Biography
Nadtoka Ruslan Vugarovich was born in Vladimir, March 22, 1995.
In 2016 he graduated in Lomonosov Moscow State University the specialties "International Relations," "and State municipal administration," "Political Sciences. Ethnic politics. "
In 2016 and 2018, he became the winner of the Moscow Government Program: he worked in the Department of Regional Security and Anti-Corruption of the city of Moscow, at the Moscow Metro State Unitary Enterprise, and as a curator of grant support in the One Heart charity fund for the implementation of socially significant projects.
From 2018 to 2019 - full-time adviser, head of the department for applied research of end-to-end digital technologies (SCT) of the Project Office for the implementation of the national program "Digital Economy of the Russian Federation" at the Analytical Center under the Government of the Russian Federation, where, together with ANO "Digital Economy" and the Government of the Russian Federation, provided the development of long-term federal projects.
Since December 2019, Nadtoka Ruslan moved to work in the Ministry of Education and Science of Russia as a consultant to the Department of Regulatory Legal Support of Programs and Projects of the Department of Scientific and Technical Programs of the Ministry of Education and Science of Russia, in 2020, he was transferred, by agreement of the Minister of Science and Higher Education, to the position of adviser to the Department of Information Technologies of the Ministry of Education and Science of Russia and was appointed Executive Secretary of the inter-federal collegial body - the "Council for Digital Development and Information Technologies of the Ministry of Education and Science of Russia."
After the restructuring of the Ministry of Education and Science of Russia, Nadtoka Ruslan moved to the Department of Digital Development as head of the digital transformation department of higher education. In the same year, by order of the Minister of Science and Higher Education of the Russian Federation, he was appointed one of the authorized to the Operational Headquarters for monitoring the situation with coronavirus infection in terms of higher education (SARS COVID-2019) and ensuring the transfer of services and specialized organizations to a special mode of operation. He was responsible for reducing the number of cases in the Federal Districts through the university community.
In November 2020, he was appointed head of the Center for Analytical, Organizational and Media Support of Programs and Projects for Digital Transformation of Higher Education at the Institute for Digital Development of Science and Education, created to support the industry at the Peoples' Friendship University of Russia.
In 2021, amid a change in the tasks of digital transformation in the industry, he moved to work at the Information Technical Support Center under the Ministry of Education and Science of Russia as Head of the Digital Transformation Department, and then headed the Institute for Digital Development on the basis of the Moscow Institute of Physics and Technology, where he ensured the development and implementation of measures to support IT companies and educational organizations in new conditions.
After introducing support measures for Nadtok, Ruslan moved to PJSC Rostelecom as project manager for the strategic development of digital transformation in the field of higher education, where he is responsible for EdTech projects and interaction with authorities.

He was awarded letters of thanks and diplomas of executive authorities, public and educational organizations of Russia, Belgium for his contribution to the development of the digital economy in Russia and the strengthening of international relations.
