The Ministry of Digital Development will give companies another year to adapt industrial software for Russian OS
On October 10, 2024, it became known that the Ministry of Digital Development of the Russian Federation was postponing the entry into force of the requirement to ensure mandatory compatibility of industrial software from the register of Russian software with two domestic operating systems. According to the Vedomosti newspaper, it was originally planned that for all products from the register of Russian software, the mandatory requirement for compatibility with domestic OSs will be unified and will enter into force in 2024. For certain classes of software, a delay will apply "depending on the degree of readiness of products."
As of October 2024, the register of Russian software contains 898 solutions in the Industrial Software category, of which only half are compatible with two Russian OS. For comparison, about 60-90% of application software is compatible with domestic operating systems. There are difficulties with the transfer of "heavy" software to Russian operating systems, which is due to the specifics of the use of these products in critical processes, such as the creation of 3D models and modeling of complex technological processes. Adaptation requires program code refinement and comprehensive testing.
It is noted that Rosatom, Gazprom Neft, Rostec and other enterprises that are members of the Association of the Largest Software Consumers are interested in the postponement. Engineering products such as process control systems and simulation tools take time to adapt to new conditions.[1]

The new initiative assumes that at least half of the necessary costs of Russian enterprises introducing domestic software will be covered at their own expense or through funds raised. The implementation of the financial support program begins in the summer of 2024 and will last until 2030. "To use all reserves of domestic demand, we have strengthened the fight against illegal trafficking in industrial products. Cleaning from counterfeiting is carried out in parallel with the creation of favorable conditions to improve the quality and competitiveness of products. For this, over six years, more than 8.5 thousand national standards harmonized with international standards have been updated and developed. A comprehensive export support infrastructure has been created. It includes 17 different subsidies, which have already yielded a tangible result in the form of growth in non-resource non-energy exports. The increase in the volume of external supplies occurs in all civilian sectors of the Russian industry without exception.
Assessing the situation with the development of domestic trade, the head of the Ministry of Industry and Trade of Russia said that this sector of the economy forms about 16% of GDP.
"We have fundamentally changed the approach to regulating this area, following the path of liberalization and maximum release of private initiative. An effective dialogue between suppliers and retail chains has been built. The interests of large retail, small retail and small producers have been conjugated. The number of top managers who would potentially be ready to replace imports, but are not satisfied with the quality of domestic analogues, increased from 35% to 37%.
Even at the peak of the collapse of oil and the ruble in 2015-16, the scale of import substitution planned by manufacturers has always been inferior in all categories of purchases (both equipment and raw materials) to the scale of the "import protection" planned by them, says Tsukhlo: the industry preferred (or was forced) to maintain the previous share of imports.
