Instead, tablets will be used, which were previously used during the Micro Census in 2015 and the All-Russian Agricultural Census in 2016. Some scribes are also armed with paper questionnaires. They are needed as a backup option for citizens who want to see a record of answers to questions asked of them.

Special software for conducting a questionnaire will be installed on tablets, which has not yet been developed: Rosstat, together with the Ministry of Digital Development, are completing the formation of a corresponding competitive task. The federal executive body, which is responsible for conducting the census, will ratify the procedure for collecting information about the population in electronic form, and will also develop the form of forms of electronic census forms[8].

Later, Russian President Vladimir Putin signed a law allowing the All-Russian Population Census (GNP) to be conducted via the Internet. To do this, citizens will have to register on the public services portal, fill out an electronic form and send to Rosstat. In addition, census takers, along with a traditional survey, can independently enter data online with the consent and words of citizens. Rosstat will approve the form of electronic census forms, which should not differ from paper. The law also introduces a micro-census of the population (selective statistical observation between all-Russian censuses based on a sample of at least 5% of the population). The next VOP will be held in 2020.

2016: Preparation for the 2020 All-Russian Population Census

In 2015, the UN announced the start of the round of population censuses of 2020 and called on all countries of the world to conduct at least one population census in the period of 2015-2024.

By the decision of the Council of Heads of State of the CIS of September 16, 2016, it was decided to conduct the next population censuses in the CIS member states at a time closest to 2020, preferably from October 2019 to October 2020.

Rosstat began the development of methodological and organizational provisions of the upcoming All-Russian population census, prepared a draft resolution of the Government of the Russian Federation "On the conduct of the All-Russian population census of 2020."

In December 2016, the State Duma of the Russian Federation adopted in first reading the draft Federal Law "On Amending the Federal Law of 25.01.2002 No. 8-FZ" On the All-Russian Population Census "developed by Rosstat. The bill provides for the following innovations:

  • the possibility of using, along with traditional new methods of collecting information about the population - self-filling of the census form by citizens using public information and telecommunication networks, including the Internet;
  • Compulsory micro-census conducted five years after the All-Russian Population Census, covering at least 5% of the Russian population.

The results of the 2015 Rosstat micro census were published in the public domain on the official website of Rosstat http://gks.ru in the form of a report, tabular materials, open data and microdata, to which free access was provided to build user requests.

1939

1926: First census in the Soviet period

In the Soviet period, 7 full-scale All-Union population censuses were conducted - in 1926, 1937, 1939, 1959, 1970, 1979 and 1989.

1897: General Census of the Russian Empire

The first and only General Census of the population of the Russian Empire was carried out as of February 9 (January 28, according to the old style) in 1897. The initiator of its conduct was the outstanding Russian scientist Pyotr Petrovich Semenov (since 1906 - Semenov-Tyan-Shansky).

Prior to this, in Russia, the only type of population registration since the 18th century was population revisions, which took into account only the attributed population for the purpose of taxing the population. After the reform of 1861, when fiscal goals ceased to be the main ones in population accounting, it was necessary to review the organization of population accounting in order to obtain data on the social composition of the population and its occupations.

By this time, scientifically sound rules for conducting population censuses had been developed in the world. In 1853, at the International Statistical Congress in Brussels, the main rules for conducting population censuses were considered, which were then discussed and finalized at subsequent sessions and were finally consolidated at the International Statistical Congress in St. Petersburg in 1872.

The census was conducted on the principle of a one-day census, which was a real revolution compared to the audits that lasted years. During the census, three categories of population were taken into account: cash, permanent and ascribed (development was carried out mainly for the cash population).

The census forms contained the following questions: last name, first name, patronymic; a mark on physical disabilities; gender; age; who is the head of the household and the head of the family; marital status; estate; place of birth; is it spelled out here, and if not here, then where (for persons liable for registration); where he usually lives; mark on absence and on temporary stay; religion; mother tongue; the literacy - whether is able to read where studies, studied or graduated education; occupation - the main and side.

The development of census materials was carried out using electric Gollerite counting and tabulation machines purchased in the United States, but the process of developing and most rational use of these devices new for that time was delayed for a long time. The processing of census materials in 1897 was completed only in 1905. The results of the 1897 General Population Census for the Russian Empire were published in two volumes, the results for provinces and regions - in 119 issues.

According to the results of the General Census of 1897, the population of the Russian Empire amounted to 125.6 million people.

It is recognized that for the XIX century the census of 1897 is the only source of reliable data on the size and composition of the population of Russia.

1874: Establishment of a commission to develop a census method

In 1874, a special commission was created in Russia under the chairmanship of Senator A.K. Gears, which was supposed to develop a way to produce a population census. Only 11 years later, this document, entitled "Regulation on the General Population Census of the Russian Empire," which included the proposals of P.P. Semenov, was approved by the State Council and on June 5, 1895 received the approval of Emperor Nicholas II. His resolution read: "Be therefore," which made it possible to conduct the first General Population Census of the Russian Empire 1897.
