TAdviser Interview: The IT minister of the Rostov region Herman Lopatkin - about the strategy of digitalization and approach to state services
On August 6, 2020 forward translation of an interview with Herman Lopatkin, the minister of information technologies and communications of the Rostov region - the region which takes the third place in Russia on quality of electronic state services in the rating of the Ministry of Economic Development took place. During the conversation the minister answered questions of TAdviser and the audience of digital transformation of the region and its features during the crisis period, on interaction of citizens with the authorities using IT tools and also on import substitution. Questions of TAdviser
As the state administration for the last decades what technologies affected it exchanged
Herman Anatoliyevich, you work more than 20 years in authorities of the Rostov region and about 8 years direct the ministry of information technologies. We tell digitalizations of the state today, and, first of all, it would be desirable to learn your opinion on how public administration for the last decades in terms of internal processes, in terms of interaction with citizens exchanged? How did technologies affect these questions? What changes are most accurately visible to citizens in interaction with the state and public servants in their daily work?
Lopatkin Herman: My opinion, it can be especially personal – revolution in digitalization was not, everything passed in smoothly evolutionary way, at least, on the Don earth. Probably, it after all thanks to the fact that the head of the region, the governor of the region Vasily Yuryevich Golubev demands work within specific programs of development, specific long-term concepts from each head of industry department, and, respectively, then all these documents accumulate in the uniform regional program of social and economic development of the Rostov region. And Vasily Yuryevich before us puts planning horizon in 20 years. From here, when children create development plans, we already watch the best practices which exist in the world today.
If with easy turnover to look back as there took place digital transformation, then, you know, before the action just today, reading questions, to me cast that we had with the sphere of the state order. All, probably, remember big envelopes, super-scissors, night sit-round gathering on candles, a raspaketirovaniye of packets to correct the request. And, respectively, prize and the rest.
And so, we at ourselves in the region developed the electronic platform of quotations. My colleague from Kazan – Yakov Veniaminovich Geller – developed the information system "Electronic auction". And from there transformation of interaction of business and the power in an electronic format began. We with Yakov Veniaminovich awards where Herman Oskarovich Gref handed prize-winning places to our IT developments were conferred. Result today: the electronic notification, electronic documentation to biddings, electronic contracts, protocols and payment orders. And all this is visible how goes.
And if already to speak specifically about the region, for us the most significant project is the electronic document management system constructed in the government. Today it is the most global project which already works for us a certain number of years. In a system more than 17.5 thousand customers function today: all this representatives of authorities, municipalities, subordinated organizations. And in it even our partners – the enterprises organizations of communication, such as Rostelecom, Russian Post, Radio-transmitting television center work. Respectively, we with them resolve all issues in a format of electronic transfer.
If to speak about the number of documents, then in an electronic document management system Case which at us is unrolled in the Rostov region since the beginning of year is fulfilled more than 3 million documents, and more than 600 thousand – in a mobile office of heads.
The word of the governor when in December Vasily Yuryevich at a meeting of the Government told that since January 11, 2014 any paper document table governors bigger is not put became a basis to everything too. The paper document is the copy of the electronic document. Since then at us this work went. Therefore today 17 thousand public and municipal servants, including federal territorial authorities, work with us in this system.
I would like to express special gratitude to Balasanyan Vladimir Eduardovich (the chairman of the board of directors "Electronic Office systems", developer company of EDMS Case is a comment of TAdviser) – the person who listened to all our perspective, heard the governor's wishes as the interface should look as a system should work. One more project which is aimed at interaction with the population is an interactive reception of the governor of the Rostov region. More than 2 thousand requests from the moment of commissioning of this system were accepted by the governor, set the tasks, and inhabitants of the region received the positive solution. It is a unique interesting system too. It is connected both with document flow, and with domestic video service: we till a certain moment had VideoMost, and now TrueConf.
Many say that this same, but in practice I can tell that after all on stability for today the second is more interesting, especially when citizens contact the governor of the Rostov region from any smart devices and ask questions. The main thing that there was an Internet, the microphone, the camera. Vasily Yuryevich instantly offers this question to consideration with heads of municipalities, heads of authorities, puts control, and the inhabitant receives not the formal reply, but the specific solution of a question.
In a year before last one more electronic service – an electronic reception of citizens was started. It is the platform of a feedback which becomes relevant at the beginning of work of command centers of the region today. This interesting work was begun two years ago, and we perfectly realize where action 59-FZ (about an order of consideration of citizens' appeals of the Russian Federation – a comment of TAdviser) and where there is a citizens' appeal through social network. And today already we learned to work with this subject.
As for one more global question of communication with the population, digitalization of state agencies, business, it is directly the portal of public services. We have the solution, it absolutely identically federal. Every year the portal gains the increasing steam, especially in the conditions of a pandemic. We saw that that work which was carried out till 2020 served to us really good service, and citizens did not feel thrown.
Today at us on the portal of state services 90% of the population are registered. And when there was a self-isolation, life did not stop, citizens needed to receive services. The most important, probably, that we worked along with Mintsifra a system with issue of benefits on state services. Practically in few days all services were deployed, and we implemented all this.
We perfectly understand today where to us to go till 2024, and we work in the pilot from Mintsifra on superservices. On the 23rd of them we already perfectly understand and worked for ourselves administrative regulations. Respectively, if the decision on commissioning is made, all of us in the shortest possible time will start it.
