IBS bypassed Compulink in the fight for a mega-contract with the Federal Tax Service
In August 2016, the structure of the Federal Tax Service of Russia "Tax-Service" summed up the procurement[17] of the software and hardware complex for the Federal Treasury for the reserve data center located in Gorodets in the Nizhny Novgorod Region (RDPC No. 1).
The winner of the bidding was IBS Expertise, which offered to carry out work on the project for 607.7 million rubles with a maximum contract price of 613.8 million rubles. The competition at the auction was made by USP Compulink, which put forward a price of 610.7 million rubles.

The customer does not specify server brand preferences. According to the equipment delivery order, a total of five servers of three different types must be delivered. The cost of the most expensive server is estimated at 190 million rubles apiece in the justification of the contract price.

The site of RDPC No. 1 was opened at the end of 2015. It is part of the network of data centers of the Federal Tax Service, created for joint use by structures of the Ministry of Finance. It follows from the TK for the tender that the main components of the PAK are Oracle equipment and software . It will use products such as Oracle Exata Database Machine X5, Oracle Exata Storage Expansion racks, Oracle Exata Storage Server storage servers, memory bundle, and Oracle switching components.
Delivery completion dates in the second auction, as in the first, are indicated by the end of April. The delivery includes the database machine, storage and software for them, database management software, Infiniband switch, extension module, server and backup software. As in the first case, the main part of the PAC supply consists of Oracle products: Oracle Exata Database Machine X5, Oracle Exata Storage Expansion X5 storage expansion rack, Oracle Exata Storage Server X5 storage server, RAM package and Oracle switching equipment.
AIS "Tax-3," for which the equipment is intended, is an automated system of the Federal Tax Service of a new generation, in which all tax administration data are stored and processed in a single centralized database - the federal repository. "ASK VAT-2" is an automated system for monitoring VAT reimbursement.
2015
Design of the data center in the Volgograd region
In 2015, design and engineering and survey work began to create a reserve data center in the Federal Tax Service in the Volgograd region. The construction of the facility is planned for 2017-2020 years. This data center should become a "cold reserve," providing for the placement of the equivalent of 60-70% of the capacity of the information technology infrastructure of the federal data center.
Opening of the reserve data center in Gorodets, Nizhny Novgorod region
On December 7, 2015, the Federal Tax Service of Russia launched its second data center. It is located in Gorodets (Nizhny Novgorod region). Both facilities were created to provide information and public services to citizens and organizations, to ensure the secure and continuous operation of the infrastructure of the Federal State Information System of the Ministry of Finance of Russia and its subordinate services.

Data centers in Gorodets and Dubna will work simultaneously in mirror mode and administer a full block of data from the Ministry of Finance and subordinate services in order to exclude the possibility of information loss.
Opening of the data center in Dubna
In May 2015, the Federal Tax Service launched a federal data center in Dubna. By the time of opening, investments in data centers amounted to 7.9 billion rubles.
As part of the first stage of the data center, 150 server racks were located in it, and subsequent expansion to 450 racks is provided. The amount of storage in the data center is about 2000 TB with the ability to further increase to tens of petabytes without additional investment in the technological infrastructure. The design electric capacity of the data center is 5 MW, if necessary, this characteristic can be doubled to 10 MW.
To connect the data center, it took the construction of 151 km of optical communication lines. This was provided by Rostelecom. The engineering infrastructure of the data center is designed according to the Uptime Institute Tier III fault tolerance standard. The uninterrupted guaranteed power supply system is built according to the classic scheme - on the basis of static UPS manufactured by AEG and diesel generator units (SDMO). The cooling system of the data center is based on the technology of natural cooling - friculating. The system, developed by the Russian company Ayaks Engineering, is based on a "heat wheel" that provides heat transfer between air coming from the street and what circulates to the data center and is used to cool IT equipment. On the hottest days, freon air conditioners will be additionally included.
For transactional operations, the data center uses the Oracle Exata Database Appliance software and hardware database complex, and for analytics - Terata Active Enterprise Data Warehouse Appliance. The IT infrastructure also uses Flexpod generic modules, which consist of Cisco UCS servers, Cisco Nexus network system, and Netapp FAS storage system.
Data center characteristics in Dubna
The data centre area in Dubna is 7,000 square meters, of which 1,470 square meters are occupied by two machine rooms, designed to install 450 standard server racks with computing, telecommunications, storage and security equipment. The average power consumption of one rack is 5 kW, the total installed capacity is 5 MW.
From the TK on the creation of the computing infrastructure of the federal data center of the Federal Tax Service, which ensures the operation of information and infrastructure systems, it follows that it should be based on Cisco blade servers based on processors with the x86 architecture, and VMware vSphere as a server virtualization platform .
The data center uses an air cooling system based on equipment from the Russian company Ayaks. It includes 6 central air conditioners based on a 640 kW rotary regenerator each and provides heat removal with minimal energy costs.
The automated IT and data center engineering dispatch system is built on the basis of Siemens products and operates independently. ASDU of DPC engineering infrastructure includes more than 3000 sensors of humidity, temperature, leaks.
The design of the data center system is certified according to the Uptime InstituteTier III fault tolerance standard.
Data Center Tasks
The main task of the data center is to accumulate, store and process big data. The federal data warehouse or "single tax file" generated in the data center allows you to compare and analyze any tax data from the whole country. It will take about 8 hours for the system to enter and process information about all transactions of all companies in the country under the general tax regime, according to the calculations of the Federal Tax Service.
The Federal Tax Service expects that the data center will significantly complicate attempts to apply illegal tax evasion schemes.

