"In conditions when the equipment works, practically without moving, need of tracking of location and accounting of a run fades into the background — the commercial director of SCOUT Group Visnevsky Yury comments. — Priority are such parameters as operation of the engine under loading, turning on of the different hinged equipment, the actual control of fuel consumption. Only with use in calculations of all these parameters there is possible an accurate accounting of the performed works, and, therefore, work performance improvement in general, cost reduction on the maintenance of special equipment, control of discipline of working personnel. The similar functionality can be provided with use of the different additional sensors which are directly controlling all aspects of operation of the special equipment and also the thought-over system of submission of statistics in specialized analytical reports. All these opportunities are put in our development - a System SCOUT".
A system SCOUT is intended for control of moving objects (vehicles) in real time by means satellite GPS/ GLONASS- monitoring transport. She allows to organize both GPS tracking, and satellite tracking of GLONASS a moving object. If the controlled vehicle is in an area of coverage of GSM network, data on its work arrive directly to the manager of a monitoring system of transport with a delay no more than 10 seconds at the movement and 5 minutes - at idle time of transport.
Except location, the GLONASS/GPS system of online monitoring of transport the SCOUT allows to control in real time such parameters as speed, the direction of the movement, a status of the connected sensors (level and fuel consumption, clicking of the disturbing button, ignition), work of a special equipment and others.
On the card the icons of cars specifying their current location according to GPS systems or GLONASS are displayed. If the car is not mobile - to it there corresponds the parking icon if moves - the icon takes the corresponding form and shows the direction of the movement. In the monitor program there is a panel of "continuous data" where the list of vehicles and information on current status of transport and the sensors connected to GPS/GLONASS to monitoring modules is displayed. Thus the program of satellite tracking allows to control not only location of vehicles, but also to obtain data on the mode of their work.
Also in a monitoring system SCOUT it is possible to browse the list of the latest events. The most important and priority messages from devices of monitoring and sensors are displayed in pop-up windows and are followed by sound signals. Thus a system helps the manager to provide constant control of vehicles and to react quickly to critical situations.
If the GSM module of monitoring is switched off by GPS of GLONASS or controlled transport appears out of an area of coverage of GSM network of mobile operator, then new data cease to come to a monitoring system. Satellite tracking of GLONASS or GSM tracking in this case become less operational. If data are absent more determined period (for example, 10 minutes), then the dispatching program of a monitoring system of transport SCOUT will automatically inform the user on lack of up-to-date data.
The GSM tracker the SCOUT is built in GPS of GLONASS Flash-memory which capacity is enough for record of amount of data about work of the vehicle, accumulated on average in 3-4 months. When resuming contact with the server dispatching software automatically (without participation of the user) "dokachat" the corresponding section of a route and all events for last period (refueling, fuel drainings, inclusion and switching off of sensors and so forth) will be available to the analysis and creation of reports in a System SCOUT.

Rendering of services of a hot line for acceptance of complaints on the facts of violations of traffic regulations
On September 16, 2019 the SCOUT company reported that based on the Russian telematic system implement service of a hot line for acceptance of complaints on the facts of inaccurate driving and traffic offenses. That it is the most effective to fulfill addresses, the arriving information will be compared with data of telematics.
Such instrument of increase in culture of driving as a hot line, is quite widely applied not only in public transport, but also in commercial vehicle fleets. Its main advantage consists in rather low cost and simplicity of implementation. On cars stickers with phone of contact center by which everyone will be able to announce road incidents with participation of the vehicle are placed. But, as shows experience of many companies, often addressed do not manage to remember or write a car license plate that prevents to identify the violator. In addition some participants of traffic incorrectly treat a situation, by mistake calling violations quite competent actions of the driver. Certainly, these factors significantly reduce, and at times at all reduce to zero return from use of such tool, |
Within this service all calls pass on specially dedicated lines of the operator of a telematic system, and then are quickly listened and processed by managers in the round-the-clock mode. Telephone addresses are taken shorthand and sorted by the criteria stipulated with customers, for example – by weight and the nature of violation or others. According to the results of every day detailed reports according to all accepted complaints are provided to the client. Let's note that for verification of the arrived data or obtaining the broad picture of incident data which are fixed by the telematic equipment installed on the vehicle will be considered if necessary.
