In Russia, one of the highest indicators of digitalization of the public sector and the availability of electronic services for the population. Many GIS have been implemented in the country, and serious funding is allocated for their support and development. The public sector is one of the growth points of the Russian IT industry: departments and state corporations remain key customers of various IT systems and services despite sanctions and budget cuts. What kind of projects are now being implemented by government agencies at the federal and regional levels - we will tell in a new review.

Largest IT suppliers in the Russian public sector

54 IT companies took part in the ranking on revenue from IT projects in the public sector, prepared according to data for 2023. The leader was ICS Holding with revenue of 28.6 billion rubles, the second line at Softline (13.2 billion rubles, + 31.9%), the third - at Sitronics Group (11.9 billion rubles, + 51.7%).

The total revenue of all participants in the rating exceeded 118 billion rubles.

2 Priorities and Critical Regional Digitalization Projects

Regions have been developing IT services and digital services for a long time and actively. The use of AI technologies in various areas is expanding, including to provide feedback from authorities with residents of the regions, control the quality of work and ensure public safety. The plans that have been formed in the constituent entities of the Russian Federation and correlate with the tasks of the federal program "Data Economics" indicate that these processes will continue in the near future, and the results of activities will help not only optimize and make more effective public administration processes, but also improve the quality of life of people.

3 Projects of IT companies in the public sector

Leading IT companies of the country are actively involved in the digital transformation of the public administration system and in the implementation of digital services. Their opinion allows them to more voluminously imagine the processes of digitalization taking place in the country.

The vendor's view on the processes of digitalization of the public sector helps to understand what often remains beyond the reporting of government bodies and regulatory directives. In particular, implementers of security systems and EDMS/ECM, unlike their colleagues involved in infrastructure software, rarely refer to environmental factors (personnel, finances) and much more often to a shortage of high-quality application software, including operating systems and long-term data storage systems .

4 AI in the public sector: Promising scenarios and a plan for starting use

As in other areas, in recent years, artificial intelligence has been increasingly used in public administration. From testing and pilot projects, things have already moved here to real practice. 5 Self-written software of state-owned companies fills the register of the Ministry of Digital Development: Why do they need it and how it will affect the market

At the end of February 2025, 10 information systems developed by Russian Post appeared in the register of domestic software. This is far from the first case of the appearance of self-written software of state-owned companies in the register, and we can already talk about the emerging trend. TAdviser spoke on this topic with market participants and the Ministry of Digital Development.

The ministry noted that when Russian software is included in the register, including self-written software, certain requirements are imposed on it. For example, the presence of development and technical support centers on the territory of the Russian Federation, the absence of critical dependencies on foreign components, the distribution of which is limited in the Russian Federation and others. The inclusion of the solution in the register confirms that the product meets the basic requirement for technological independence. In this regard, the introduction of self-written software into the register is a logical step to confirm the security of information systems, the Ministry of Digital Development emphasized.

  • Digital platform "Healthcare" (Ministry of Health). We are talking about a system based on the digital profile of the patient. The project, among other things, provides for the transition to electronic document management in medicine and the introduction of services based on artificial intelligence.

  • Digital platform "Smart City" (Ministry of Construction). The project is aimed at increasing the competitiveness of Russian cities, forming an effective urban management system, creating safe and comfortable conditions for the life of citizens. It provides for the widespread introduction of advanced digital and engineering solutions in urban and communal infrastructure. The goal of Smart City is digital transformation and automation of processes, as well as a comprehensive increase in the efficiency of the urban ecosystem.

  • State Information System of Transport and Economic Balance (Ministry of Transport). The goal of the initiative is to form a complete matrix of cargo correspondence in the context of not only the country, but also the regions. This will allow building optimal routes, predicting the demand for transportation, modeling traffic flows.

  • Personnel platform (Ministry of Digital Development). To implement HR services in the field of recruitment, development and rotation of personnel, systems for selection, adaptation, motivation and development of employees will be developed. At the same time, it is planned to use AI tools.

  • Digital profile of a migrant (Ministry of Digital Development). In a single profile, migration accounting data will be combined, contained in various departmental systems for each foreign citizen. At checkpoints, migrants will have to fingerprint and take a photo.

  • Digital profile of the student (Ministry of Digital Development). We are talking about the formation of profiles of schoolchildren and students. What information is planned to be included in them is not specified as of January 2025.

  • Unified Big Data Processing System (Ministry of Digital Development Science). Earlier it was reported that the Ministry of Digital Development is developing a concept for creating a state operator of big data accumulated by ministries and departments. It will take over the functions of regulating access to information for AI developers on a commercial basis.

  • Platform for countering cyber fraud (Roskomnadzor). This platform will combine data from the Antifrod and Antifishing systems, as well as information from telecom operators and banks. It is assumed that the initiative will help in the fight against various types of fraud.[1]

The most important state IT projects:

  • Regional Management Centers (SDGs) have been created in all regions of the country for online interaction between citizens and officials.

  • The unified data network combines the needs of departments in telecommunications infrastructure when providing public services, reduces the cost of providing services and increases the volume of their provision without increasing the cost (more).

  • The State Unified Cloud Platform (GEOP) will unite the information systems of Russian authorities, as well as companies with state participation. The first concept of the development of the "state cloud" was approved in 2015, and in 2019 it was dramatically rebooted (more).

  • GIS student registration system The contingent accumulates various information about children - from the moment of birth and registration of the child in the registry office. In addition, the system will contain information about educational institutions and teachers, statistical and regulatory reference information (more).

  • Platon is a system that provides the collection, processing, storage and transmission in automatic mode of data on the movement of vehicles with a permitted maximum mass of over 12 tons (more).

  • GIS Housing and Communal Services is designed to make the sphere of housing and communal services as transparent as possible by uniting all its participants: management and resource-supplying companies, federal bodies and local administrations, as well as residents (more).

  • EGAIS - Unified state automated information system for accounting for the volume of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products. The system is designed to carry out state control over the alcohol market in the Russian Federation (more).

  • Uniform State Health Information System is a national information system created to provide effective information support to bodies and organizations of the health care system, as well as citizens within the framework of the processes of managing medical care and its direct receipt (more).

  • GIS TEK is designed to collect, store and process information on the state of the country's fuel and energy complex and consists of industry and integration segments. GIS Fuel and Energy Complex is necessary to provide information support for the adoption and implementation of management decisions in the field of fuel and energy complex, analysis by specialists from the Ministry of Energy and the Russian Energy Agency (REA) of industry development trends, preparation of forecasts and planning of events (more).

  • The informatization of the ground passenger transportation market will provide prerequisites for the emergence of systems of up-to-date and reliable informing of citizens, the creation of aggregators in bus transportation and the development of the market for remote booking of seats and ticket sales, as well as the development of the transport network of bus transportation (more).

As of February 2025, the TAdviser database contains information about almost 8 thousand projects completed in the public sector. Most often these are the introduction of electronic document management systems (1223 projects). Also, the most popular solutions in the public sector include: video conferencing systems, BI and BPM systems.