How to become the leading region on quality of state services: "counter" of the Rostov region
It would be desirable to return to the rating of the Ministry of Economic Development about which it was told right at the beginning. The Rostov region is in it on 3 positions in the country to quality of electronic state services. With respect thereto it would be desirable to understand what key principles of digitalization of state services. What should the region that services were clear, useful and available to citizens do?
Lopatkin Herman: Probably, the most important is the involvement of the population, inhabitants, receivers of state services in process of formation of content: as it should look and as it is more convenient to inhabitant to receive this service. Basic principle, of course, availability: 24/7 when in convenient time the citizen can register in receiving service, get advice.
If to speak about the number of the received services, then you look: in 2012 when we developed it, there were about 2.2% of the registered inhabitants, and today 90%. Services last year there were 2 million 700 thousand, and already now 3 million services which citizens ordered. This enormous quantity.
Also let's not to forget that else work for us with MFC which in the same volume provide services. Once the number of services was after all more there. And just questions of self-isolation gave the chance to inhabitants to feel quality and convenience of receiving services electronically.
And the fact that we are leaders – it, of course, is pleasant that we were so noticed, paid attention because after all the Rostov region on electorate is included into the five on number. From 4.3 million people of the population of 3.8 million work with services. It is a big indicator.
I can share with colleagues in what our "counter" in achievement of such results. All remember how the 601st decree of the president (about the main directions of improvement of a system of public administration was monitored – a comment of TAdviser) which we all Russia performed. Naturally, there were departures, approbation, checks, sociological polls of the population, a meeting with inhabitants. And then it to us arrived with some terrible outputs that there is no that or it.
We made the decision: where signals already appeared, we left with telecom operators, pronounced with the population where, first, it is convenient to deliver the base station of mobile operator with three servers at once. The second – "As you see what services are relevant for you today?". And the third – "When you would like that you arrived to you and already told?".
When the population defined that they want and are ready, we with telecom operators, the staff of the ministry created distance education there for several days. The rural recreation center brought together people, taught them to connect mobile devices to a cellular network which appeared on a permanent basis there. The second subject – connection and accreditation of the account. And the third – use of the portal of state services. We showed to citizens elementary how at least to pay utility payments through our system.
Respectively, the population tried the hands and saw effect that they should not go 70 kilometers to the nearest authority or to go to the next ATM to crossroads. Such job at us was got.
Thanks for that appreciation. Once again I will repeat that it is work of many thousands collective: all this municipal entities, all authorities. We changed about 200 legal acts during this time regarding simplification of procedures of providing state services.
About priorities of digital transformation of the region
Question, the answer to which it would be desirable to hear from you right at the beginning, first of all: about the digital strategy of the region, about carrying out digital transformation. First, what its purposes and priority projects? And, probably, it is important in terms of experience for other regions: tell, please, about roles who, for what is responsible in the course of digital transformation. What role of your ministry? What role of the government? What role directly authorities which this digital transformation affects first of all? And also – whether business is involved in this work and how?
Lopatkin Herman: Actually, the whole country only at the beginning of a way of digital transformation. We within the 204th decree of the president (about the national purposes and strategic problems of development of the Russian Federation until 2024 – a comment of TAdviser) worked year. We are already happy: we managed to report. The governor of the region enters practice: in January all ministries report for done within last year. Respectively, within this report there is also problem definition on five-year perspective.
This report for all ministers of regions was unique. Vasily Yuryevich set the task, first, to make the report for the last five years is about 30% of our report. And also for previous year is within the beginning of national projects within digital transformation of the country and the region. And the rest was devoted to trends to development: what we will be engaged in the next five years in.
There was a big meeting at which there were about 500 invited industry specialists – operators, Itshniki, the public, our IT council which includes the best enterprises, the most interesting enterprises of the region. There were both questions, and tasks. What for us is priority today? All of us from the electronic state passed into the electronic government, worked with the RIEP systems – regional information, then appeared SIEI. All this began to tighten other spheres, other industries, strategy "The safe city", "The smart city" appeared.
Today the region very densely is engaged in technologies of the smart cities. We understand that rather big tools are already acquired, and in each municipality it has the shades. And, naturally, the digital region becomes the predominating subject. Here we for ourselves see specific niches, than we should be engaged. Of course, end-to-end technologies should appear everywhere, especially it is already commonly accepted practice. And the more so, today in the Rostov region the governor set the task of creation of the center of digital transformation.
Within opening of this center already enough a lot of things are made, including agreements are signed. Recently Herman Oskarovich Gref was on the Don earth, the agreement of the governor Vasily Yuryevich Golubev and the president of Sberbank Herman Oskarovich Gref is signed. In the nearest future signing with Rostelecom company and other global integrators, telecom operators is planned. And all this works for one: we should be modern and the best. And, of course, we do not forget about our population, we always involve our public, inhabitants in the interesting questions timely to hear constructive criticism.
Budgets on digitalization in crisis: "will cut" or not, here in what a question
What resources do you locate in terms of the IT budget, a command, etc.? What dynamics of the budget selected for digitalization? Give, please, digits.
