Introduction of mandatory labeling of perfumes and photographic products

On September 23, 2020, the Federal Customs Service (FCS) of Russia announced that from October 1, mandatory labeling for perfume products and photographic goods will be introduced in the country. Innovations relate to the sale of perfumes, toilet water, various cameras (with the exception of movie cameras), flash lights and flash lamps.

As explained in the FCS, from October 1, 2020, the import and circulation of such goods in the country without means of identification is not allowed. According to the head of the customs control service after the release of goods of the Pskov customs Nikolai Novolodsky, customs officers will monitor the movement of goods, check all the necessary information using identification tools, namely the two-dimensional Data Matrix bar code.

Mandatory labeling of perfumes and photographic goods is introduced in the Russian Federation

You can label goods both before they are imported and placed under customs release procedures for domestic consumption or re-import, and in Russia when placing goods under the customs procedure of a customs warehouse.

Identification means are applied to the package or label. Labeling of photographic goods imported into Russia before October 1, 2020 must be carried out no later than December 1, 2020, and for perfume products - until September 30, 2021 inclusive. Moreover, information about the means of identification must be indicated in the declaration for goods in column 31 under number 13. Otherwise, customs officers may refuse to register a declaration for goods, Novolodsky said.

Alexey Mayorov, Chairman of the Federation Council Committee on Agrarian and Food Policy and Environmental Management, noted that mandatory labeling works exclusively to improve the quality of products. At the same time, the parliamentarian believes that such a measure will not affect prices.

SKB Kontur and Vivienne Sabò tested perfume labeling

On April 7, 2020, SKB Kontur announced that, together with the French brand Vivienne Sabò (owner of NTS Gradient LLC), they tested all scenarios for the transfer of electronic ATMs with marking codes between the supplier and the buyer. The test was successful.

Entry into force of the law on digital labeling of perfumes, blouses and tires

On December 1, 2019, a law came into force to expand the list of goods that are subject to mandatory digital labeling in Russia. The labeling of perfumes with QR codes in Russia has not begun

On September 11, 2019, it became known that the pilot project for labeling perfume and toilet water in Russia had not started, although it was supposed to begin back in July.

According to RBC, a member of the board of the Russian Perfume and Cosmetic Association (RPKA; unites Avon, Mary Key, Faberlic, "Reeve Ghosh," etc.) Ilya Dmitriyev at a meeting at the Eurasian Economic Commission (EEC) explained the failure to meet the deadlines by the lack of the necessary software and requirements for working with it. They were to be developed by July 15, 2019 by the operator of the labeling system - the Center for the Development of Advanced Technologies (CRPT).

Perfume labeling with QR codes in Russia has not yet begun

Despite the fact that the start of the labeling test period has not taken place, representatives of the perfume industry are already receiving descriptions and recommendations from the Ministry of Industry and Trade to begin debugging business processes.

According to the deputy general director of the Center for the Development of Promising Technologies Revaz Yusupov, the experiment with labeling "is in the active phase," 160 market participants are already involved in it.

Meanwhile, the Ministry of Industry and Trade denied information about the breakdown of the experiment on labeling perfume and toilet water.

Manufacturers and importers of perfume products have repeatedly opposed the introduction of mandatory labeling of their products. As one of the arguments, they cited the fact that the purpose of labeling is to combat counterfeit and falsification, but their share in the Russian perfume market does not exceed 1%.

In the event of the introduction of labeling, foreign companies supplying perfumes to Russia will be forced to stop deliveries, Dmitriyev warned at a meeting in the EEC. According to RPKA estimates, about 50% of all perfume and toilet water on the Russian market is imported from abroad.[2]
