Research of TAdviser: The largest state procurements of products and services of Oracle in Russia in 2016

The total amount of 50 largest state procurements of Oracle (proceeding from the prices according to the results of tenders) in 2016 was about 4.3 billion rubles * that approximately for 26% ** there is more similar result of 2015. At the same time in 2015 the general reduction of prices according to the results of 50 tenders of rating was about 3.3%, in 2016 this indicator was only 2.5%.

If to compare the current results to results of 2014, then it is possible to notice that average decrease then was at the level of 4%, and the total cost of final requests of 50 largest state procurements was nearly 4.6 billion rubles.

Rostelecom became the largest customer of Oracle in 2016. This company organized purchase of solutions and maintenance services of software for 1.8 billion rubles. The three of the largest consumers of Oracle at the end of 2016 also included Sberbank and Transneft. The bank purchased products and services of Oracle more than for 630 million rubles, Transneft and its subsidiaries - approximately for 355 million rubles.

The greatest interest of participants was attracted by the tender of Russian Capital bank for delivery of licenses and technical support services with a total cost of 53.9 million rubles. 6 companies took part in it, and final reduction in cost of the contract exceeded 9%.

The maximum percent of decrease in initial cost of the contract is recorded in the tender of East Siberia-Pacific Ocean Project Management Center. Here the cost of purchase dropped by 36.4% from 9.9 to 6.3 million rubles.

To thicket of others Softline companies (Softline Trade and "Softline Projects") and RDTECH – 16 and 11 times respectively participated in purchases from top-50. The greatest number of victories (6 victories) was won by FORS company. The maximum number of defeats – at Softline (11 losses).

In top-50 purchases only one tender of the state department – the Ministry of Finance of the Russian Federation entered. One more purchase was carried out for the benefit of state structure - the tender of ProtectionInfoTrans for the Ministry of Transport of the Russian Federation. Other tenders belong to state companies.

* Purchases in US dollars were transferred to rubles at an average weighted rate of 2016 - 67.0349 rub for $1. The cost of the agreement (contract) can differ from the price according to the results of the tender.

The rating includes the largest purchases of licenses and/or technical support services of software of Oracle announced in 2016 and posted on the Official site of the Unified information system in the field of purchases. Projects for development of systems based on software were not considered by Oracle. The starting prices of agreements and also the prices according to the results of tenders were analyzed. In the "Price according to the results of the Tender" column the price offered by the winner of an auction or the price according to the results of precontractual negotiations is specified. If these amounts do not reveal, in the table the cost of the contract signed with the winner is specified. The price of the contract can differ from the price offered by the winner of an auction.