Lopatkin Herman: Always all subjects perceive this question know how … We too always look with slight envy at Moscow, to the Moscow region, to St. Petersburg. There budgets, of course, very good for development of those transformational processes about which we speak.
If to speak about our budgeting, then we as I told, have a regional program "Information Society". Till 2030 we provide financing of 7 billion budgetary funds in this program. If to say about what is really in the budget till 2024, then we have 2.7 billion. It is money which already in the budget is confirmed according to the Information Society program, and for the present about 250 million annually – on the Digital Economy program, on those 5 road maps of regional projects which we implement.
Naturally, there big federal component. And on those projects which are financed by federation, our task set Mintsifra – to be a conductor on specific municipalities, to the specific person, in specific organization where there have to be, first of all, telecommunication technologies, infrastructure projects. If to speak about a command, then 80% of staff of the ministry underwent advanced training according to the "head of digital transformation" program and also all at us are trained in subordinated organization.
Practically all universities which work for us are involved in this process. And I would like to tell all rectors thanks at once. It and the Southern Federal University, especially with the Taganrog campus is a smithy of radiyshchik, the best programmers. We are proud of it. It both Don state technical university, and NPI of M.I. Platov, and, of course, MTUCI.
I cannot but tell the special words of appreciation to Rostov-on-Don college of communication and information science. These are those school students who really become then good Itshnikami, for whom not parents select education from higher educational IT organizations, and they go there consciously because they already have the outlook. And, by the way, they at us practically everything become leaders of business, heads of specific projects. The program of support of initiative youth which was constructed by the governor is tenders, hackathons. It is just that platform which lifts "the Southern IT park", and children there successfully implement the ambitions.
You said that earlier IT budgets were approved. At us the IT curator from one of regions spoke at one of conferences recently too, and he said that at them because of events which were caused by a pandemic because of an economic situation, the IT budget was sequestered nearly for 30%. Whether is and you have some changes in the budget with respect thereto?
Lopatkin Herman: The general tendency to the sequester was, but, probably, we were lucky: at us on purchases and contracting the governor puts accurate terms when we should finish everything. And for all GRBS (the main managers of budgetary funds – a comment of TAdviser) this date – the 1st of April. 100% of the budget should be contracted for all year. When announced volumes of reduction of our allocations, we carried out the lion share of purchases, and generally it was contracted. We had an economy which we with ease took away on these actions which were designated, and, respectively, no problems arose.
But the most important – within digitalization treat us more loyally, and understand all this, including the Ministry of Finance, the Ministry of Economics. Even support of the governor when all begin to be adjusted to the delivered percent is felt, Vasily Yuryevich specifies: whether and we made everything whether we provided everything in projects, whether there will be then problems that to us the federation will announce that the amount of your subsidies will be such, and, respectively, financing should be it. All of us handle these issues with the Ministry of Finance beforehand therefore it turned out that this year it was lucky too.
Officials on "udalenka": the drive from work, not inherent for government employees
The Rostov region in July entered in top-15 Russian regions where revealed most of all infected with a new koronavirusny infection in day. In separate days there was such statistics. What percent of officials of the Rostov region passed to remote work in connection with a pandemic?
Lopatkin Herman: You know, first ourselves received the drive from work remotely that in principle was not peculiar earlier for government employees. About the 15th place, I cannot speak about these indicators today, but, seeing generally media, probably, it is good when we identify potentially infected people when measures are taken. For this purpose also the operational staff headed by the governor of the Rostov region and the regional center of monitoring which round the clock works to this day practically for me behind the back was just created.
Probably, the first words of appreciation, gratitude – to the Ministry of digital development, the minister. Because when to you the task arrives in the evening, and at 10 in the morning everything needs already to be made then, of course, if there is no accurate coordination from the federal center, I think, we would worry for a long time as to us to get out of this situation, where to come what are restrictions, what permissions. Here worked, in my opinion, very harmoniously: there was no it that something "your or my", everything was the general. There was a task as much as possible to secure people, employees.
As for employees, there is a secret requirement that about 30% of staff of each organization, each enterprise, including authorities recommended to bring to "udalenka". We understand that self-isolation and "udalenka" are different things. Self-isolation – it already you "got", for certain there is a positive test result on a virus, and "udalenka" is, on the contrary, a task to bring employees in fighting ten who stand to minimize risk if, God forbid, also the infection indoors gets sick.
Therefore the governor set the task to make so that the head was on site, and, for example, two of his deputies were in different places. I have two deputies therefore I can so to speak. It is natural if there are a head and one deputy, they should be in different places too. Were so cast. And it is good that our children completed courses of SDTO: they already understood how they remotely can monitor all information systems. They were already taught these elements therefore there we did not see problems.
Of course and, there was a discomfort on use of those technologies when anybody did not have them: these are electronic the admission, remote communication in big content. Also I can tell that at us it turned out. Failures were not. If they were, for certain all about it would already hear and learned.
Domestic solutions for video communication with the governor – to citizens, Cisco – to the government
Whether your ICT infrastructure, government and departmental IT systems was ready to ensuring remote work? How considerable completion, retrofitting was demanded by "udalenka"? How the issue of a secure access from the house to IT systems was resolved?
Lopatkin Herman: I will begin with the last. Data protection as all resources of the government of the Rostov region work in the protected corporate network was the most topical issue when all left on "udalenka", of course, and confidential documents, information, personal data require the special address, especially in house conditions of the employee.
Considering that we already have a vast experience of work in an electronic document management system – more than 10 years – of course, it did not make big problems. Connection in house conditions did not make particular problems too. We applied remotely means of cryptoprotection, and our employees in the remote mode told how to connect the home computer how to customize information systems and how further to use. And considering that at us all signed the relevant documents that they will not be engaged in illegal acts when they work in these resources, we had neither failures, nor falling. Everything worked regularly.
Speaking about difficulties: whether yes, it was necessary to us slightly every day in the manual mode with FSB Russia, from FSTEC Russia to receive some recommendations on these or those actions, especially century VIDEOCONFERENCING. Today it turns out that there are no requirements for video conferences as such. We understand that the course towards import substitution was given, and we work. As I spoke, there is an interactive reception of the governor, in it communicate by means of domestic video services.
And the government of the Rostov region applied only one resource before – Polycom. It is a "heavy" video conferencing with secure channels. And the governor of the region, members of the government, heads of municipalities were always present. Yes, there is a restriction up to 120 client places for digital quality. The governor set the urgent task: at once to seat more than 500 people in separate studios. These are 463 heads of settlements, 55 heads of districts of the cities, about 42 authorities, all this federal territorial authorities, deputy corps.
Of course, we were not ready to unroll Polycom on such platform. And in a night children not only that learned, tested, they also taught all users – to whom on the smartphone, a coma on the tablet, a coma on the home computer – to deliver Cisco WebEx video conference. Yes, it too the import solution, but at us both Polycom, and Cisco are unrolled on our servers, and we protect them. Therefore here for us it is more or less quiet.
And regarding the work order is brought by the leader. As all the first time tried this service: someone turned on the microphone, someone did not turn on, someone turned on the camera, someone did not turn on. And when the governor greeted all of them, and in studios somewhere at us two more settlements had awkwardness to talk, one look of Vasily Yuryevich in the camera connected all microphones at once and included all video cameras. Since that moment we since April 30 when restrictions on a kovid were announced, carried out 1250 video conferences where authorities, municipalities, the enterprises, the organizations, the public participate.
You raised the question of import and domestic solutions of a video conferencing now. It for a long time already rose: almost from the very beginning, as the pandemic as all began to pass to remote work was unrolled. And at schools the question that it is necessary to pass to domestic solutions because there were precedents when school students at lessons in Zoom suit prank calls with unseemly content was brought up too. Appeals to use domestic solutions at schools sounded. How do you consider whether there are now Russian products which are capable to replace import, including Cisco and Polycom?
Lopatkin Herman: Of course. Today big abundance of different types of services which can be applied, but if to speak about education, on this line is certain restrictions. First, there children, everything cannot be used.
There was first very problem subject with which we faced directly teachers of schools when they conducted video lessons, and children were able to work in them as we have not the first year remote occupations both with school students, and in specialized secondary institutions, to the highest, and SDTO. What faced: at schools at us the good, qualitative Internet, pays the state, and requirements for it rather high. According to today's requirements the school of 100 Mbps should receive from provider. And what houses? Houses everyone in process of the opportunities, first of all, of economic signs the service agreement of the Internet. 4 Mbps – as a rule, are what on ADSL once was, delivered optics. The population understood not at once that there is a sense at once at least up to 10 Mbps to increase.
It is clear, that on 4 Mbps not to extend video Zoom. It will or collapse or "hang". Here thanks to all our operators-magistralshchikam, thanks to all who perform cable connection. They really helped, lifted speeds to our teachers of schools that at least this component began to work.
There was the second component – not all school students of the house have a computer. Not at all school students parents, unfortunately, permit the smartphone. Here we were helped by volunteers, volunteers and our active business elite Itshnikov. Computers, tablets were assembled and together with the Public Russian front the action was carried out. Practically in the first two weeks all this was handed, adapted by the person in need.
And what specific programs will be adopted by the Ministry of Education as will teach people – here, of course, we with the Ministry of Education try to find golden mean. We perfectly understand that VideoMost and training of school students at a video lesson it are not that quality. There is Zoom, there are others, but the main thing that the school student not just listened and that it also showed what it does. And here, by the way, not each system allows to show work and at once online to estimate to her teacher.
Therefore, really, we are puzzled with colleagues from other subjects that it is better to undertake, and we consult on the Ministry of digital development. I think that by September we will already implement more protected filters on the existing content resources, and we will look further how to help specifically teachers and school students.
Command center region: beginning of a big way
Whether the command center is implemented by the region at you? What its current role and further development plans?
Lopatkin Herman: Today Thursday. And on Monday the governor Vasily Yuryevich Golubev signed the government decree of the Rostov region about the statement of command center with the region. At the first stage the ministry is responsible. Respectively, we now under it selected specific employees. There is a road map with specific points of accomplishment where and as each division should work.
For today the premises where future center will be placed are defined. All communications which should be there are checked today. The equipment necessary for work prepares for purchase. And there two components. At the sent employee of authority of the territorial subject of the Russian Federation and at the employee of regional representative office of ANO Dialog. Here we study today the draft agreement which is, already, possible, this week will be signed, and we will understand with what parameters we come into the Ministry of Finance and we ask from the governor of selection of additional resources. For certain, all this will be too very quickly as until the end of the year we should start already really.
