The concept and "road map" of creation of NSUD is approved
On June 3, 2019 the Government of the Russian Federation approved the concept of creation and functioning of the national data management system (NDMS). As noted, creation and functioning of a system will lead to increase in efficiency of acceptance of management decisions on the basis of use of the state information resources for the purpose of improvement of quality and availability to citizens of the public, municipal and commercial services.
The purposes, tasks, the principles and order of creation of NSUD are defined by the concept, the main elements making it and participants are described. Also the actions plan ("road map") of its creation which provides first of all development of the relevant regulatory legal base, working off of mechanisms of quality improvement of management of the state data is approved. Responsible for implementation of the concept and "road map" are defined the Ministry of Telecom and Mass Communications of the Russian Federation, the Ministry of Economic Development of the Russian Federation, together with the interested federal executive authorities and also autonomous nonprofit organization "Russian Government Analytical Centre".
For the purpose of risk minimization of implementation, ensuring further successful functioning and studying of potentialities of NSUD the decision on carrying out an experiment on approbation of basic approaches to creation of NSUD on the data provided by public authorities is made from July 1, 2019 to March 31, 2020.
The Ministry of Telecom and Mass Communications, the Ministry of Economic Development, the Ministry of Finance, the Ministry of Internal Affairs, Rosreestr, Federal Treasury, FTS, the Pension Fund of the Russian Federation, the Russian Government Analytical Centre, Central Election Commission, the Bank of Russia, banks and insurance companies and also the supreme executive bodies of the government of territorial subjects of the federation on a voluntary basis, in particular, will participate in an experiment.

Key part of the problem
According to him, in recent years the state made big investments into development of information systems. The quantity of such systems, an array of the state data, intensity of exchange constantly grow at them. As of the end of May, 2019 more than 80 PB of information are stored in the state information systems, by estimates of the ministry. At the same time, within the next five years doubling of this amount is expected.
For the end of May in the country more than 800 information state resources work. For example, in only one Uniform state real estate register more than 300 million records. Nine years the system of interdepartmental electronic interaction function, in 2018 through this system there passed more than 32 billion transactions. According to the minister, theoretically all this allows to make the decisions based on data, but in practice, unfortunately, not everything is always so iridescent.
| ||The data which are contained in the major state resources often are false, became outdated or are simply low-quality. Access rights to information are regulated by free standing agreements and are not integrated by the general rules. We actually have no reliable information about structure and structure of these data which are available in different departments. All this, according to Noskov, affects quality and efficiency of work with data, so, creates risks for information security, prevents acceptance of reasoned decisions, complicates providing high-quality public services.

And it too, as well as normal oil, can be dirty, the prime minister Dmitry Medvedev added.
According to Noskov, it is necessary to describe, structure these data, to define rules of access to them. Besides, it is necessary to build the system which would allow both the authorities, and business, and each citizen of the country "begin to extract this new oil".

Priority number one Noskov called security. Therefore protection of both the state, and personal data should be provided.
NSUD assumes quality control of data, uniformity of requirements to management of them, single providing the state data for their further repeated reuse. Besides, work with state data will become available to a wide range of users, Noskov noted.
It is necessary to define the key, basic information resources containing data on the major entities: about the person, about real estate, about vehicles, about legal entities.

For example, in the system of traffic police – by the driver's license number, as the taxpayer – on a TIN, for pension accounting – by the Insurance Number of Individual Ledger Account, in many systems – by number of the all-civil passport which changes several times for life. According to its plan, it is necessary to be defined in what information systems or key resources there will be reference data and to provide pro-tying of all other systems with them. For this purpose the Ministry of Telecom and Mass Communications together with Analytical center at the Government, the Ministry of Economic Development and the Ministry of Finance will book audit of information systems of state agencies, will create the plan of their development, will provide their upgrade.
The following task put in the concept: NSUD should define a format of information storage and data, structure and structure of data who stores reference data and who has access to them or to these or those data. All above-mentioned should be implemented within the single NSUD information platform. This information system should become some kind of key to information management.

