Prime Minister Mikhail Mishustin signed a decree on the creation of the Coordination Council for the Development of Digital Identification and Authentication Technologies based on biometric personal data. The corresponding document was published on December 1, 2023.

Minister of Digital Development, Communications and Mass Media of the Russian Federation Maksut Shadayev has been appointed Chairman of the Council, and First Deputy Governor of the Bank of Russia Olga Skorobogatova has been appointed its Deputy Chairman. The council also included:
