2022: Digital Transformation Outcomes
Director of the Department of Information Technologies and Digital Development of the Khanty-Mansiysk Autonomous Okrug - Ugra Pavel Tsiporin at the end of March 2023 spoke about some of the results of the digitalization of the region for 2022. According to him, for two years, the Khanty-Mansi Autonomous Okrug has been among the leaders in the rating of digital transformation of the subjects of the Russian Federation, which is conducted by the Ministry of Digital Development of the Russian Federation.
According to Tsiporin, in 2022, residents of the Khanty-Mansi Autonomous Okrug sent about 12.9 million applications through the Public services. Some of the regional services in Ugra are provided as part of a project to translate mass socially significant services into electronic form - in accordance with the federal plan. The district approved a list of 86 regional services. Now they are provided on an updated version of the portal form developed Ministry of Digital Development Russia. Pavel Tsiporin said that training in the basics of digital transformation is organized for all residents of the district, since they are active consumers of the created electronic services and services. In the field of social protection of the population in the Khanty-Mansi Autonomous Okrug, information systems have been in effect since 2006 - then an automated information processing system (ACOI) was created. 2020
Appointing those responsible for the region's digital transformation
On November 20, 2020, the Department of Information Technologies of Ugra reported that the governor of Ugra identified the "digital leaders" of the region - representatives of the authorities responsible for the digital transformation of the district (Chief Digital Transformation Officer, CDTO).
In the regional government, Deputy Governor of Ugra Alexei Zabozlaev has been appointed coordinator of interdepartmental interaction of authorities in this area. In addition to representatives of regional authorities, CDTO appointed heads of municipalities of the region.
Within a month, a regional model of competencies of "digital leaders" will be developed, on the basis of which their professional and personal competencies will be assessed. The next stage will be the training of "digital leaders" in additional professional programs in the field of digital development and digital culture in public administration.
By the end of the year, the Department of Information Technologies of Ugra will form a plan for the digital transformation of public administration in the Autonomous Okrug. This roadmap will be based on industry CDTO proposals on priorities that have a practical positive effect for citizens and organizations.