In particular, it is possible to learn the history of the movement of the car from reports of telematics for any period, so – to confirm or disprove the fact of its finding on site of an incident in the designated time. Besides, there is an opportunity to define on what vehicle of the company the complaint arrived even if the license plate is not specified. In certain cases the telematics allows to make sure at all of that and whether violation or incorrect action of the driver took place. In many vehicle fleets the solutions on control of style of driving tracing the frequency and sharpness of braking, evolutions, accelerations and other maneuvers, observance of the high-speed modes and many other things are applied explains Oleg Karpitsky
|
At the same time users will be able to select one of several different packets of service. The basic option will include the round-the-clock acceptance and processing of calls and also providing the reporting. The following level will be added by technical support of users: answers to questions, help in work with reports, etc. At last, within an expanded packet the client will also receive deep analytics and the unrolled statistics of the arriving addresses.
By the way, such hot lines have beneficial influence and on image of any company, in fact being a peculiar marketing tool, – in return. It is method to show to all public as openness and readiness of the company for dialog, and its high corporate social liability. At the same time application of telematics will help not only to identify more effectively inaccurate drivers, but also if necessary to give the fast and unrolled feedback to the people who addressed on a hot line even in ambiguous and disputable situations. And it, in turn, will bring additional image effect, notes the head of marketing "SCOUT - Corporate solutions" Anna Florinskaya

Integration with software package ID20
On May 28, 2019 the SCOUT company reported that the domestic system of satellite monitoring of transport is integrated with the software package ID20 (UNIFLEET).
Many companies from the different industries aim at full automation of business processes, including control of corporate vehicle fleet. Formation of waybills and other documents, accounting of fuel, planned TO and repairs, penalties and road accident are even more often performed by means of specialized software solutions, such as ID20 (UNIFLEET). They optimize all operating cycle of transport division, reduce paper document flow and automate the reporting.
One more important trend – broad use of satellite monitoring for collecting of operational data on operation of corporate transport. The location and routes of cars, fuel consumption, a manner of driving of personnel and many other things are traced. Thus, the user receives the broad picture for acceptance of the important management decisions directed to increase in efficiency, security and profitability of the vehicle fleet.
Yefimov Evgeny noted:
It is quite logical that electronic management tools and monitoring systems are integrated by transport with each other, acting as links of one chain. For example, ID20 (UNIFLEET) automates, including, preparation of waybills, but for this purpose it is necessary to know routes and vehicles mileages, volumes of the spent fuel. At the same time you should not be trusted blindly what is reported by drivers. Cases when the unfair personnel specify false data are frequent to hide unauthorized runs and the facts of plunder of fuel. In addition employees should spend extra time on entering of this information in a system that slows down process. Evgeny Yefimov, the project director "SCOUT - Corporate solutions"
|
However within the boxed solution on integration of ID20 (UNIFLEET) with a monitoring system SCOUT the last automatically sends to the first a number of important data which are fixed by the telematic equipment. It indications of the odometer, run and routes of vehicles, fuel level in a tank, information on gas stations and drainings of fuel. Such digital interaction excludes excess operations on fixing of data and unloads personnel of the company user and also helps to avoid a juggling of the facts. As a result management process and service of vehicle fleet becomes even quicker, more effectively and more economically. In particular, it concerns formation of waybills, interaction with processing centers according to fuel cards and it is a lot of another.
2018
By estimates of a number of experts for the end of the 2018th in Russia there were more than two million vehicles connected to the systems of satellite control.

Analytical reports of control of work and rest
On December 9, 2016 the SCOUT company announced creation in composition of additional analytical reports for control of work-rest schedules of drivers.
In reports the rating system of assessment of employees by means of which heads of the companies can observe observance by drivers of RTIO is applied, analyze own work with personnel, stop violations of standards of working time and risks of emergency situations.
Reports of RTIO with a rating system are available to all customers of a system SCOUT. On the basis of information obtained from GLONASS/ GPS- trackers or tachographs, in reports indicators of observance of RTIO are summed up, and each driver is given the weighted average rating assessment. According to it they are distributed on risk zones. In a red zone there are drivers with a low indicator, in yellow – with an average. In green – those who are better than others[1] observes work-rest schedules[1].
Objective and evident reports with ratings help the head to understand which of drivers does not observe RTIO. A rating system can be used as the motivation tool.
