan their vacation. As part of the second stage, a marketplace for local tourist entertainment services will be developed for the Tourist Guide mobile application: residents and guests of the city will be able to pay for services online, buy tickets, etc.
The marketplace will be supplemented by a loyalty program - a bonus system with which the administration will "digitize" the unofficial local monetary unit - the "resort ruble." These points can be used when paying with partners, and also get a trip to the cinema or dinner in a restaurant as a gift.
It is also planned to create a module "Conqueror of the Iron Mountains," with the help of which bonuses will be accrued for the passage of terrenkurs and cycle terrenkurs of the resort. The application will accrue points depending on the complexity of the route, the speed of its passage, the number of terrenkurs traveled.
In addition, "Smart Transport," implemented as part of the first stage in the "Smart City" application, will now be in the "Tourist Guide" - city guests will be able to find out the exact time of arrival of public transport, lay a route to the desired object on foot, by bicycle, by car.
As part of the development of the project, an interactive tourist information center will be created. It will be located in a historical place - the Pushkin Gallery. The building will be equipped with the necessary equipment (video wall, tablets, etc.), trained by staff. Here, guests of the city will be able to get detailed information on questions from consultants using current technologies and devices.
The most important modules of the Smart Zheleznovodsk project, developed by RIR and implemented at the first stage, will be expanded and replicated in Inozemtsevo. So, to 18 "smart stops" in Zheleznovodsk, more than 20 will be added, including in Inozemtsevo. Additional interactive panels will appear, and all information panels and the Tourist Guide application will be equipped with an audio assistant. Municipal institutions Inozemtsevo will be equipped with "smart" metering devices for communal resources. transport A system will appear in the public, video surveillances there will be more cameras with the analytics function.
In 2020, the team of Stavropol, Zheleznovodsk and RIR in a short time combined on one digital platform and the work of the municipality, and services for citizens, and travel services. This allows the resort to provide very high-level services and, based on data analysis, determine the directions of its further development with high accuracy. It is important that these decisions made it possible to receive additional funds that the mayor's office directs to expand digitalization, improve the quality of life of residents and guests of the city, - said Ksenia Sukhotina, General Director of RuSat Infrastructure Solutions JSC. |
Plan for replenishing the digital platform with modules "City Administration," "Advertising," "Rating of sanatoriums"
The Smart Zheleznovodsk digital platform will expand its capabilities and replenish with new modular tabs. This was announced on June 30, 2021 in the company "RuSat Infrastructure Solutions." They will include a rating of sanatoriums, advertising, a bonus program, a tourist service store, city administration and much more. The innovations will make it easier to navigate the digital platform.
It is assumed that the positions "City Administration," "City Territories and Public Transport," "Control and Analytics of the Administration's Work," "Tourist Services Store," "Bonus Program," "Advertising," "Sanatorium Rating," "Module Conqueror of the Iron Mountains," "Survey Module." Also in the "Tourism" section there will be a questionnaire, and in the "Tourist Guide" application - transport.

Intelligent Street Lighting Project
Zheleznovodsk continues to expand the capabilities of the Smart City digital platform and is starting to develop a project to create intelligent street lighting using energy-saving technologies. This was announced on June 3, 2021 in the company "RuSat Infrastructure Solutions."
It is assumed that the project will cover the streets of all settlements of the urban district. Smart street lighting will become an integral part of the Smart City software module, which was implemented in Zheleznovodsk by Rosatom State Corporation by decision of the Governor of the Region Vladimir Vladimirov. The system will be controlled from the Smart City situation center, where the entire street lighting map and its current state will be reflected in real time.
The intelligent street lighting system is planned to be launched by the end of 2021.