Well, I want to tell at once – terrible for us there is nothing. We already learned to work with Incident Management. We have an interactive reception of the governor, and the population already knows that it is not necessary to write only complaints on paper, it is not necessary to wait only for personal acceptance of the governor. It can be done using video content, using an electronic reception. It is also that platform of a feedback for interaction of the citizen with officials.
The main put idea, philosophy – the citizen should not think today to what authority to direct him the cry from the heart. It throws it in that point which is convenient, available and clear to it. And already our task – using command center to sort all addresses. There has to be an instant reaction, not as in 59-FZ – 30 days. There terms are much more reduced. Our task – to do it in five-day time as state services.
Therefore here still administrative regulations will be rewritten, to change the administrative legal base and, of course, it is necessary training and employees, and all who will work then at a feedback on interaction of command center by the region. Work goes and rather intensively.
Information is in danger: who and as attacks regional IT resources
In February you told that monthly state digital resources of the Rostov region are exposed to tens of thousands of the hacker attacks, is especially frequent from Ukraine and that in the region it is going to create the center of monitoring of the computer attacks. What sort of the attack on regional IT systems do you observe most often? As far as did they become frequent against the background of epidemic? How do plans for creation of the center of monitoring move ahead?
Lopatkin Herman: Thanks, interesting question. If you allow, I will apologize to my colleagues at once. We in September annually hold a regional conference with a big Russian scale. Last time 42 subjects participated. And this year we expected on the 5th, anniversary, it is even more. But in the conditions of restrictions we were forced to keep our colleagues and to postpone our forum "Information Security and Import Substitution" to more favorable time frame. Is a lot of things to share: we made a lot of things since the last forum.
Serious vendors which at us are provided on these actions, they are really interested in development in the region. And it is even elementary if we speak about creation of corporate network of protection, then once we worked with one technology, and today on the same network three technologies of protection are applied at once. And, one was cut down – another rises at once, the second was cut down – the third rises at once. It in many respects allows us to fight against the hacker attacks and unauthorized access to our services, networks and servers.
If to speak about the number of the attacks, then 120 thousand attacks within the agreement which at us works with Federal Security Service are recorded today.
For what period?
Lopatkin Herman: Since the beginning of year till present. All this that falls on our state resources. And, concerning accent, really, most of all it began to be shown negatives from our citizens. Citizens became more often than the house from the same device to work both there, and there. Respectively, penetration through personal accounts, especially through social networks which are especially actively used by malefactors really strains us a little. Here we, besides, interact with security officers, and that center of monitoring of network attacks about which we spoke, for it the first stage is already completed. In September we wanted to report to all on it. Also its building will be farther.
Today at least already 7 authorities work in the pilot mode: those which have the most crucial systems. And there everything goes normally. Therefore on GOSSOPKE we came a little forward, and we have a specific result. If to say what today the most mass attacks, after all they, of course, on telecommunication equipment of telecom operators and DDoS attack on all our resources. Selections of passwords – it remains constantly. Carelessness, carelessness of citizens at authentication and identification: transfer to unknown sources to the third parties the passwords, personal data.
And if to speak about import substitution, I can tell that corporate network of the Rostov region very branched, and on it both switches, and systems, and information products the Russian all only are used. Import there already nothing remained.
Course towards import substitution
Speaking about import substitution in the field of IT what his dynamics in the Rostov region? In what directions do you consider the region import-independent? What directions it is the most difficult to substitute and why?
Lopatkin Herman: So far it is impossible to substitute the MFP, printers, the copy equipment. So far, unfortunately, everything is made not at us. And grief sad that all this is connected through Wi-Fi now. Therefore if we will not learn to protect networks, we will lose much then. Here, really, there is a certain problem.
And if to tell about "iron", here rather large market. I do not want to do someone advertizing. We work with all. And for ourselves we made two decisions. Our resolution of the governor of the Rostov region No. 803 approves plans of step-by-step import substitution: software packages and "iron". Here we say that next year we will substitute only with domestic operating systems 10%. Under it finance is provided. Respectively, all this is worked out.
The center for virus detection is already unrolled at us together with Kaspersky Lab. We signed the centralized contract, and that year we received real economy more than 5 million rubles from this big symbiosis when we are the only administrator, and all authorities are in our system. It is an indicator which allowed us to ask additional assignment for acquisition of other interesting things which are necessary for the governor.

Lopatkin Herman: Natalya, you know, very correct, wise solution – to make a single federal platform and to distribute it to subjects. Otherwise we will generate a zoo again from 85 different systems and when tells us them to integrate into a uniform federal cloud, we will begin to integrate unclear as where. Therefore this very correct, wise solution – to include in the program.
The only thing - as far as I know the latest topical news, is postponed until April of the next year conceptual consideration of this question. But we anyway participate in the pilot, we communicate constantly with ideologists of this project and we give the offers especially as we have something to show, and we have the vision.

Lopatkin Herman: You know, I cannot tell that there was some the most difficult. When the governor of the region offered me this position, I as a matter of fact returned to the native industry later more than decade of work in Ministry of Economics moreover at that time in the most terrible sphere – the state order, control of the state order. Therefore I came back home, and every day for me became a holiday. I began to communicate with the old friends operators, specific projects, perspectives appeared.
