2016: Nizhny Novgorod officials handed out a "memo on information hygiene"

In March 2016, Nizhny Novgorod officials received the so-called "information hygiene memo," which gives recommendations on the use of products and services of foreign Internet companies. The document was prepared on the basis of materials from the apparatus of the plenipotentiary representative of the President of Russia in the Volga region. The portal Koza.press writes about this[1], which had at its disposal one of the copies of the memo.

The document focuses on the fact that all modern computer devices, browsers and social networks collect data about users. Companies receive all the information they need to compile a portrait of a person. First of all, this is allegedly done in order to spy and obtain leverage on a specific user, whose data is transmitted to the American special services.

Everyone is at risk, the authors of the memo are sure: "the scandals with the mail of statesman Hillary Clinton and CIA Director John Brennan show that even high-ranking civil servants and intelligence leaders for different purposes, but almost inevitably establish addresses for themselves in public mail, and then, sooner or later, out of negligence or sophomore, send and store secret or confidential documents there, which is unacceptable."

"In our country, the situation is even more complicated: most of the public Internet services, computer and mobile platforms in our country are American. Russian officials, managers, businessmen use these IT services, especially since they are very convenient, and also create the illusion of protection from "their own," within the country iPhoneAndroid./, Facebook Twitter WhatsApp Viber Chrome Windows 10 almost everyone has an account in,,,, browser, etc. In the risk zone - everything. "

A special place in the memo is given to the topic of credit cards of foreign payment systems: "You need to understand that in addition to taking a percentage from the entire" card "turnover of the country, Visa, Mastercard and other foreign systems also accumulate extremely valuable and sensitive data on all purchases, meetings in restaurants, trips, flights, etc. of our citizens, and with all the data in full name, phone numbers, location of stores and ATMs, etc., - emphasized in it. - For officials of medium and high rank, it is unacceptable to give this data abroad. To correct, in particular, this situation, a federal law on the National Payment System was adopted. Since October 1, 2015, both Mastercard and Visa have been operating through NPS. However, the issue of their access to transaction data is still unclear. "

According to the authors of the memo, you can never make any payments via the Internet and smartphone(client bank), since the data is transmitted in the same way through a smartphone and browser. But, fortunately for officials, there is an alternative: domestic debit cards issued by domestic, banks or cash. Additionally on this item: "In a smartphone, when shopping and important trips, they should always be turned off, and Wi-Fi. Bluetooth GPS

In general, the essence of the document boils down to the fact that now everyone is being monitored for total, and this is done using digital devices, applications, next-generation TVs, bank cards and other products. And the only "salvation" from this can be the use of domestic computers and software products.

And
now about the "hygiene of relations with Western companies in the Nizhny Novgorod region": "Large Western companies are actively engaged in administrative and political activities on the territory of the Russian Federation and the Nizhny Novgorod region to attract users to their services, sell their products, etc., is contained in the memo. - Arrival of Western companies in the region to recruit programmers and engineers both in local development centers and export to the USA and Europe... The result: someone did not return from an internship at all, dozens of students after defending their diploma immediately left for the United States. At the same time, the leadership of the faculties often thoughtlessly contributes to this, believing that it helps its graduates to get a better job. "

Well, until the "bright" moment when Russian IT products will not become ubiquitous, officials are advised to "set tough settings" that prohibit "sending data outside." And, of course, it is necessary to use exclusively domestic antiviruses, mail servers, document management tools and not make any payments on the Web.

Recall that earlier the deputy from the Communist Party of the Russian Federation Vadim Solovyov submitted to the State Duma a bill prohibiting officials from using instant messengers, phones and search engines through which foreign special services can allegedly receive confidential and official information. The other day, the bill was rejected.

And at the end of the charity and social activities: "Western companies launch many charitable projects in order to promote their services and involve state organizations and officials in cooperation in these charitable and public projects." At the same time, the authorities of the regions, universities, schools usually willingly meet halfway, since Western companies have a lot of money, well-developed, ready-made marketing and design solutions, energetic personnel, convincing cultural and ethical justifications for the proposed activities. These are huge multinationals with extensive experience in "seizing territories." All this is harmful and undesirable activity with a fake facade, especially recruiting programmers and working with children and adolescents. Foreign companies should not be helped in this, participate in their initiatives, and cooperate.

It must be understood that almost everything that Google and Facebook can offer on the territory (useful software, lectures, training, conferences, projects, charity) can also be offered by domestic companies like these without unnecessary harmful effects. It is necessary to cooperate with them. "
