Complaints from Russian IT companies

In mid-February 2023, it became known that Russian IT companies complained about problems with the domestic marketplace Russoft.ru (it is supervised by the Ministry of Digital Industry). In particular, they pointed to:

• exceeding the period allotted for the addition of a product;
• inability to promptly change the information already added to the site (logo, description and/or company name);
• inclusion of the product not in the category to which it belongs, etc.

As an example, RBC cites a case with a domestic developer of Smart Engines document recognition software. According to the general director of Smart Engines Vladimir Arlazarov, the company applied for the publication of an IT solution on the marketplace through the State Public services portal on November 21, 2022. On December 7, the same representative of the marketplace told her that the process of adding a product would take 15-20 working days. Time passed, and on February 11, 2023, after a clarifying request from the company, a representative of the Russoft.ru replied that the decision would be published on the marketplace in late February - early March. At the same time, the company's products are already listed in the register of Russian software.

The head of the analytical center of the company Zecurion Vladimir Ulyanov in mid-February 2023 suggested that recently the filling of the marketplace has been suspended, although no one has officially announced this. In his opinion, the reason for this situation may be technical or organizational difficulties, perhaps a change in the format of the site is being prepared.

The Ministry of Digital Science told the publication that the site received many more applications from IT product developers than was expected at the time of launch. For this reason, pre-moderation and withdrawal of products take longer than was laid at the start. The ministry is aware of this problem and promises to solve it in the near future. The representative of the department said that by mid-February 2023, a personal account is being created that will allow copyright holders to independently add products to the site and, if necessary, adjust information about them.^[1]

On October 19, 2022, the Ministry of Digital Science announced the launch of a marketplace for Russian software.

The portal Russoft.ru contains domestic software products presented on the market and included in the register of Russian software. Copyright holders to place their solutions on the marketplace submit applications for Public services.

Russoft.ru is a convenient platform for interaction developers and customers. ON Now there are more than 1000 solutions on the marketplace.

The product pages describe their main characteristics:

• functionality;
• cost;
• Compatibility with operating systems
• foreign analogues that can replace software.

Convenient navigation allows the customer to choose a product:

• by category: development tools, system software, information security and others;
• by application: education, industry, finance and others.

In the near future, the functionality of the Russoft.ru will expand:

• product ratings will appear;
• you can leave feedback.

In test mode, the marketplace began operating in September. The first users were representatives of specialized associations, development companies and customers of IT solutions. Their comments and suggestions were taken into account when finalizing the site.

As of October 2022, more than 1000 products from almost 600 Russian companies are presented on the marketplace, and their number will constantly grow. This site should become a real tool for promoting software in the Russian, and in the future - in the foreign market. The functionality will be supplemented with ratings and reviews, successful implementation cases, data on the compatibility of software with Russian equipment, "said Maxim Parshin, deputy head of the Russian Ministry of Digital Science.

The marketplace is very important for the Russian industry, as it will allow industries to develop on the basis of sovereign digital solutions. The site will be actively used by both developers and customers of IT solutions, opening access to proven software with complete information about the functionality of the software, its cost, compatibility with operating systems, as well as indicating foreign analogues, - said Alexey Likhachev, General Director of Rosatom State Corporation.

The creation of a marketplace for domestic software is a logical and correct continuation of import substitution work within the framework of the ICC and the CDC, which is being carried out on behalf of Prime Minister Mikhail Mishustin.