And initial formation of a command because the ministry then was in a reforming stage from the Ministry of Communications and infokommunikation in the Ministry of information technologies and communication was difficult, probably. And if communication – there everything was clear to all, then information technologies – it was then too an innovation. Therefore that experience which is today allows us to look with optimism including at digital transformation.
I want to tell that the anchor skeleton of staff of the ministry works at executive positions in other divisions, departments, municipalities today. And they perfectly understand today those who began when all this formed how it will be implemented at themselves in departments.
I cannot tell that for me it is terrible. Terribly - it is to return from a vacation and to understand that someone did not execute something. Probably, so.
The Internet in social organizations
How in Rostov and area the situation with the high-speed Internet in social organizations is?
Lopatkin Herman: You know, we go in the diagram. If to speak about the road map, the first phase at us is completed: 554 SZO are connected by Transtelecom company which became the winner in this project. In previous years the project of elimination of digital inequality at us was executed by Rostelecom company. 394 localities, 32 thousand households had a connectivity to the Internet on optical links.
If to speak about base stations, we when only the governor adopted the concept of development of communication began. We had 1116 localities without steady radiophone transmission. Yesterday we connected one more farm. Today there were 21 such localities. And the most numerous – 503 persons, and the smallest – 6 people.
We perfectly understand that term was set by the governor, we will come with telecom operators there. Especially, the president of the country set the task with 250-500 to lower to 100 (limit of population for getting into the program of connection – a comment of TAdviser). This already big help. And we suggest our partners to work not with lease of channels, and construction of new communication channels.
And to Dona we in many localities constructed by an economic method both objects of cellular communication, and optical fiber construction. It when both municipalities, and farmers, and an entrepreneurship, and the population participate in building of communications of communication.
Also I want to tell that demand in these territories 10 times more than where connections of the last mile on federal projects are implemented. I do not know why. Probably, the involvement of the population is a key subject. And if to look on digitalization, about 80% of all network are digitized. According to the latest data, which I remember, the Rostov region is included into the five on digitalization, on communication quality of each operator separately. We do not forget that we had a FIFA World Cup. This action to us for 10 years allowed to have enormous opportunities, perspectives of further development of an infotelekommunikatsionny component.
Force – in labor union
How in the communications industry of the Rostov region social partnership is implemented? What does it give? Whether there is in your ministry a trade-union organization?
Lopatkin Herman: About the last: yes, is. Is in subordinated organization. All employees and the ministries, and the subveda are included into labor union of operators Russian Federations. We very closely cooperate with Anatoly Georgiyevich Nazeykin (the chairman of Labor union of workers of communication of Russia – a comment of TAdviser). And, you know, this wealth of experience of the person who heads 30 years the trade-union organization, in many respects gives us comfortable work with employees, first of all, probably, Russian Post. These are employees who receive the smaller salary today, and they are less protected socially, than employees of other telecom operators.
We have the leader of labor union – Alexey Ivanovich Mashkin. I would like to tell thanks. We hold many events public. We have an Avenue of operators which was put by operators, employees. Annually we bring order there, we paint benches, we cut lawns, did asphalt once, the system of watering. We have a monument to operators which was also done by operators of the trade-union organization.
But, probably, not this main thing. The main thing – that using the trade-union organization we manage to inform of policy of the country correctly. Our employees are deep professionals, patriots of the case. They believe that tomorrow it will be better. This most important. We have no strikes, absence from work today, there are no untimely salary payments. At us all employees go on leave in time. I speak about 30 thousand of those who work in the industry.
There is a social support, the help to having many children, needy citizens. The labor union helps, and we, respectively, too support where we have such opportunities. For example, with camps when children leave on improvement. At the heart of they are two main documents. The first – tripartite the agreement which is signed with labor unions of the Rostov region, the governor of the Rostov region and employers. And our industry agreement on what purposes and tasks face us. Moreover, we have elections of the chairman of the trade-union organizations and our cells take place always publicly and in large quantities. So it is not some small party.
Many consider that the labor union is a certain structure which somewhere does something. Actually, we have the correct relation: that it is not just labor union, and the union of professionals. To us always is what to talk there about.
About liquidation of "dead bands" of mobile communication and perspectives of a 5G
The following question from a chat. Whether tell, please, the complete covering of the territory of the area is planned by mobile communication as on area there are a lot of places where there is no communication at all? And whether implementation of 5G networks in the territory of the Rostov region is planned?
Lopatkin Herman: Let's begin with a 5G. We at ourselves tested a 5G, and it was at the time of holding the championship. Let's begin with the fact that else there is no legal regulyatoriki of application. There is one of operators who acquired the right and when he begins to implement, we will fight that we were in pilot territories too. As if today we speak about digital transformation, about Internet of Things, then at least on one Wi-Fi or 3G we far will not leave. And for LTE instead of one base station on the same square they need to be delivered at least 5 that they worked.
As for a covering of all territory of the Rostov region. We had a main objective when we from 1116 not provided telephone connection localities reached 21, at least one operator should appear with 2G and 3G. For today we already agreed that he comes from LTE at once. LTE at us are covered all regional centers, all large localities, but it is necessary to understand that distribution of a signal of LTE after all is limited to both a relief, and remoteness.
