Physical technical park Technopark of MIPT

The technopark in the field of high Fiztekhpark technologies in the settlement Northern (North-Eastern Administrative District of Moscow) is created at the Moscow Institute of Physics and Technology (MIPT) within the state program for creation in the Russian Federation of technoparks calculated on 2007-2014.

The main specialization of technopark – ICT. The project is directed to creation of comfortable conditions for emergence and development in the territory of Moscow of the hi-tech companies interested in use of human resources and technologies of MIPT.

Fiztekhpark includes laboratories, business incubators and necessary infrastructure. The total area of technopark is 30,709.90 sq.m. Variable number of storeys: from one to seven floors. The technopark is a part of an innovation and educational cluster "Physics and Technology faculty of XXI". As envisioned by the authorities, in addition to technopark he will also turn on the scientific and exhibition center and the business park.

Financing

In addition to costs from the city budget, the project on creation of Fiztekhpark according to the results of the competition of the Ministry of Telecom and Mass Communications held in 2013 received joint financing from the federal budget within the program of construction of technoparks. The total volume of subsidies in 2013-2014 was 415.8 million rubles. The general necessary amount of financing as of 2014 was estimated at 2.05 billion rubles.

Responsible for the project

Created technopark of state budgetary institution of Moscow"Center of the innovative development" in cooperation with NP Fiztekh-Soyuz. The organizational and financial support to the project of creation of technopark was given to the Ministry of Telecom and Mass Communications of the Russian Federation and by the Government of Moscow. The general coordination of the project was performed by the Moscow Department of Science, Industrial Policy and Entrepreneurship.

Concept of the project of IT technopark

According to the concept Fiztekhpark, its area should be 30 thousand sq.m. Creation of jobs for placement of service companies, a conference room for 600 seats, lecture and educational audiences, the press center, negotiation, the gym, by the dining room and cafe is provided. The project provides creation of zones of a co-working on the second and third floors with a total area of 5,400 sq.m and the premises of a free design organized by the principle of "open space".

Also the technopark assumes creation of the research center in which students, graduate students and research associates of MIPT will work. Scientific developments will become a basis of creation of startups.

Target indicators

According to the bid on receiving a subsidy, Fiztekhpark should reach target measure values of efficiency by 2018:

• 25 resident companies;
• 1300 created jobs;
• 1 billion rubles of revenue of residents;
• not less than 90% of loading of the areas except for common areas and also except for the companies occupying more than 30% of the spaces of technopark everyone;
• not less than 12% of a share of export of products in total sales;
• not less than 55% of budget efficiency: return of federal and regional funds in the form of tax revenues.

Residents

In 2014 it was reported that by 2018 in technopark it is going to create more than 1300 jobs due to placement not less than 25 residents. At that time provisional agreements were signed with 15 enterprises most of which part – the Russian companies. About 60% of useful area of technopark were reserved.

Ministry of Telecom and Mass Communications As of the middle of 2015, potential anchor residents, considering Fiztekhpark for placement, the companies are Parallels, Acronis and NetCracker. It is planned that selection of residents will publicly happen, on a competitive basis, with participation of expert advice. As of May, 2015 this moment selection is not begun, told TAdviser in the Ministry of Telecom and Mass Communications.

History

2016: The State Office of Public Prosecutor is dissatisfied: The technopark opened for Medvedev does not make products

The State Office of Public Prosecutor is dissatisfied with results of implementation of the FTP of creation of technoparks. The technopark at MIPT which the Ministry of Telecom and Mass Communications included in the FTP at the last minute received special criticism of security agency: it still does not make any products. The Ministry of Telecom and Mass Communications assures that at the expense of anchor residents - Acronis and Netcracker - this technopark after all will reach the planned indicators^[1].

The technopark in the field of high Fiztekhpark technologies was dug out in Moscow near the largest and most authoritative technical university of Russia, the participant of the international ratings of universities - NIU MIPT

2015: Completion of construction

On May 26, 2015 announced the Ministry of Telecom and Mass Communications completion of construction of Fiztekhpark. Department noted that it was graduated rapidly: 1 year 2 months instead of 2 years and 6 months allotted by construction standards.

"I hope that the new technopark will contribute to the development of modern information technologies, will create new business solutions" —the Prime Minister Dmitry Medvedev at the opening ceremony of technopark noted.

Fiztekhpark became the last technopark which construction was completed within the state program for creation of technoparks in 2007-2014.

The mayor Moscow Sergey Sobyanin said that the technopark is an anchor object which creation about 600 more thousand sq.m of the technology areas will follow: showrooms, new body of technopark, housing and also complex development of the territory. Sobyanin added that projects on development of transport infrastructure around new technopark are already implemented, new highways are under construction, and of the new Khovrino metro station should make discovery in 2016 the area more well for Muscovites.

2014

January: start of the project

Construction of Fiztekhpark began on January 10, 2014.

"Moscow — the new participant of the program of support of technoparks who acquired the right to a subsidy according to the results of the competition held last year. The capital set for itself the ambitious task — to construct technopark until the end of 2014 when program validity period comes to an end, and regions participating in it are obliged to complete the construction" —the Minister of Communications Nikolai Nikiforov in June, 2014 said concerning construction of technopark.

Nikiforov added that, despite ambition of an assigned task, he is sure that it will be executed in time, and "one of the strongest in Russia of technical colleges will be strengthened by the modern platform for practical lessons, development and commercialization of startups". According to the minister, the developed communications of MIPT with the domestic IT industry which is substantially provided by graduates of this university should promote achievement of this indicator.

September: IT technopark under construction MIPT received the name "Fiztekhpark"

In September, 2014 Rasheed Ismailov, the Deputy Minister of Telecom and Mass Communications, carried out an exit inspection of the course of construction of technopark of MIPT. On survey of an object it was accompanied by representatives of the Moscow Department of Science, Industrial Policy and Entrepreneurship, Center of the innovative development of Moscow, the Ministry of Telecom and Mass Communications and NP Fiztekh-Soyuz and also the Moreton company performing construction.

Participants of the meeting noted that construction of the facility is conducted in high gear: at that time builders started construction of the sixth floor and soon had to start installation of a facade and stained-glass windows of the building. One of the main construction tasks then was called the supply of the thermal and electric networks which need to be laid from the next localities, the settlements of Hlebnikovo and Severny.

As of September, 2014 the operational model of activity of technopark was prepared and works on creation of the concept of its development were conducted. Also for technopark the name – Fiztekhpark, approved by the leaders of the Center of the innovative development and the management "Physics and Technology faculty Union" as the most relevant in terms of the world famous unofficial name of MIPT – Physics and Technology faculty is selected.

December: selection of additional subsidies for construction of Fiztekhpark

In December, 2014 reported to the Ministry of Telecom and Mass Communications that the government approved the draft resolution prepared by their department, the size of a subsidy for creation of Fiztekhpark assuming increase at MIPT from 150 to 265.8 million rubles. This step became possible thanks to redistribution of the saved means of the program in other regions. The general budget of the program at the same time does not increase.

Fiztekhpark's construction began on January 10, 2014 within the federal program "Creation in the Russian Federation of Technoparks in the field of High Technologies" of the Ministry of Telecom and Mass Communications of the Russian Federation and the Government decree of Moscow No. 644-PP of September 30, 2013.
