iPhone ban
MINISTRY OF EMERGENCY SITUATIONS Employees of the Russian Federation were forbidden to use iPhone due to the danger of remote hacking. This became known in early January 2024.
According to the Telegram channel Mash, the requirement for a ban on the operation of Apple phones at workplaces in the Ministry of Emergency Situations will enter into force on January 10, 2024. Employees of the ministry were advised to switch to using Android devices.

The fact that employees of the EMERCOM of Russia - both the central office and territorial bodies and organizations - were recommended from January 10, 2024 not to use Apple products in their official activities, according to the minutes of the meeting led by the head of the department, Alexander Kurenkov. As Izvestia writes with reference to this document, iPhone, iPad and other similar devices are not recommended to be used "for negotiating, processing, storing and transmitting information." They cannot be carried "into the administrative buildings of the central office, territorial bodies and organizations of the Russian Emergencies Ministry."
The ban on the use of Apple equipment for official purposes is due to the fact that some units of the ministry guard classified objects, and information transmitted through such devices can "leak" to third parties, the source of the newspaper believes. According to him, most employees use one smartphone for both personal and official purposes, so buying a new one may be inconvenient and expensive for them.
The press service of the Ministry of Emergency Situations told the publication that for the work of employees of the department, official document management was organized using special information services, taking into account the requirements of information security.[1]

Ministry of Digital Development presented a list of AI projects of ministries and departments

A working group on the development of robotics and unmanned aircraft systems has been created in the EMERCOM of Russia
The EMERCOM of Russia has created a working group for the development of robotics and unmanned aircraft systems. This became known on October 12, 2020.
The corresponding order was signed by the head of the Ministry Evgeny Zinichev of Emergency Situations. Russia The main task of this unit will be to develop the potential and increase the efficiency of emergency response using various robotic complexes.
The working group was headed by First Deputy Minister Alexander Chupriyan. It included specialists in the field of robotics and unmanned aviation of the Russian Emergencies Ministry, the Russian Ministry of Defense, the Advanced Research Fund, the Central Research Institute of RTK, the Skolkovo Foundation, Sberbank PJSC, as well as leading scientific and educational organizations of the country.
The development of robotics is one of the priority tasks of the Ministry. Already in October 2020, it is actively used in the elimination of emergencies and special work, as demining and examination of underwater objects[2].
Ministry of Emergency Situations requested 5.7 billion rubles for digital transformation
On September 22, 2020, it became known about the proposal of the Ministry of Emergency Situations to allocate 5.7 billion rubles from the national program "Digital Economy" for the digital transformation of the department in 2021-2023. The corresponding package of documents was prepared by Deputy Minister of Emergencies Viktor Nichiporuk and sent to the government commission on digital development.
As Kommersant writes with reference to these materials, by 2023 the Ministry of Civil Defense, Emergencies and Disaster Management plans to spend 1.5 billion rubles to equip all employees with automated workplaces, and all computers by this time also want to transfer to domestic software with open source codes (by September 22, 2020, only one in six computers of the department runs on Russian software, and 80% of the total fleet is outdated).
The Ministry of Emergency Situations intends to spend 1.1 billion rubles on the creation of an Incident Management Center designed to "regulate infrastructure management processes, analyze real-time security events, manage vulnerabilities, manage incidents, analyze external and internal threats, as well as ensure continuous control and audit of the security status of the IT landscape."
In addition, the department requested 0.3 billion rubles for the modernization of the site and the transformation of the control and supervisory work of the Ministry of Emergency Situations and 2.8 billion rubles for predictive technologies. In the latter case, we are talking about "the creation and development of a protected interdepartmental interaction to assess the zones, likelihood and possible damage in the framework of emergency prevention and response." The Ministry of Emergency Situations is going to use technologies for analyzing big data, artificial intelligence and machine learning to predict emergencies.[3]
Purchasing computers and laptops
On April 13, 2020, the Central Base of Measuring Equipment of the Ministry of Emergency Situations announced a tender for the supply of personal computers with a total value of 992.4 million rubles. At the same time, on the eve of this, on April 6, 2020, the coronavirus ministry has already announced another tender for the supply of IT equipment - laptops in the amount of 66.7 million rubles. Inclusion in the national program "Digital Economy"
EMERCOM of Russia can take part in the implementation of the federal projects "Information Security" and "Artificial Intelligence" of the national program "Digital Economy." The head of the Russian Emergencies Ministry Yevgeny Zinichev announced the study of the relevant issue at the board of the department, held on February 11, 2020.

2019: Development of a layout of a unified system for assessing the state of radiation, chemical and biological protection
On February 6, 2019, the Avtomatika concern of the Rostec State Corporation announced that, together with the All-Russian Research Institute for Civil Defense and Emergency Situations, the Russian Emergencies Ministry had successfully developed a model of a unified automated radiation state assessment system, chemical and biological protection in the constituent entities of the Russian Federation and an experimental model of an automated information system for assessing strategic planning documents in the field of protecting the population and territories from emergencies.
Specialists of the Concern "Automation" and scientists of the All-Russian Research Institute of the Ministry of Emergencies of Russia jointly created a system that links all levels of management into a single information space, ensuring the solution of national security problems in terms of assessing the state of radiation, chemical and biological protection. In addition, this development will allow timely assessment of the environmental situation in the region and increase the effectiveness of existing response mechanisms in emergency situations. The system is implemented on the basis of modern domestic information technologies and consists of separate functional subsystems.