And if to speak about "M-4" (the highway M-4 "Don" is a comment of TAdviser), especially to all who travel through the Rostov region then, maybe, I will make easy public relations of MTS company: practically LTE works for 80% of Krasnodar to Voronezh. I go a minimum of times a month from Krasnodar to Voronezh and really well works. Following how I understand, will be MegaFon company.
If to speak about roads of regional value, we together with Department on emergencies and Avtodor defined for ourselves those places where there are, first, surveillance cameras behind a situation on roads. I do not speak about cameras traffic regulations, I speak about cameras which watch meteorology, see frosting, a rain, etc. to warn. And also vesogabarit. There really now we try to involve at once several operators, that they yakorno worked.
Also there is a problem, probably, as at all, we do not hide it – work with power engineering specialists. There is a solution that power engineering specialists should install non-paid there electrical equipment, but when in the next 10 km there is no locality, and we in terms of security of roads see that there has to be a point of communications, it is natural, we sit down at the negotiating table and we find compromise solutions. MTS had only not connected to the electric power 6 base stations throughout more than 500 km. You represent what work is already made. Therefore, here thanks to our power engineering specialists – IDGC of the South and Donenergo. Children are good fellows, they try, work for result.
All points which without communication – we know about them Roskomnadzor conducts monitoring. Moreover, and the crowdfunding project where ourselves go works and we watch what of operators works what is not present. There are questions paramount which need to be closed already today, and there are those which can undergo till tomorrow. Therefore for the purpose of we anyway state everything in the program, and we perfectly see which of operators will appear in a specific point and in what time what we inform the population on.
Where does my bus go?
Herman Anatoliyevich, whether creation of the online map of public transport where citizens in real time could see location of buses, minibuses, etc. is planned? Such applications and cards already are in a number of the Russian cities, including in Moscow.
Lopatkin Herman: You know, we, probably, even implemented about five years ago at ourselves electronic stops, turned on at ourselves the UEK card. There was such universal Sberbank Card if you remember. We it turned on on cashless payment and through mobile application, and our regional GIS including all objects of social value. Moreover, on our GIS there is under each telecom operator an arrangement of its communications. Today we try to obtain that in this model there were certainly all communications that they were put. It in many respects will simplify allowing procedures when implementing the Agglomeration Rostov project.
Of course, work very serious, laborious: everything needs to be passed legs personally, to check everything because from an office to put geodata and to provide then the adequate picture it will not turn out.
We have also an operator who is engaged in GLONASS, we tried also its forces. But agreed more that today it is more convenient to us to work with "Yandex" – they have more flexible platform. We with them have an agreement which was also signed by the governor of the region. Also there is a non-paid exchange of content. We share those data with GIS which we have with "Yandex" and are interesting to them, and they, respectively, send us information. If it is necessary to look really today where the bus, it can be done in mobile application of "Yandex" without problems.
We have cities within "the digital city", "the electronic city" which have also stops with a board, and in the application it is possible to see when the bus approaches. If a frost, a rain – please, be in cafeteria, sit at a cup of tea, leave. But there is a serious constraining procedure: we have only 12 cities. All others – municipal districts, and that, as for logistics and long-distance transportations on internal runs, we perfectly understand that that rolling stock which is used there, it cannot be subjected to that monitoring at once. These are the small companies which should incur very serious expenses.
If to speak about vehicles which were purchased for budgetary funds – ambulance, school buses, vehicles of officials, firefighters, services of rescue – all of them in GIS and we perfectly see where they are who is driving, what status of the driver. So as any other object. It is simple to eat static objects, and there are dynamic. Even there are small size vessels.
GIS of the Rostov region: "We will not compete with cartographic services of "Yandex" and others"

Lopatkin Herman: Here I want to praise a few children too – and ideologists, and those who work on filling today. Our GIS took a prize according to Rosreestr as the best system of the Russian regional experience. We kept GIS only in the closed segment for use by heads of authorities, municipalities for acceptance of management decisions until recently. And last year we unrolled it on domestic GIS in commercial operation and opened access to the population.
Of course, we will not compete with cartographic services of "Yandex" and others. It is not necessary to us. But the population accurately understands that in those commercial resources there are no socially important objects where they are as in them to register. And at us all this is connected up to that it is possible to communicate via the portal of state services and to register in acceptance, and even to call the taxi. We have arrangements on a binding to service of the taxi via GIS of the Rostov region. Filling is conducted every day. Specially trained people work in municipalities. They have specific plans weekly, monthly. Monthly we hold video meetings where we discuss innovations which were seen and we do.
Yes, we want to implement artificial intelligence there today, we pass to a blockchain, we are engaged in diversity of all this information. Scatter such data – it should be done because it is dangerous to store so serious resource in one data center, and we perfectly understand it. We want to make all this quickly, and so far it turns out that what we declared, we execute.
Monument to operators. From where money?
Herman Anatoliyevich, you mentioned creation of a monument to operators of Don and the avenue in one of answers to questions. From one of the audience the detailed question of it came. "Are read that under your beginning in Rostov-on-Don about 7-8 years ago in the central park the Avenue of operators of Don was put. Hundreds of oaks are planted, several tens of benches, ballot boxes for garbage are set, Wi-Fi works. Besides, you managed to set beautiful sculptural composition in the center of Rostov to operators of Don, monuments to A.S. Popov and military operators. From where do you take funds for it, and who implements all this"?