Our command developed the new tool for reduction of accidents, following wishes of clients. Especially those companies which own large vehicle fleets. When the account goes on hundreds, and even on thousands of vehicles, it is necessary to manage to process big arrays of information. A rating system allows to estimate employee groups at once, to compare their indicators and to increase quality of fleet management, focusing attention on really important things. The real advantage of such approach was more than once proved on the example of clients at whom our solution "Safe Driving" is implemented. Dmitry Isaev, manager of products SCOUT |
VDO tachographs are integrated with SCOUT
On July 13, 2016 the press service of SCOUT company announced integration of monitoring devices of work and rest of drivers of VDO DTCO with a system SCOUT. Integration helps to control actions of personnel and, as a result, to reduce risks of penalties, to pay back the means spent for acquisition and installation of tachographs.
Drivers are identified in a System SCOUT according to cards of the tachograph. Users of a system have an opportunity - to define quality of work of this or that driver on the vehicle. Integration helps to increase discipline of personnel, to assist in suppression of the "left" runs and attempts of fuel dump.
Interaction of devices and systems gives the chance to owners of commercial transport extremely precisely to observe requirements of Order No. 36 of the Ministry of Transport of the Russian Federation for service of tachographs.
In the system of satellite monitoring it is possible to check far off operability of the tachograph, to automatically unload ddd-files, to control and analyze observance by drivers of work-rest schedules using special reports.
Technically integration is implemented in such a way that the tachograph is connected to the monitoring module through a special cable which is connected to a front panel of the tachograph on the one hand and to module connectors with another. Due to our interaction the companies which are already equipped with VDO tachographs or are only going to install the equipment of production Continental, get access to all opportunities of the solution "Integration into Tachographs". It provides them with modern instruments of control and gives the chance to pay back the enclosed investments. |
For July 13, 2016 a System the SCOUT is integrated with four brands Russian digital tachographs with the CIPF block. All of them are compatible to modifications of modules of monitoring SCOUT of MT-700 series. Data of tachograph control and satellite monitoring are available to users in the software SCOUT Platform and his cloud version "SCOUT 365".
"The expert PetrolX mode" - the tool for exact control of fuel
In the spring of 2016 in the system of satellite monitoring of SCOUT transport there was an opportunity to obtain the most reliable data about fuel consumption, using flexible and simple configurations. Now the versatile tool is available to owners of vehicle fleets to the analysis of fuel and lubricants – the easy in use and considering different operation parameters of vehicle fleets.
The new tool for exact control of fuel is called "The expert PetrolX mode". It is developed by specialists who for several years studied different types of fuel level sensors and how their indicators are influenced by real operating conditions of transport. On experience of many companies it became clear that a common problem for correct expense analysis of fuel in any vehicle fleet is the lack of the convenient and evident tool in work. It which would allow without excess efforts to configure fuel settings, to receive exact and visually clear indications. This lack is just met by new development in composition SCOUT. Thanks to it the companies controlling a consumption of fuel and lubricants using satellite monitoring get essentially new advantages.
First, in the analysis of initial data about work of Expert PetrolX Mode transport detects noises in diagrams and smoothes them. As a result users see reliable information about an expense, refueling and drainings of fuel. At the same time each user can use several tens of filters depending on specifics of vehicle fleet and the installed fuel level sensors. Diagrams and tables where the list of the fuel events satisfying to the set parameters is displayed are for this purpose used. Changing them, it is possible to create closing statements which include only correct data. Thanks to the intuitive interface and the easy visual editor it occupies a minimum of efforts and time.
Using different filters, it is possible to specify without effort amounts of refueling or drainings, to carry out the analysis of consumption of fuel in the movement, during the active work, idling, on parking, etc. Additional benefit is the possibility of accounting of a land relief, operating conditions of the equipment and other parameters.
"'The expert PetrolX mode' is created for the companies interested in objective and, at the same time, technically not difficult control of fuel. We noticed long ago that need "dig" in setup simply frightens off people from the systems of satellite monitoring. Even if in vehicle fleet fuel level sensors and necessary for software are already installed, employees just do not use a system as there is not enough time, or desire in it to razobiratsya. Therefore we offer an opportunity to reconsider the relation to modern to technologies for effective management of transport. Using our tool it is possible to obtain the data deprived of incorrect information, presented in a high-quality schedule type and detailed tables. The ordinary visual editor helps to create exact reports without effort. And a variety of parameters will allow to operate with information which is not available in other monitoring systems of transport. For example, data on small drainings which volume is less than the minimum error of fuel level sensors", – Andrey Andronov, the manager of products of SCOUT Group comments.
This tool is available to exact control of a consumption of fuel and lubricants in the software of "Skaut-Platforma". At the same time, "The expert PetrolX mode" is compatible to any fuel level sensors, irrespective of the brand and the principle of work: regular, CAN, ultrasonic and cut-in.
