Khanty-Mansiysk Autonomous Okrug - Ugra - a subject of the Russian Federation, is part of the Ural Federal District. It covers an area of 534.8 thousand km ².
The administrative center is the city of Khanty-Mansiysk.
It borders: with the Yamalo-Nenets Autonomous Okrug, Krasnoyarsk Territory, the south of the Tyumen Region, Tomsk, Sverdlovsk Regions and the Komi Republic.

2021: The state debt of the Khanty-Mansi Autonomous Okrug decreased 1.5 times over the year to 7.3 billion rubles
The state debt of the Khanty-Mansiysk Autonomous Okrug (Khanty-Mansi Autonomous Okrug) at the end of 2021 amounted to 7.3 billion rubles, which is 3.9 billion rubles less than a year earlier. This was reported to TASS by the Department of Finance of Ugra.
They noted that the national debt of the region is fully represented by government bonds. It does not need restructuring, since the government of Ugra does not have debt obligations to the budget of the Russian Federation.
According to Vera Dyudina, Director of the Finance Department, Deputy Governor of Ugra, in accordance with the law on the budget of Ugra for 2022 and for the planning period 2023 and 2024, it is planned to attract the following loans:
- in 2022 - in the amount of 20 billion rubles;
- in 2023 - 19 billion rubles;
- in 2024 - 15 billion rubles.
At the same time, the regional authorities intend to repay part of the debt on loans:
- in 2022 - 10 billion rubles;
- in 2023 - 8 billion rubles;
- in 2024 - 10 billion rubles.
In turn, it is planned to issue government bonds:
- in 2022 - in the amount of 16 billion rubles;
- in 2023 - 20 billion rubles;
- in 2024 - 10 billion rubles.
In addition, it is planned to repay debt obligations on securities: in 2022 - 3.9 billion rubles, in 2023 - 2.7 billion rubles, in 2024 - 0.7 billion rubles.[1]
In April 2021, the authorities of the Khanty-Mansi Autonomous Okrug announced the release of government bonds worth 20.1 billion rubles. The bonds were planned to be placed by open subscription, the nominal value of one bond was set at 1 thousand rubles. The term of circulation of bonds was established in the decision on the issue and had to be from five to 10 years.
After the issue of bonds, the upper limit of the state domestic debt of the Khanty-Mansiysk Autonomous Okrug as of January 1, 2022 was supposed to amount to 31.3 billion rubles. The amount of expenses for servicing the public debt of the Khanty-Mansi Autonomous Okrug was estimated at almost 3.3 billion rubles.

2023: 3.2%% reduction in oil production to 216 million tonnes
Industrial enterprises of the Khanty-Mansiysk Autonomous Okrug - Ugra recorded a 3.2% reduction in oil production following the results of production activities in 2023, which amounted to 216 million tons of hydrocarbon raw materials. The Khanty-Mansi Autonomous Okrug maintains the position of the strategic oil-producing center of Russia, providing 41% of total hydrocarbon production. Revenues from the oil sector form more than 70% of the territory's budget revenues.
The mineral resource base of the region includes 421 explored oil fields. The accumulated volume of extracted hydrocarbons since the beginning of industrial operation in 1964 reached 12.7 billion tons as of January 2024.
Against the background of a general decline in production indicators, intensification of exploratory drilling is observed. The length of production wells increased by 2%, reaching 18.9 million meters. The number of commissioned production facilities increased by 4%, amounting to 4,567 units.
The production dynamics of the territory is characterized by cycling. The period of growth in 2022, when production increased by 3.4% to 223.1 million tons, was replaced by a decline in indicators in the next twelve months.
The expansion of the drilling program and the launch of additional production facilities are aimed at compensating for the natural depletion of the existing field stock. The territory implements comprehensive measures for the development of promising areas and the introduction of innovative methods of oil recovery.
Modernization of the production infrastructure remains an important factor in the development of the Ugra oil production complex. Improvement of technological processes and optimization of development methods help to increase the oil recovery factor in the fields under operation.[2]

Investments
2016: Fixed asset investment growth by 2% to RUB 825 bn
Investments in fixed assets increased by 2% and amounted to 825 billion rubles. Thus, per capita of Ugra accounts for five times more investments than the average in Russia.
Financial obligations to the state decreased to 0.5% of the domestic regional product.
In total, 166 projects were invested in 2016, and this is 480 billion rubles. The largest of them were: high-tech wood processing and modernization of the poultry complex. The plant of reinforced concrete structures is being prepared for commissioning. A good fundamental increase is provided by the fuel and energy complex, both on average and in small businesses. The result of eight business missions was the conclusion of 23 agreements with Western partners.

2016: Unemployment just 0.57%
The atmosphere favorable for investment created in the district helps to solve issues of employment of the population. The county has the lowest unemployment rate. According to this indicator, the Khanty-Mansi Autonomous Okrug is at the same level as countries such as Norway, Sweden, Germany - only 0.57%.