Functions of the federal data center:
- Support of the SED of the central apparatus (CA) of the Federal Tax Service and provision of information interaction in electronic form with the divisions of the Federal Tax Service and other organizations;
- Formation, storage and technical administration of databases implementing federal information resources, processing of data from these resources according to the requirements of the Federal Tax Service units;
- Bringing information resources generated from data received from external departments to the regional subsystems of AIS "Tax," in terms of their related;

2013: Building a Computing Infrastructure
Contractor Selection
In mid-August 2013 , the Federal Tax Service held an auction to select a contractor for the creation of computing systems and IT infrastructure of the federal data center in Dubna, Moscow Region, and a backup data center in Gorodets, Nizhny Novgorod Region. Its only participant was USP Compulink, which will receive a contract at a maximum initial price of 4.964 billion rubles. In addition to it, two more companies submitted applications for participation, the names of which are not indicated in the protocols, but both of which were not allowed to participate in the auction.

Complaints about the auction in the FAS
In early August 2013, two complaints were received at once by the Federal Antimonopoly Service (FAS) for the tender of the Federal Tax Service for the creation of data centers - from SK Novostroyka based in Krasnoyarsk and the Moscow IT-Sistema company.
The first of them was confused that the tender documentation refers to a possible suspension, reduction and even termination of financing of the contract with the contractor, if funds for the project from the federal budget are not allocated to the Federal Tax Service in full. "SC New Building" notes that this is a violation of the law on the placement of orders, since the latter requires determining in the documentation the timing of the work and the procedure for their payment.
Representatives of the company also believe that it is wrong to combine work on the creation of IT infrastructure for both the Federal Tax Service and the Federal Treasury into one lot . This significantly increases the initial cost of the state contract. It increases its cost and the significant territorial distance from each other of the sites on which the main and reserve data centers should be located, the company believes.
An increase in the initial price of the contract reduces the number of possible bidders, since fewer companies will be able to provide a competitive bid, the complaint says.
IT Systems, in turn, draw the attention of the FAS to the fact that the entire range of work on the project - and the adjustment of its working documentation, and the supply of equipment, and the performance of installation and commissioning work - are different types of activities and can be carried out only with the involvement of co-executors. This condition limits the ability to participate in the tender most companies whose main activity is the creation of software and hardware complexes, believe in "IT Systems."
In addition, a number of the necessary equipment for the supply for the data center are set requirements that meet the products of only certain suppliers, which also entails a limitation in the number of bidders, the company adds. In this regard, SK Novostroyka and IT-Sistema asked antitrust investors to suspend the placement of the order and order him to amend the tender documentation.
About a week after the filing, both complaints were withdrawn.
2012: PSO Kazan builds data centers in Dubna and Gorodets for 4 billion rubles
The preparation of the site for the federal data center in Dubna and the construction work cost the Federal Tax Service about 2 billion rubles. The agency concluded the corresponding contract at the end of 2012 with the Kazan production and construction association based in Tatarstan.
