Olga Sorokina, Insurance House VSK on TAdviser SummIT - about the four main directions of digital transformation

In her speech at TAdviser SummIT 2023, Olga Sorokina, a member of the Board of Directors of the VSK Insurance House, focused on the goals of digital transformation, its effects on business, as well as on transformation management and targeted IT architecture.

The speaker highlighted four key areas of digital transformation in the company, each of which then presented more details:

  • operational efficiency;
  • new income streams;
  • new markets.

In the first direction in the company, the digital transformation was built "from the client." For example, an end-to-end, seamless remote settlement path under CASCO was created, from the purchase of this client service to the settlement. This led to an increase in operational efficiency: the costs of admission and processing of the application were halved.

The main task in terms of improving operational efficiency was to ensure that the entire team, including developers and testers, worked for the financial result. In technological terms, the VSK Insurance House was faced with the task of implementing the automation of business processes not only on its side, but also partially closing the lack of digitalization opportunities on the side of numerous partners (car dealers, banks, retailers, etc.). The biggest effect for business is provided by the third direction of digital transformation - new revenue streams. Olga Sorokina illustrated this with a specific example: the company's specialists have created an API integration platform that already has more than 40 products, more than 200 partners are connected to it.

The main task of digital transformation in this direction is to be present wherever the client achieves his goal, for which he decided to spend money - buying a car, an apartment, Olga Sorokina noted. The key task of this communications platform is to build the most effective channel of interaction with the client, such as where less money will be spent.

Another area of ​ ​ digital transformation - new markets - allowed the insurance company to go beyond the insurance business, namely, to the IT market and the medical services market, Olga Sorokina stated. The transition to a new microservice architecture has formed not only new competencies, but also made it possible to create the Marlin development platform, which High Digital Technologies began to offer on the foreign market, and HR services have transformed into a market platform for loyalty programs - more than a thousand partners are already working with it. In addition, VSK has created a medical company - Digital Clinic.

In terms of managing digital transformation, VSK Insurance House took the SAFe methodology as a basis. At the same time, all IT developments have been transferred to a flexible methodology, and 100% of strategic initiatives are being implemented on it. Within the framework of SAFe, teams are called trains, and such trains are now in 11 - LifeStyle, new insurance models, personnel, etc. The methodology, among other things, makes it possible to see in which systems the queues are critically accumulated, to reduce this load in a timely manner.

In conclusion, Olga Sorokina briefly spoke about the target IT architecture of the company, which includes several dozen different systems, both proprietary and taken from the market. The speaker outlined the key principle when choosing between his own development and the search for a system on the market: if the technology forms a competitive advantage for the company, the solution is developed on its own, if the technology in the market has become generally accepted, the solution is purchased on the market.

Systems based on a microservice architecture, on which half of VSK's business services are already operating, are important. Olga Sorokina stated that the company's digital transformation strategy in 2020 included a move away from monolithic systems towards microservice development, and in this regard, the company's strategy coincided with the tasks that the state subsequently set for business.

In the future, the concept of a digital profile can be expanded by filling the system with information from near-state databases, such as ePTS, GLONASS, etc. This will also simplify the process of resolving insurance claims. In addition, VSK plans to integrate a digital profile into a personal account for legal entities.

Representatives of the insurance community, together with banks, are actively discussing at this time tools that will allow transferring the process of issuing a mortgage completely to the online format. Already at the AFL site, within the framework of this concept, formats of interaction between insurers and banks have been developed.

VSK joined the Digital Bank Guarantees service on the Masterchain platform in 2022, this made it possible to increase transparency in the electronic trading market, reduce operational risks, eliminate the possibility of falsifying a bank guarantee and reduce the process of issuing it from several days to several hours.

An example of the successful interaction between the FinTech association and the financial market is the creation of a single data exchange standard as part of a pilot project for the implementation of the open API VSK with GLONASS to resolve insurance claims for car insurance. Obtaining information about an accident made it possible to significantly simplify the process of registration of an insurance event - insurers do not have access to traffic surveillance cameras, as well as increase the effectiveness of the VSK fight against fraudsters.

A key area of ​ ​ work of the industry community in the FinTech segment is also the digitalization of health insurance. It is necessary to increase the availability of medical care, improve the quality of service for patients, and develop preventive medicine. The main problems of insurers are the lack of online interaction with medical organizations, as well as access to medical data of patients when drawing up an agreement and settling an insured event. All this leads to an increase in tariffs, an increase in the term for concluding an agreement and making an insurance payment, additional costs for patients to conduct examinations to provide documents to the insurance company.

"In 2022, on the basis of the AFL, we did a great job - at the beginning of the year a new track was initiated to digitalize health insurance. The initiative included four main areas - the introduction of a single format of digital documents, a single nomenclature in the segments of compulsory medical insurance, voluntary medical insurance and paid medical services, obtaining access to the patient's medical data, the ability to record with a doctor on voluntary medical insurance through the Public services portal. Already in June 2022, the initiative was included in the passport of the Federal Project "Regulatory Regulation of the Digital Environment," and projects prepared in cooperation with the AFL, Skolkovo and VSK were sent to the Russian Ministry of Health.
