2022: Putin instructed to create a self-regulatory register of toxic online content

At the end of January 2022, it became known about the president's order Russia Vladimir Putin to consider the possibility of creating a register of toxic online content in the country. The first deputy head of the presidential administration has been appointed responsible for this, the Sergey Kiriyenko order must be fulfilled by June 1, 2022.

Vladimir Putin instructed to create a self-regulatory register of toxic online content

Businessman Igor Ashmanov proposed creating such a register at a meeting between Vladimir Putin and the Human Rights Council (HRC) in December 2021. In his opinion, sites with information that are not legally prohibited, but can have an undesirable impact on young people, could be included in this list.

Categories of "toxic content," according to Ashmanov's plan, could be determined in the process of "open public discussion." The entrepreneur himself suggested classifying information about violence, bestiality, radical feminism, the danger of vaccinations, refusal to give birth to children, and encouraging LGBT people as "toxic content."

The author of the initiative proposed to "block, clean and lower" such content in the ratings, as well as remove it from the platforms. The register must be maintained by an "open community," which will independently classify content as categories during an "open public discussion," Ashmanov said. If the idea is approved, it will be distinguished by the degree of toxicity - from undesirable to prohibited.

The head of the HRC Valery Fadeev said that the initiative of the Presidential Council for the Development of Civil Society and Human Rights to create a self-regulatory register of toxic content on the Internet does not imply the introduction of any legal responsibility.[1]

The state will regulate a turn of information content for children on the Internet

President RFVladimir Putin instructed the government and the Commission of the State Council to consider the issue of state regulation of the circulation of information content for children on the Internet and submit a report by March 1, 2022.

This is stated in the list of instructions following a meeting of the Presidium of the State Council. Consider the issue "of establishing state regulation of the turnover of information products for children, placed in the information and telecommunication network" Internet, "is written in the document.

File:Aquote1.png
Such users often consume content from social networks, and in relation to them, a law on self-control came into force in February 2021, according to which social networks are obliged to independently identify and delete prohibited information. The most effective regulatory measures are those that can be quickly applied and implemented. Especially when it comes to the Internet. The law on self-control of social networks is just such a measure of state regulation of the turnover of information products for children posted on the Internet. Supervisory functions for September 2021 are carried out by Roskomnadzor, - recalled Grigory Skripilev.
File:Aquote2.png

File:Aquote1.png
The circulation of information products for children has been regulated for many years by a special federal law of No. 436-FZ "On the Protection of Children from Information Harmful to Their Health and Development." This law introduced age labeling, established restrictions and prohibitions on the distribution of content in accordance with the age category. The law applies: both media and audiovisual services have long used age markings. Sanctions for violation of this regulation are purely administrative, since they are spelled out primarily for legal entities. Meanwhile, mostly illegal sites violate the law - primarily pirates. I would propose introducing another sanction in the form of restricting access (blocking) of information resources that do not comply with the requirements for age restrictions. I add that the principles of labeling should be harmonized at the international level and "counted" labeling used in other countries - both in the United States, and in the European Union, and in the countries of the Eurasian Economic Union. If the legislators follow the path I have proposed, children will less often come into contact with counterfeit content that is inappropriate for their age, "Aleksey Byrdin is sure.

Control is carried out only by close people who do not always have the opportunity to protect their child from harmful information. It is important to limit not only the time a child spends on social networks, but to block access to dangerous content as much as possible, which is sometimes very difficult to do. State regulation measures should be restrictive at the level of resources providing content and, on the providers communications one hand. On the other hand, it is important to work to ensure that more services with useful and high-quality content appear: to launch and maintain channels that popularize, sport science patriotism and family values, "said Dmitry Laskov. - The main share of content that needs to be regulated falls on social networks, resources with video content messengers and with various information channels. If such regulation appears, this will primarily affect advertizing the budgets of bloggers. There are many bloggers who make a lot of money while producing, if not harmful, then very dubious content. Therefore, I am sure that a correct and balanced policy will help improve the quality of content and reduce the consumption of unnecessary and sometimes dangerous information by our children.