"We are expanding the capabilities of the Smart City platform of Rosatom State Corporation and through the introduction of an intelligent street lighting system, we plan to significantly expand the number of streets with lighting and at the same time gain significant savings through the use of modern energy-saving technologies, as well as, importantly, reduce the time to identify and eliminate violations in the operation of the street lighting system," said the head of Zheleznovodsk Evgeny Moiseev. |
Reducing to zero the number of hits on pedestrians in places of installation of "smart" crossings
The solutions Smart City"," implemented in Zheleznovodsk () Stavropol Territory together with JSC "" RuSat Infrastructure Solutions(RIR, part of Rosatom""), significantly reduced the emergency situation on the roads of the city. In the places of installation of "smart" crossings, the number of hits on pedestrians is reduced to zero, reported on April 21, 2021 in the company "RuSat Infrastructure Solutions." According to city statistics, before the introduction, in 2019, 6 ROAD ACCIDENT with a collision with pedestrians and 5 accidents without pedestrian participation were registered at these crossings. In 2020 and for the 1st quarter of 2021, no accidents related to hitting pedestrians were recorded.
Smart pedestrian crossings are one of the elements of the Smart City system, which the Zheleznovodsk administration, together with Rosatom, began to implement in December 2019. In the dark, when a person is about to cross the road, a prominent light signal lights up at the pedestrian crossing sign from afar, warning drivers to be more attentive. In total, there are four "smart" crossings in the city, they are installed where there are no traffic lights, and the movement of both cars and people is quite intense. In 2021, the city authorities will continue to install "smart transitions."
The introduction of intelligent systems takes place within the framework of the departmental project of the Ministry of Construction of Russia "Smart City." The project provides for the arrangement of busy intersections and places with a high level of cross-country ability "smart" pedestrian crossings. The authorities of Pyatigorsk and Kislovodsk have already announced their intention to install such systems.
Statistics on Zheleznovodsk show that on average 300 people pass through these "smart" crossings per day, and this is in a city with a population of less than 25,000 people. There are other convenient and safe technologies. The scoreboard at the "smart stops" warn residents about how many minutes the transport they need will arrive. Electricity and water consumption sensors in municipal organizations transmit data from meters in real time and have already allowed the city to save about 20% of the previously consumed amount of resources.
Reduction of MSW exports by 42%
Monitoring the accumulation and export of MSW is one of the elements of the Smart City system, which the Zheleznovodsk administration, together with Rosatom, introduced in 2020. Sensors were installed inside city garbage cans, administration employees in the situation center can track the filling of tanks and regulate the schedule and routes of garbage trucks.
After analyzing the readings of electronic metering devices, the mayor's office came to the conclusion that in fact, in 2020, much less garbage was removed from the educational institutions of Zheleznovodsk than was planned. Previous calculations were built even before digitalization, based on the estimated rate of accumulation of municipal waste. Now, relying on real data for each institution, it is possible to make a more accurate calculation, the RuSat Infrastructure Solutions company reported on March 29, 2021.
As a result, the administration of the resort city refused to pay for the estimated rates of accumulation of municipal waste and from 2021 it will pay for the actual, actually exported volumes of MSW. Expenses for two months of 2021 compared to the same period in 2020 were halved.
"Thanks to the introduction of the Smart City software module, it was possible to reduce the number of MSW exports by 42%, and the volume of MSW exported, subject to payment, by 56%," said the head of Zheleznovodsk Yevgeny Moiseev. |
"This is a good practical example when Smart City technologies lead to real savings in the city budget," said Ksenia Sukhotina, General Director of RuSat Infrastructure Solutions JSC. |
In 2020, in a short time, the team of Stavropol, Zheleznovodsk and RIR combined the work of the municipality, services for citizens, and travel services on one digital platform - a total of 39 modules. This allows the resort to provide high-level services based on data analysis and accurately determine the directions of its further development. Zheleznovodsk's experience is planned to be replicated in other cities of the Stavropol Territory.
Saving over 20% of energy resources thanks to Rosatom's digital solutions
Digital technologies allow Zheleznovodsk of the Stavropol Territory to save over 20% of resources. This became known according to the results of an internal audit of the consumption of communal resources by municipal institutions conducted using the Smart City digital platform. In particular, the consumption of water and electricity compared to January 2020 decreased by 10%, and heat energy by 22%. This was announced on February 25, 2021 in the company "RuSat Infrastructure Solutions."
According to the head of the resort city Yevgeny Moiseev, thanks to the introduction of the Smart City platform, basic hourly daily consumption standards for each educational institution have been determined, which has led to more rational use of resources and budget savings.
