2023: The number of graduates of Russian universities in the profile of "artificial intelligence" is calculated
On June 24, 2024, the Institute for Statistical Research and Knowledge Economics of the Higher School of Economics published data on the number of graduates of Russian universities who completed training in the profile of "artificial intelligence" (AI). As of October 1, 2023, their number amounted to 3.8 thousand people, which is equivalent to 0.7% of the total graduation of bachelors, specialists and masters.
According to ISIEZ, the study was carried out as part of the event "Monitoring the creation and results of the use of artificial intelligence technologies," supported. Ministry of Economic Development Russia The survey covered 1,100 universities and their branches, which revealed the scale and conditions of training in AI technologies.
The main goal of the project is to increase the level of training of personnel in the field of AI, which is implemented through educational programs developed or updated in accordance with the model of competencies in the field of AI. In 2023, the number of students accepted for training in these programs reached 20.7 thousand people, and the total number of students - 42.3 thousand people.
The gap between the number of admissions to the programs and the number of graduates is explained by the fact that enrollment in AI programs has increased only in recent years, and many students have not yet completed their studies. According to experts, a significant increase in the number of graduates in this area is expected in the coming years. In particular, in four years, the graduation of bachelors can reach 8.7 thousand people, and masters - 6 thousand people.
Most students in AI programs study in the fields of engineering, technology and technical sciences - about 70.1%. Mathematical and natural sciences make up 27.3%, the rest of the areas - no more than 2%. This shows that the training of specialists in the field of AI is concentrated in technical and engineering specialties, which contributes to the development of high-tech industries.[1]
2022: Digitalization of Russian prisons for 22.5 billion rubles frozen
On April 1, 2022, it became known about the freezing of the digitalization project for Russian prisons (it involves the large-scale launch of video surveillance systems with face recognition, as well as a number of new digital services), for the implementation of which it was planned to spend 22.5 billion rubles. According to Kommersant, this happened "due to the change of the head of the service at the end of last year."
The publication clarifies that Alexander Kalashnikov was fired from the post of director of the FSIN Service in November 2021, and Deputy Interior Minister General Arkady Gostev was appointed in his place. According to the newspaper in the Ministry of Digital Development, almost 750 million rubles were allocated for conducting a pilot in 15 institutions of the FSIN Service to launch software and hardware systems for the created state information systems, but the FSIN department returned these funds, citing "high risks of projects."
The office of Deputy Prime Minister Dmitry Chernyshenko told the publication that the departments were instructed to change the plans for digital transformation, "based on the priority current tasks under the sanctions, as well as ensure the redistribution of funds to these areas."
According to the source Businessman"" in the market, the authorities will not abandon plans for digitalization, they are sequestered by more than 30%, but the targets will not be reduced. Plans for digitalization also have a problem in personnel: several high-ranking officials have questions about the qualifications of heads of digital transformation of departments.
The second factor is the rise in prices for Chinese counterparts of Western electronics. According to the publication, all this can increase the implementation period of large projects within the framework of digitalization programs.
It was assumed that the implementation of the project will be carried out by JSC OPK (structure of Roselectronics). Roselectronics did not answer questions from newspaper journalists about the current state of the project, noting only that "they are ready to take part in the project in the event of a customer's need."[2]
2021: Choice of the United Instrument-Making Corporation as the sole IT contractor of the Federal Penitentiary FSIN
In early November 2021, it became known that the first stage of digitalization of Russian prisons would cost the budget 22.5 billion rubles. The Federal Penitentiary Service (FSIN) asked the Ministry of Finance of the Russian Federation to approve the United Instrument-Making Corporation (MIC), which is part of Rostec, as its only IT contractor.
According to Kommersant, the FSIN has already received the first tranche of 800 million rubles for digital transformation. It is planned to conclude the contract by November 15, 2021.
It is assumed that a neural network will be deployed in Russian prisons and colonies, which will allow identifying and recognizing the faces of both convicts and guards. The system will identify atypical behavior of prisoners or correctional officers, including fights and beatings. The system records the incident and transmits a signal to the regional office of the FSIN.
The system can also be used to collect statistics on prison occupancy and access control using facial biometrics. Information about incidents is supposed to be stored centrally on a server, which only a small number of employees of the supervisory authority will have access to.
At the first stage of digitalization, it is planned to introduce a system for monitoring and analyzing the work of prisoners, as well as a system that ensures the automation of the reception of citizens' appeals.
Recognizing actions and determining behavior is no longer a new technology: by the movements of a person, you can determine the degree of his aggression and intention, said Leonid Goldenberg, president of Systematics. Technically, the project is easy to implement, he says, except that you need to provide the system with a sufficient number of powerful graphics accelerators when transmitting a large amount of video data[3]
2020
Digital transformation plan for Russian prisons approved
The Presidium of the Government Commission on Digital Development, chaired by Deputy Prime Minister Dmitry Chernyshenko, at the end of December 2020 approved a digital transformation plan for the Federal Penitentiary Service (FSIN),
According to Kommersant, the list of all proposed measures of the project was approved and the issue of reducing potential financing by 25 billion rubles was not raised.
As soon as funds are allocated from the federal budget, the FSIN will determine the contractor by an open tender. I think that there will be many who wish, - said the source of the publication. |
A limited number of IT companies that traditionally cooperate with the public sector can engage in the digitalization of correctional institutions - Lanit, Technoserv, CROC, IBS, Rostec. This was announced by the President of the Association of Data Center Industry Participants (DPC) Igor Dorofeev.
Rostec said it "has broad competencies for conducting events in the field of digital transformation." Other companies did not comment on possible cooperation with the FSIN.