A system SCOUT is integrated with the Mercury tachograph
As a result of integration owners of vehicle fleets can automatically unload data from cards of drivers and analyze them in transport monitoring system SCOUT. Thus the companies obliged to equip the transport with tachographs receive the additional tool for observance of requirements of the legislation. Integration became possible thanks to the fact that the producer of Mercury tachographs, the Incotex company, supported the ScoutNet protocol in the devices.
Interaction "Mercury" and SCOUT allocates owners of transport with new advantages both in respect of use of tachographs, and in the work plan with the system of satellite monitoring. In the first case they have an opportunity most conveniently and quickly to fulfill the requirements of the legislation. The integrated devices allow to unload automatically data from cards of drivers, to build group and individual reports about violations of work-rest schedules. In a System SCOUT it is possible to address information on work of drivers, for example, in cases of checks from labor inspectorate at any moment. Also users can diagnose operability of tachographs far off. All this occurs in one software and does not require additional software. In terms of advantage for monitoring of transport undoubted plus of integration is an opportunity to identify drivers according to the card of the tachograph. Thereby personalisation of information at all levels of control is reached: continuous data, reports, notifications, etc. Thanks to it managers do not need to spend time, finding out who when and on what transport worked.
Integration of a monitoring system of transport and tachographs is a separate area of work of SCOUT group. For the last one and a half years many our clients set integrated solutions, and we in practice see that it brings positive results. Use of tachographs and a System the SCOUT within a uniform complex helps to observe competently the law, to pay back initial costs quicker and in general to cut down expenses on vehicle fleet. Having wide experience of cooperation with producers of tachographs, we quickly enough made integration about Incotex. And now our system is fully integrated already with three leading brands of digital tachographs. Need of owners of transport for this equipment and additional solutions is especially relevant now because vehicles on which analog control instruments are installed should be equipped with digital tachographs till July 1, 2016 Product manager "Integration into tachographs" Isaev Dmitry., SCOUT Group

"Reports are available on new technology of data view (SKD) and can be configured at the discretion of the user without programming. On the basis of the data obtained from the server SCOUT monitoring of objects using maps, with functions of display of the current location and the passable route can be organized", – Evgeny Moiseenko, the chief executive, "IT Solutions" noted.
The SCOUT is integrated with RUS Shtrikh-Takho tachographs
On April 17, 2015 it became known of integration of a system of satellite monitoring of transport SCOUT and the tachograph equipment of SHTRIKH-M company. As a result of the established cooperation products can function as a part of a uniform onboard complex of the vehicle.
Purchase of tachographs, for most the companies - rather burdensome task. In addition, tachographs with a CIPF require monthly unloading of the drivers given from cards, recurring costs of calibration and replacement of the CIPF blocks are necessary.
For minimization of these losses and approach of a product to the consumer the SHTRIKH-M manufacturing company implemented support of the data exchange protocol of ScoutNet in the devices that allowed to transfer information from tachographs to a system SCOUT where it is displayed and analyzed together with data of satellite monitoring.
"Thanks to the fact that data from tachographs are routed live in software SCOUT Platform users of a system can obtain information not only on vehicles, but also on drivers. Along with it, in our software individual and group reports on observance by drivers of work-rest schedules according to the 15th order of Ministry of Transport are implemented. Also using a System SCOUT owners of transport can control technical condition of tachographs. Allows to save time and not break the working schedule of transport remote unloading of the drivers given from cards", - Dmitry Isaev, the product manager "Integration into tachographs" told, SCOUT Group.
Connection of modules of monitoring of SCOUT Group to "RUS STROKE Tahoe" does not require the additional hardware. Each modification of the modules MT-700 (Lite, Std, PRO and PRO 285) connects to the tachograph directly by means of RS-485 interface. Unit-to-unit compatibility is confirmed during tests of the integrated solution passed with the assistance of regional partners of SCOUT Group.
"Integration of our developments is profitable in many the relations. So, owners of vehicle fleets in which tachographs "RUS STROKE Tahoe" are already installed had an opportunity to add them with a reliable monitoring system. Those who use a System SCOUT, but did not install tachographs yet, can be sure of compatibility of our equipment. The same companies in which there is neither that, nor another can receive the complex option solving at once several problems. And of course partners win SHTRIKH-M and SCOUT Group, having additional opportunities for development of the business", - Alexey Polyanskikh, the deputy manager on development of Department of automation of transport of SHTRIKH-M Group noted.
