As part of the import substitution program, Rostelecom will transfer systems and software solutions to servers assembled on the basis of domestic Elbrus processors. At Elbrus-8S, NoSQL Reindexer DBMS, the SM RTK monitoring system, and the video conference system (VKS) created by Rostelkom developers based on the Open Source solution BigBlueButton are already working. Moreover, the company has created a competence center for the development of IT products based on domestic processors Elbrus. Development is underway for the announced, MCST processor "Elbrus-16C" the first batches of which should appear on the Russian market at the beginning of 2022.
At the moment, the supply of engineering samples of servers manufactured by MCST - Elbrus 16C/8C and Baikal Electronics - Baikal S to the centers of competence for Russian equipment in Rostelecom is being discussed, Kirill Menshov shared with TAdviser.
According to Kirill Menshov, Rostelecom is developing its own line of IT products for internal and external tasks based on the company's IT cluster. Most of the operator's solutions, including digital platforms, are created by their own development teams. By November 2021, 85 systems and solutions created by Rostelecom developers were included in the Register of Domestic Software.
Specialized competence centers have been created in the areas of the Postres Pro DBMS and the Red OS operating system. There is a permanent commission for the implementation of import substitution processes, without the approval of which it is impossible to purchase foreign software and equipment. To coordinate, the commission should conduct a full-fledged comparative analysis of a foreign decision with a domestic counterpart.
The operator offers its customers a wide range of products of their own development: ESMP (Enterprise service management), SKIT (control system, inventory, maintenance), a set of systems for data management, PLM (Product life management), OSS/BSS, virtualization systems, a complete set of IP solutions.

Launch of the unit for software development for Russian processors
At the end of May 2021, Rostelecom announced the launch of a division focused on software development for Russian processors.
Rostelecom has created a competence center with development and testing stands based on domestic-made servers. As operating systems, Elbrus has been deployed for conventional solutions and Astra Linux Special Edition for systems that require limited access to processed information. All servers are equipped with a hardware and software module for trusted download, which, complete with a certified FSTEK and FSB operating system, allows you to create solutions for critical information infrastructure objects.
Rostelecom notes that the work of stands is provided by system and applied developers who have experience in implementing projects on Russian platforms. The level of technical equipment and highly qualified personnel allow you to complete a full cycle of software deployment and testing for both Rostelecom and its customers.
The interested company can provide a list of software and testing requirements. A team of Rostelecom IT specialists will install, test and give recommendations for further adapting the software to the domestic technology stack. Specialists of the competence center can also develop new software for the tasks of the company.

2017: Obtaining FSTEC license for "information security monitoring services for means and information systems"
On December 20, 2017, it became known that Rostelecom received a license from the Federal Service for Technical and Export Control of Russia (FSTEC) for a type of activity for the technical protection of confidential information - "services for monitoring the information security of means and information systems."
The license will allow Rostelecom to provide IP services to corporate customers in accordance with the requirements of the legislation on licensing certain types of activities, which entered into force in 2017.
On the basis of the license, Rostelecom can provide the entire range of information security services:

- information security management
- provides real-time (24x7) protection of the client against cyber threats based on the Security Operation Center.
The information security monitoring service of informatization tools and systems will include collecting IB events from various client systems. The data will be sent to Rostelecom SOC via secure communication channels and will be processed both automatically and manually by SOUNDanalysts. Detailed analysis will allow you to obtain complete information about the state of the client network and timely isolate significant threats from the event flow and prevent them.
2013: The Accounts Chamber checks the costs of webcasting the elections
On May 22, 2013 , the Accounts Chamber reported on the results of the audit of Rostelecom's expenses in providing services to provide communication channels for organizing the broadcast of the presidential election on the Internet in March 2012.
For the services rendered to Rostelecom, 12.97 billion rubles were paid from the federal budget, which amounted to 71.5% of the actual costs of the operator to organize a webcast of the elections. This amount is comparable in volume with the costs of Rostelecom for building its infrastructure, amounting to 12.41 billion rubles.
The Accounts Chamber notes that the possibility of video broadcasting from most of the polling stations - more than 46% - was ensured by creating new and increasing the power of existing communication channels. At the same time, the least costly was the method of leasing communication channels from alternative operators, which was used in the performance of work "not actively enough," the agency said.
Rostelecom noted in a conversation with TAdviser that they attracted a large number of partners and subcontractors to participate in this project, primarily where the company did not have its own branch - Ingushetia, Chechnya, Tatarstan, Bashkortostan, the Republic of Tuva, the Chukotka Autonomous Okrug. In these regions, the infrastructure of local telecom operators was used. And in Moscow, for example, the "last miles" to the PEC were organized with the involvement of MGTS resources .
The Accounts Chamber also notes that the cost of Rostelecom's services was formed on the basis of the methodology approved by the company. The algorithm for calculating the base tariff provided for in it has not been approved by the authorized federal bodies and has a number of assumptions that allow Rostelecom to apply various methods and a sequence of calculation actions. According to the agency, this indicates a subjective estimated approach to calculating the cost of services.
"At the same time, the list of cost items attributable to these services is not determined by the methodology, which makes it possible to include them in the cost of services in violation of the principle of functional affiliation," they say in the Accounts Chamber.