Dmitry Zavalishin, general director of the DZ Systems group, believes that the project is likely to be implemented by several contractors at once. Difficulties may arise with the search for the necessary domestic equipment, but digital transformation could be carried out on the basis of Russian computers "Elbrus."
In some categories, domestic solutions may lag behind in functionality and performance, said Vikharev, director of technology practice at KPMG in Russia and SNGSergey.
According to Mikhail Smirnov, technical director of Computer Vision Systems, the main problem of the project is access to FSIN facilities, taking into account their remoteness and prevalence around the country, so a company with branches and partners throughout Russia should be involved in the project.[4]
The Ministry of Digital Development refused to allocate 25 billion rubles for the digitalization of the FSIN
On November 25, 2020, it became known about the critical recall of the Ministry of Digital Development of the Russian Federation in relation to the digital transformation plan of the Federal Penitentiary Service (FSIN) in the amount of 25 billion rubles.
The program does not comply with the methodological recommendations approved by the presidium of the legal commission. Also, the president's order to transfer mass public services to electronic form has not been taken into account, the press service of the Ministry of Digital Development told Kommersant. |
A Kommersant source close to discussing the FSIN digitalization plan believes that the reason for Ministry of Digital Development 's refusal to agree on the document is the ministry's desire to cut funding.
The digital transformation plan for FSIN was prepared by the state corporation "Rostec," which was supposed to become the only supplier of equipment for the implementation of the program. Experts interviewed by Kommersant admit that this fact could also cause dissatisfaction with the Ministry of Digital Development.
According to Ivan Pokrovsky, executive director of the Association of Russian Developers and Electronics Manufacturers, it would be more correct for the FSIN not to go to the manufacturer or state corporation with a request for digital transformation, but to independently manage this process, select partners and solutions for tasks.
It is necessary first within the department to formalize all processes, understand what and how to improve, prepare a plan and only after that look for a contractor. Of course, it is much easier to come to the state corporation and ask to do everything for you, but then digital transformation can turn into a digital fake, "he explained in a conversation with the newspaper. |
Zelax President Sergei Sukhman considers the idea of appointing a single contractor in such large IT projects as the FSIN successful, however, according to him, it is first necessary to conduct a joint examination by specialized associations, which will prove the inexpediency of using products from other vendors.[5]
FSIN conducts digitalization, for which it asked 25 billion rubles
At the end of September 2020, it became known about large-scale digitalization in the Federal Penitentiary Service (FSIN). It is planned to introduce facial recognition systems, labor control of prisoners, electronic document management and other technologies. For all this, the FSIN expects to receive more than 25 billion rubles from the Digital Economy national program.
As Kommersant writes with reference to the presentation, which representatives of the FSIN Service and the state corporation showed at a meeting with the director of the Department for the Development of Architecture and Coordination of Informatization of the Ministry of Digital Science Vasily Slushkin on September 25, 2020, it is first planned to transfer public services to electronic form. Thus, Rostec intends to develop an IT system for citizens' appeals to the FSIN Service for 791 million rubles. Also, the state corporation wants to engage in the digitalization of the labor of prisoners, which, according to the FSIN as of September 1, there were 493.3 thousand in the country.
The FSIN wants to spend 10.2 billion rubles on video analytics with a facial recognition system in order to control each step of prisoners and employees. Another 4.5 billion rubles will be spent on electronic document management and the creation of "digital profiles of prisoners," 3.2 billion rubles will be directed to the creation of a unified information system of the Federal Penitentiary FSIN. In addition, the service expects to completely switch to Russian software, which will cost the system another 3.2 billion rubles.
With the help of the digitalization program, the FSIN intends to reduce costs by 62.5 billion rubles by 2023 and increase tax deductions from the labor of prisoners from zero to 1.3 billion rubles.
Following the meeting, Ministry of Digital Development proposed to appoint the Ministry of Internal Affairs as the curator of the project, but Rostec is unhappy with this.
The Ministry of Internal Affairs is machine gunners around the perimeter, not digital technologies, - explained the interlocutor of the publication in the state corporation[6] |
Plans for digitalization
In mid-July 2020, it became known about the digital transformation in the Federal Penitentiary Service (FSIN). It is planned to create a state information system (GIS) by Rostec, which is expected to strengthen the protection of prisoners, use their work more efficiently, reduce corruption and "minimize the manipulation of NGOs with information about the conditions of detention of convicts."
The initiators of the project estimated the digitalization of penal systems within the framework of the national program "Digital Economy" at 5.8 billion rubles. A letter to President RFVladimir Putin with a request to allocate these funds was sent by Rostec General Director Sergei Chemezov and FSIN Director Alexander Kalashnikov.
The letter contains a visa with an order to Prime Minister Mikhail Mishustin to consider proposals. Rostec confirmed its intentions to Kommersant and added that they have not yet received a reaction to the letter.
A number of human rights activists and experts interviewed by the publication believe that one of the goals of the centralized digitalization of the FSIN is to prevent leaks of information about torture in the colonies.
FSIN is trying to prevent scandals similar to Yaroslavl. And it solves this in two directions at once: on the one hand, it promises greater openness due to digitalization, on the other, it assures that the problems are not related to the behavior of the employees themselves who beat prisoners, but to NGOs that make such facts public, "said Sergei Smirnov, editor-in-chief of Mediazona. |
By mid-July 2020, Sberbank is cooperating with the FSIN as part of digitalization. Pilot biometric solutions of the bank were launched in several institutions of the department, and a labor adaptation project is being implemented, in which prisoners are engaged in data markup and training of artificial intelligence to recognize handwritten text and images.[7]