The Smart Zheleznovodsk project was implemented by the Stavropol Territory and the mayor of the city together with Rusat Infrastructure Solutions JSC (RIR, part of Rosatom State Corporation). "Smart" technologies help control the work of the urban economy and provide feedback from the municipality with citizens.

This was announced on August 18, 2020 in the company "RuSat Infrastructure Solutions." Now the development of digital transformation in the municipality is available for replication in any subject of Russia.
Other regions can take advantage of the practice developed in the Stavropol Territory and posted on the Smarteka platform. This will give them the opportunity to easily find it, and will simplify the work on implementation in their municipality, - said the Minister of Economic Development of the Stavropol Territory Sergei Krynin. |
The introduction of digital technologies in Zheleznovodsk was launched at the end of 2019 in partnership with Rusat Infrastructure Solutions, a member of Rosatom State Corporation. In the spring of 2020, the formation of the basic infrastructure of the project was completed. Smart technologies help monitor the work of the urban economy and provide feedback from the municipality with citizens. A system for tracking the movement of public transport has been introduced in the resort city, smart stops and smart pedestrian crossings have been installed. There is a system of intelligent accounting for the consumption of communal resources and the accumulation of solid household waste. In kindergartens and schools, sensors are installed that record the consumption of water, heat, electricity.
The peculiarity of the Smart City system in Zheleznovodsk is the synchronization of urban and tourist resources. Guests of the city can get acquainted with the sights of the city, posters of events, choose a route using information panels, a portal and a mobile application, combined into a single tourist system.
Creating the first smart resort city
In early June 2020, it became known about the appearance in Russia of the first smart resort city. Such a status, as stated in the Ministry of Construction, Housing and Communal Services, received located in the Stavropol Territory Zheleznovodsk.
According to the statement of the department, the work on the digitalization of Zheleznovodsk was completed on May 31, 2020. The transformation was carried out in several areas: urban management, tourism, logistics, housing and communal services. So, with the help of the Smart City digital platform, municipal services can manage the city in real time and receive the necessary statistics, for example, the consumption of mineral water in buffets.
A single situational center has been created to monitor urban facilities. The video surveillance system connected to it recognizes vehicles by registration plates and allows you to search for citizens using biometrics.
In addition, a mobile application was developed, with the help of which residents of the city can see the schedule of cleaning territories, find out the schedule of public transport, report on the problem situation and control its solution.
Also, pedestrian crossings and stops appeared in Zheleznovodsk, garbage cans were equipped with load metering sensors, and interactive information kiosks with navigation were installed in the most visited areas.
"Smart" technologies help control the work of the urban economy and provide feedback from the municipality with citizens. There is a system of intelligent accounting of utility consumption. In kindergartens and schools, sensors are installed that record the consumption of water, heat, electricity. Thanks to round-the-clock monitoring, it is possible to save about 20% of the previously consumed amount of resources.
According to the Minister of Housing and Communal Services of Stavropol Roman Marchenko, some of the smart technologies used in Zheleznovodsk can be used in other settlements of the region. This was one of the main conditions for the project. What territories these will be will have to be determined on the basis of an analysis of the existing level, goals and prospects for the development of urban economy, he noted.
Rosatom was engaged in the introduction of smart city infrastructure in Zheleznovodsk. The costs of the project are not announced.[4]
Our integrated solution includes the integrated digital platform "Smart City," on which we deployed 35 modules in different directions - some of them are open, for residents, others - official, - said Maxim Chakhovsky, Deputy General Director of RuSat Infrastructure Solutions JSC. - This platform provides data collection from all sensors that are in the city, information flows are processed and information is provided to the municipality. City leaders understand what problems there are in the city, based on the collected statistics, they make management decisions faster. And travel services should also be tied to the city. All information inside the mobile application and smart panels is built on the basic needs of tourists - what to see how to get there, where to eat, where to spend the night. All this happens inside the infrastructure of the city, so we make a complex product. |
2019: Project start
The introduction of digital technologies in Zheleznovodsk was launched at the end of 2019 in partnership with Rusat Infrastructure Solutions, a group of Rosatom enterprises.