Lopatkin Herman: 265 oaks, benches – nearly 50. From where money comes: it donations of our citizens, operators. Because the chairman of the trade-union movement at us offered in due time the idea to implement using the population. Budget kopeks – zero. We spent all days off on improvement of the territory with house stock there and day and night. If to make a photo collage that there was 7 years ago and that now is the sky and the earth when there was no asphalt, nothing, and today mummies with carriages sit there. And, really, there free Wi-Fi is a big indicator.
The most important that at us for all this time only one bench was broken-down. Unfortunately, the alcoholic young by the machine came around, broke the machine expensive. The anti-vandal bench appeared just with broken-down pieces of wood, and here the machine was left without wings and bumpers. The young man punished himself.
As for sculptural composition, the first – the design project was done by students. Now I will even show. It is not just a monument, it is sculptural composition (shows the reduced copy – a comment of TAdviser). It represents the satellite, here a lightning – telecommunication, here – all types of communication, a carrier pigeon on the globe, and on this platform all project participants by name.
More than 7 thousand not indifferent inhabitants of Don gave who 50 rubles who is more. Entrepreneurs allocated funds in the fund created under patronage of the trade-union movement, and the mayor at that time offered us really in the center the travel, interesting place from the old airport, Sholokhov Avenue, 14th Line. Before it was ordinary-looking: whether the market, whether is not present, whether a warehouse, whether the city.
At that time the mayor told: "I give you 2 weeks for decision-making and 3 months for project implementation". And we opened him on September 9, just we have anniversary of the first call of the head of the city, anniversary of postal service. We dated for it. But the main thing that on September 9 near this monument we already made five dedications in students. And we too already several times handed the governor's signs "The Best Operator of Don" there. Perhaps, this year in September if nothing terrible appears suddenly, we will make it once again. Our governor signs 26 more ranks "The Best Operator of Don". It is, by the way, too a merit of initiative youth of labor union.
I cannot tell the amounts of financing, the trade-union movement itself can call. Therefore once again I will repeat: budget money – zero. In one project which we did there is no budget money.
About perspectives of creation of regional DPC "Rostov Arena"
We were already quite indecently beaten out from the planned time, but as the conversation goes very interestingly, I will ask two more last questions. A question concerning RDPC "Rostov Arena". Whether there are motions and whether it is possible to expect transfer of a part of information systems of authorities to this DPC?
Lopatkin Herman: Two big TCR of the room (telecommunication room, telecommunications rooms are a comment of TAdviser) were created for holding the championship. One of them works in a half of the square at needs of stadium as the stadium works today. All others are ready to place the third-party equipment. We got previously approval of the governor of the region. With the arena we worked a possibility of use of one of TCR of rooms for duplication there of our data center which is placed here, with us in the building.
Plus is reserved the second component – TCR the room for authorities which sit on a hosting at someone from providers today. Respectively, as soon as we will receive the final decision of budget financing … At least, to us it was approved by the Ministry of Finance – 147 million this year, but because of imposition of restrictions on a coronavirus we did not begin to insist on 147 though the governor of the region asked a question: "And what you stopped process"? Told with new projects so far to wait, we will wait.
Therefore there is nothing terrible. Server capacities which work for us for us, authorities, they sufficient that showed even video content where we lifted 500 people on one video session at once. Everything passed regularly.
As for telecom operators, at us now Tele2 completes the modular center here, within Rostov. The MTS company approaches a home straight of construction of data center, Rostelecom considers the possibility of construction in Rostov-on-Don of the data center. And besides, we do not forget that we in the area have large enterprises, such as plant of G.M. Beriyev which builds amphibians, Rostselmash, Rostvertol, NEVZ.
It the enterprises which work only in a digital format today. And they have enough capacities too. Therefore, being engaged, at least, in reservation, communication, support of each other … We do not see any problems here. But, of course, we would like that we were included in the federal project of data centers too. So far, unfortunately, in a priority other regions. But it is objectively necessary because they have very big shoulder in order that they received the qualitative high-speed Internet. Of course, data centers are necessary there closer that they could provide them.
German Gref's proposal: take or not take
And last question. Recently German Gref announced readiness free of charge to distribute to schools of a media prefix in regions, the turning TVs in computers for distance learning. How interesting to you such offer?
Lopatkin Herman: Everything, as for youth, especially training and education, superfluous will never be. I do not think that at someone the principle of a nakhlebnichestvo will join. At us already now as I spoke when we passed to remote education, volunteers and the All-Russia People's Front with our entrepreneurial community, at least, I addressed all, the equipment which excessive, is used for transfer to children that they qualitatively studied lessons.
The MegaFon company transferred about 2 thousand phones to the needing children. We did lists with the Ministry of Education, with Ministry of Labor. Selectively they were transmitted through municipal departments of education. And the action with veterans is our sacred task. Even if at them is, it is necessary to go, ask whether arranges, whether correctly works.
Therefore what Herman Oskarovich told … By the way, at a meeting which was in Rostov-on-Don quite recently where the governor with Herman Oskarovich signed the agreement the whole protocol of instructions where except specific steps there are a lot of project solutions aimed at study until the end of the year was born.