2018: Allocation of 4 billion rubles for digital projects

The first deputy head of the department also said that the Ministry of Emergency Situations will not personally double-check the data posted by the owners of the buildings in the personal account. In November 2018, an order of the Ministry of Emergency Situations came into force, according to which employees of the state fire supervision should use special check lists when checking the safety of facilities. 2017: Mobile operators and Internet providers will be obliged to notify subscribers about emergencies
In August 2017, it became known that the Ministry of Communications had prepared a draft government decree on the use of communication networks to notify the population about emergencies or the threat of their occurrence. The document is published on the portal regulation.gov.ru.
The need to adopt a resolution was caused by the amendments to the Law "On Communications" and "On Mass Media," which entered into force in the summer of 2017, which obliged telecom operators to transmit information about the threat of an emergency to their subscribers at the request of the Ministry of Civil Defense, Emergency Situations and Elimination of the Consequences of Natural Disasters (EMERCOM). In order to notify the population, telecom operators providing television and radio broadcasting services must interrupt the air. The obligation to inform about the emergency is also assigned to the editorial office of the media.
The draft document affects the part of the law that says about notifying subscribers of telecom operators by transmitting messages to their terminal equipment.[5]
Subscriber Notification Procedure
It is assumed that the telecom operator, having received an application from the Ministry of Emergency Situations for notification, will register it, inform the department about its receipt and begin preparations for notification. In this case, the message received from the Ministry of Emergency Situations must be converted into a format suitable for sending subscribers to devices. In addition, in accordance with the parameters of the request from the Ministry of Emergencies, operators will need to select the subscribers who need to deliver this message.
In total, operators are given no more than 60 minutes to prepare a message for sending, unless the Ministry of Emergency Situations specifically stipulates the possibility of exceeding this period.
Upon completion of sending messages, the telecom operator must notify the Ministry of Emergency Situations. If the Ministry of Emergency Situations requests to stop mailing, the operator must fulfill this requirement within 15 minutes. If the Ministry of Emergency Situations sends a repeated application for notification, it will have to be registered by the telecom operator as a new one.
The Ministry of Emergency Situations will inform about the dangers arising from natural and man-made emergencies, as well as during the conduct of hostilities or as a result of them.
Alerts
According to the draft resolution, cellular operators are obliged to notify the population through short text messages (SMS). In this case, it is allowed to use another channel - broadcasting (Cell Broadcast).
Fixed telephone operators must notify subscribers of an emergency by automatically calling and transmitting voice information to the terminal equipment of subscribers.
In turn, telecom operators providing telematics services (Internet providers) are obliged to notify by redirecting their users to a specially created official page with relevant information. Redirection should be carried out when the user updates the page on the Internet or when switching to another page.
In general, as indicated in the draft document, public notification should be carried out "based on the technical capabilities of telecom operators and the throughput of communication networks, taking into account the need to maintain the integrity and stability of the functioning of the public communication network."
2014: Coordination of the creation of the agro-industrial complex "Safe City"

2010: Informing the population and authorities in radioactive contaminated areas
In September 2010, the Russian Emergencies Ministry announced the results of an open competition for the selection of IT contractors. Within the framework of the competition, two lots were played: the first lot is associated with the development of a system of electronic resources to inform the population and authorities in radioactively contaminated territories (cost - 43.9 million rubles); the second - with the development of a system for comprehensive assessment of the risk of exposure to the population living in radioactively contaminated areas, adverse environmental factors and the effectiveness of rehabilitation measures in radioactively contaminated areas (cost - 37 million rubles).
In total, according to the protocol, two organizations became interested in the competition - the Center for Research on Extreme Situations (application for participation in the auction for lot No. 1) and the All-Russian Research Institute of Agricultural Radiology and Agroecology of the Russian Academy of Agricultural Sciences (VNIISKHRAE RAKhN) (application for participation in the auction for lot No. 2), which requested 43.9 million rubles for the implementation of state contracts and 37 million rubles. respectively. According to the results of consideration of the submitted applications by the competition commission, both organizations were admitted to trading.
Since only one open tender application was declared invalid for participation in the auction for each lot. As a result, in accordance with paragraph 5 of Art. 27 of the Federal Law of 21.07.2005 No. 94-FZ "On Placing Orders for the Supply of Goods, Performance of Work, Provision of Services for State and Municipal Needs," the draft state contracts for lots No. 1 and 2 were transferred to the only bidders - the Center for Extreme Situations Research and VNIISKHRAE RAAS.
According to the tender documentation, financing of work on lots No. 1 and 2 is carried out at the expense of the federal budget. All work under the contracts takes only 14 weeks. More detailed information about the competition can be found here.