There is an age rating for visual products that de facto does not work on the Internet. Similarly, age control systems for gaming products and entertainment projects on the Internet do not work. In fact, the entire system of age qualification is advisory in Russia. And even at a time when the child had to go to the store and buy a physical medium with a game or film, the age limits did not work. It is very difficult to imagine a system that will allow you to effectively regulate the turnover of information products on the Internet. All content is located on platforms that Russian legislators do not really manage to regulate. Therefore, first of all, it is necessary to build a dialogue with Internet sites, study their opinion and opportunities for regulation. In fact, the process of protecting children from negative content goes without the participation of officials. This is done by the holders of gaming and information platforms. They will introduce technologies that filter chats, prevent children from receiving content that is not appropriate for their age, and involve parents in the content selection process. Yes, there are software solutions for parental control, they are introduced without legislative coercion. And it is unlikely that the emergence of law or additional control by the state will make these decisions better or more massive. State regulation measures should be aimed at encouraging such innovations, stimulating holders of Internet platforms, game developers and other media products to dialogue with organizations that are engaged in child protection. An alternative to such a dialogue can only be the transfer of Chinese experience, which prohibits children from using certain services and spending more than a few hours a day in games. In Russia, introducing such restrictions will be very problematic, - explained Sergei Matusevich.

File:Aquote1.png
Owners of social networks and entertainment portals more strictly moderate content, blocking accounts and information harmful to children, therefore, state regulation of the turnover of information products for children placed in the information and telecommunication network "Internet" can be called the natural result of this work. The reason was the development of the Internet space during a pandemic, when children and adolescents began to engage more often remotely. One of the measures of state regulation may be the use of only state information systems in the education of children and adolescents, - commented Pavel Sigal[2].

The Ministry of Digital Industry has prepared targets in the field of protecting children from prohibited information on the Internet

On August 18, 2021, it became known that Russian government for the first time targets were set in the field of protecting children from prohibited information Internet in and on. television We are talking about information such as profanity, scenes of violence, propaganda drugs , etc.

As Kommersant writes with reference to the draft government decree developed and published by the Ministry of Digital Science of the Russian Federation, the share of persons in respect of whom punishment measures are applied and repeated appeals are sent in case of failure to comply with the requirements for protecting children from illegal content should not exceed 0.13 in 2023, in 2024 - 0.11, by 2025 - 0.09, and in 2026 - 0.07.

The Ministry of Digital Science has determined targets in the field of protecting children from prohibited information on the Internet

These indicators, as reported in the publication of the newspaper, should supplement the government decree adopted at the end of June 2021 on state control over the media distributing content on the Internet, educational organizations, broadcast companies and other persons.

The publication cites data from the website "Judicial Statistics of the Russian Federation," according to which in 2020, under Art. 6.17 of the Administrative Code of the Russian Federation (violation of legislation on the protection of children from illegal information), 339 cases were considered, the share of those punished was 77%, the amount of fines - almost 3.5 million rubles, the activities of one organization suspended.

According to the head, the Institute for Internet Research Karen Ghazaryan, setting targets in the fight against illegal content will be ineffective in any case, since departments will begin to adjust the number of inspections to the plan.

Ekaterina Sokolova, head of the Digital and IT Law practice at Lemchik, Krupsky and Partners, believes that it is possible to reduce the number of violators of the law on protecting children from prohibited information on the Internet only by updating methods and forms of control, improving the quality of explanatory and informational work.[3]

2020: The Interior Ministry has created a group to combat the manipulation of the consciousness of adolescents in social networks

In early September 2020, it became known about the creation in the Ministry of Internal Affairs of a special group designed to identify and suppress attempts to manipulate the consciousness of adolescents using social networks.

As the press service of the department told RIA Novosti, the new group included employees of the Main Directorate of Criminal Investigation (GUUR) and other units of the ministry that deal with the manipulation of the consciousness of minors in social networks. In particular, representatives of the GUUR analyze information on the Internet and identify informal youth associations that conduct illegal activities.

All information received must be checked for signs of unlawful acts. The established addresses are blocked on the basis of court decisions and requirements for administrators of Internet resources due to the destructive nature, the Ministry of Internal Affairs noted.

The Ministry of Internal Affairs created a group to combat the manipulation of the consciousness of adolescents in social networks

One of the main objects of attention of law enforcement officers will be resources promoting the values of the AUE movement, recognized as extremist and banned in Russia.