Except the order about the approval of the concept of NSUD at a meeting of the Government the draft resolution on carrying out an experiment on quality improvement of coherence of the data which are contained in the state information resources was considered. Actually it is some kind of running in on creation of a big national data management system.
Five directions of an experiment

Therefore in 2019 we with involvement of key departments are going to make an experiment in five directions to validate the choice of methodology of management of different data and to test components of this created single platform, - Noskov told|| |
One of the directions of an experiment is a formation of the federal register of voters. In the country there are 85 election commissions of subjects, nearly 2.8 thousand territorial election commissions, more than 92 thousand district police officers of electoral commissions. 108 million voters in the territory of Russia, 2 million more beyond its limits are registered.
A register of voters is maintained by physical transfer of data on machine-readable or even paper carriers from several departments then they come down local government authorities. On transfer and synthesis of data it is taken away to 90 days. It is caused by the narrow level of automation of all process that, of course, considerably increases terms of data-refresh and administrative loading. Automatic collecting of data for the federal register of voters from the available information resources will become result of an experiment.
Other direction of an experiment is a formation of a digital profile of the citizen. It will allow the person to report legally significant information on itself(himself) to state bodies (and even to business – for example, for the purposes of receiving a mortgage loan).
One more direction is an experiment with a Federal information address system, the so-called Federal Information Address System. The addressing information contains in Rosreestr, FTS, partially in Rosstat, Rosavtodor, Ministry of Justice, municipalities. Within this experiment the relevance and unambiguity of address data will be provided.
Within the following direction passports of municipal entities on the basis of the available information resources of Rosstat, Federal Treasury, the CEC and the Ministry of Economic Development will be created. The experiment is going to perform not less than in three pilot regions.
At last, creation of the digital analytical platform for decrease in reporting loading and simplification of process of collecting of statistical data business and the population will become the fifth direction of an experiment. Within the experiment it is going to create a common information space of collecting of statistical reporting of Rosstat and Ministry of Agriculture and to exclude duplication of the collected information.
The first results are going to be received already by the end of 2019, and to complete all experiment till II quarter 2020. Based on Mintsifra's experiment will leave with offers on refining of security requirements of information and as necessary will correct concept regulations on a national data management system.

According to Dmitry Medvedev, completely a system should earn in 2022, and preparatory work needs to be completed until the end of 2019.
| ||It is necessary to prepare legislative solutions, to make a special experiment, to test this infrastructure. Together with the CEC the mechanism of electronic vote will be tested. There are plans to make a similar experiment in September, in the uniform voting day, to estimate efficiency of these tools in order that afterwards to use them, - the prime minister noted.|| |
2018: The first information on creation of NSUD
At the end of November, 2018 it became known of plans of creation in Russia of the national data management system (NDMS) which will include all information on citizens, the companies which is available for the state, goods and objects. The uniform informsreda will integrate hundreds of the state information systems (SIS).
As Kommersant wrote, the first version of the concept developed the Analytical Center (AC) at the government was discussed at a meeting of the working group on a digital state administration of ANO Tsifrovaya economika on November 25, 2018.
It is supposed that data will get to NSUD from GIS, registers and databases. Besides, the interface with data access about operation of material objects, about rendering state services, about the movement of different goods will be created. Business will fill up base given to the obligatory reporting before the state.
For NSUD it will be necessary to write the separate law. That a system worked, developers of the concept suggest to classify data and to legislatively define uniform requirements to their formats, the concept says.
It is supposed to build a system on the basis of the existing infrastructure of the electronic government — the Unified identification and authentication system, the Federal register of state services, the System of interdepartmental electronic interaction, the Single system of the normative reference information. Speakers as consumers of data will be integrated about NSUD and the developed systems of a digital profile of the citizen and the digital analytical platform.
Representatives of autonomous nonprofit organization "Digital Economy" did not solve yet whether business will get paid access to all data from uniform base or to their part. According to them if expenses of the state on a single system are too high, the companies will be able to get access to it for "symbolical contributions", but so far this issue is discussed. Start of NSUD is planned until the end of 2021.