According to the lawyer and public figure Alexander Khaminsky, ideas that romanticize the criminal component are spreading in closed groups and communities on social networks, extremist directions are also being activated there.

Neither parents, nor educators, nor law enforcement agencies have access to these communities. I only welcome the creation of such a group, "he told FederalPress.

In his opinion, in addition to employees of the Ministry of Internal Affairs, it is necessary to involve civilian specialists - teachers, psychologists, because attackers use neurolinguistic programming and other suggestive methods as elements of influencing adolescents.[4]

Alexey Volin noted several positive trends in the development of the children's segment of the Internet in Russia.

The first trend is an increase in demand for domestic products. So, according to him, the first five of the top 10 in terms of the number of views is represented by Russian cartoons.

On the platforms of popular online Runet cinemas in 2019, animated series were the most popular. The top ten leaders in terms of the number of views included "Masha and the Bear" (299 million views), "Luntik and his friends" (230.69 million views, "Barboskins" (197.8 million views).

Television remains a popular entertainment among young audiences. According to the results of 2019, the Karusel TV channel ranks 3rd among the most popular TV channels among the Russian population aged 4-44 years.

The second trend is the volume of the audience of the children's Runet living outside Russia. At least a third of the audience is made up of people living outside the Russian Federation. This indicates the competitiveness of children's domestic products and in foreign markets, said Alexey Volin.

The third trend is the continuation of the steady growth of the audience of Runet children's resources.

Youtube is the most popular site for watching children's video content. Among popular youtube channels among children, video blogs (vlogs), animation and content related to popular online games prevail. Changes in Youtube's policy for working with children's audiences and children's content are projected to lead to a 60% -70% drop in content producer revenues in 2020.

The fourth trend is a noticeable increase in the number of parents who pay attention to the actions of children on the Internet. According to the deputy head of the Ministry of Telecom and Mass Communications of Russia, this is evidence of an increase in the media literacy of the population.

So, according to a survey conducted as part of the study, 79.1% of parents of young Internet users follow what their children do on the Internet, 20% of parents do not follow the actions of children on the network. 1% found it difficult to answer this question.

2018: The number of visitors to "children's sites" in Russia is 24.5 million people

On February 13, 2019, it became known that the industry report "Children's Runet 2018" was published, designed to form a basic and regular set of metrics for assessing the development of the children's Internet segment in Russia. The report was prepared by the Institute for Internet Research and is published with the support of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, as well as Kaspersky Lab (Kaspersky), the Reasonable Internet Foundation (.DET domain zone) and the Regional Public Center for Internet Technologies (ROCIT). Especially for the Children's Runet 2018 report, project participants - Mediascope, the Brand Analytics information media analysis system and the Public Opinion Foundation - conducted their research in September-December 2018.

The report gives a detailed analysis of the state of the children's segment of the Internet in Russia. For example, according to the study, the number of visitors to "children's sites" in our country is 24.5 million Russians. On platforms, including social networks and video hosting, the number of consumers of children's content is 41 million. However, if we consider the audience not only from Russia, but also from countries of near and far abroad, then on the Runet sites there are about 53 million active consumers of children's content - both children and adults.

The runet not only covers 90 million Russians, more than 70% of the country's population, but also has a huge impact on the entire Russian-speaking space. This applies equally to Russian-language children's content, which is consumed not only by children, but also by adults in the CIS, Baltic states, Germany, Israel, the USA and other countries where the Russian-speaking population lives. In this sense, the children's runet plays a large integration role, ensuring the connection of the younger generation with the Russian language, Russian culture. Support and development of children's content should remain a key direction for the development of the Runet.

The Reasonable Internet Foundation and the domain zone. DETI is the most beloved "brainchild" of the Coordination Center. The creation at one time of a zone free from inappropriate content for children and adolescents has become an important milestone in the formation of a children's Internet in Russia, where parents can let their children go without fear. And we will continue to support this direction of development of the Runet, work to ensure that children's content on the network becomes more and more. Other social projects of the Coordination Center for.RU/.RF domains are also aimed at this, primarily the Positive Content competition, where we choose the best resources for children and help them develop.
