TAdviser SummIT 2017
On May 31, 2017 TAdviser SummIT – a conference at which IT professional discussed trends of development of digital economy and priorities on which the IT industry should concentrate during an era of digital transformation took place. The action for the first time took place with official support of the Ministry of Telecom and Mass Communications of the Russian Federation.
The action was attended by about 400 specialists from the state and commercial organizations. Among participants there were heads of the Ministry of Telecom and Mass Communications, government of the Moscow region, Social insurance fund, Russian Post, the Russian Railway, Sberbank, UBS, Evraz, the companies of the financial sector and retail.
The conference consisted of five parts: the general plenary session which four specialized sections - "IT in Retail" followed, IT priorities, "IT in a Public Sector" and "IT in Banks".

Alexander Levashov, the Chief Editor of TAdviser, in the short opening speech reminded that a year ago at a conference of TAdviser there was the first public discussion of the system project of the electronic government. It designated the aspiration of TAdviser to attract on the platform of professionals who really make key decisions in development of the major information systems in our country. Also he announced emergence of the award TAdviser IT Prize issued for achievements in the field of corporate and state informatization.
Alexey Kurochka, the director of Oracle Systems in Russia and the CIS, told about how requests to IT from business change. The modern global economy dictates new rules of business which main features is the speed of these changes, and IT should conform to these new requirements of a digital era.
Single, even the best technologies will not allow you to reach the desirable level of perfection. He added that Oracle gives all these opportunities. More than 420,000 clients in 145 countries use technologies of Oracle for acceleration of digital transformation. In Russia in the company also note significant growth in interest in komleksny solutions. The last financial year was one of the most successful as on number of projects c use of hardware and software systems of Oracle, and on number of the customers implementing systems with Software-in-Silicon technology which allows to perform program transactions at the level of the SPARC processor.

The representative of Oracle noted that in view of the increasing influence of IT on success of business in general, heads of the companies pay more and more attention to technology innovations and accurately understand desirable return from investments in information technologies. The head needs IT solutions which could turn problem places into new opportunities, he emphasized.
In addition, Alexey Kurochka touched upon subjects of digital transformation of business. He specified that the traditional view of some technologies requires review in view of changes in the business. The speaker cited the IT connected with data as many opportunities for business are connected with them as an example.
Oracle understands as Big Data, first of all, a set of technologies for data processing which customers can use. For example, the Oracle Big Date Appliance complexes allow to use in a new way data to provide to clients the services which are not implemented earlier owing to technological or economic limits.
The general approach of Oracle during creation of the optimized hardware and software systems is that due to joint development of all components the corporation tries to reach maximum capacity, and use of standard, well debugged configurations increases reliability of a complex.

Further delivery of the first award TAdviser IT Prize in the Mobile Application of Year nomination followed (read details). The Aeroflot company got it. Through mobile application Aeroflot sells tickets more than for 1 billion rubles a month, the number of active users exceeded 1 million. The award was got by Mikhail Portnoy, the director of the department of IT project management Aeroflot.
Oleg Nagayev, the Chief information officer of UBS in Russia, told about subtleties of the digital transformation happening in the banking sector. In its center – the blockchain technology which is shown in three forms: cryptocurrencies, creation of digital ID for assets and smart contracts. On new calls banks should find worthy answers, for example, using platformny business models. UBS actively implements a roboedvayzing and participates in creation of a supply system based on a blockchain.
Artem Natrusov, the vice president for information technologies of the company Evraz, told about the digital transformation happening in metallurgy and mountain production (read details). According to him, there is an integration of all levels of informatization, from sensors through PLC, SCADA and MES to ERP. There is an addition of post-analytics with the predictive analytics capable to give the forecast on the basis of historical data and the current process parameters.
In Evraz the analytical systems solve such problems as identification of false operations of sensors of methane in coal mines, increase in an exit of vanadic slag in converter production and prediction of defects by production of slabs by the machine of continuous casting of procurements (MCCP). Artem Natrusov referred to other perspective technologies In-memory computing, mobile solutions (for example, for repair personnel), robotic process automation, paperless document flow and technologies of computer vision.
Further rewarding with the award TAdviser IT Prize in the Chief Information Officer of Year nomination followed. It was received by Sergey Emelchenkov, the deputy CEO of Russian Post for information technologies and development of new products (read details). Its work on transformation of Russian Post into the modern enterprise with high extent of informatization was highly mentioned by experts.
The new Chief information officer began to look for problem solving of Russian Post in increase in speed. "I looked what is done by other companies that to reach this speed (read details). It appeared, they use only IT for this purpose", - Sergey Emelchenkov told. According to him, it is new technologies: machine learning, fast extraction of knowledge from Big Data, Internet of Things, advanced analytics.
Now Russian Post is 350 thousand employees, 42 thousand departments. The client flow grew by 3 times, to 6.5 million clients daily. The company controls about 60% of the market of sendings. Changes concerned approaches to customer service.
We strongly reduced queue, having delivered video fixing, considering how many in it people, having changed all business process and a frontal system. There were earlier 15 systems which the operator had to use for customer service. On one client at it 11 minutes left. Now average time is not optimal yet, 3.5 minutes. New processes allow to give sending in 30 seconds, - Sergey Emelchenkov told. |
The second part of a plenary session was opened by the report of Aleksandra Osipova, the head of department of information technologies of Rosimushchestvo (read details). The example of complete import substitution on all stack of the used software products executed in Rosimushchestvo became very interesting. Originally the IT landscape of department looked so: as general-system software – Microsoft and SAP, as the platform – Epsilon, as an automated workplace – besides Microsoft.
Now it considerably changed. Solutions of CentOS, Debian and PostgreSQL act as general-system software. As the platform – Camunda, jBPM, LifeRay, JasperReports Server, Pentaho. At last, at the level of jobs My office, Sputnik, "Yandex.Browser", Mozilla Firefox and Google Chrome are used. These changes helped Rosimushchestvo to reduce technology dependence on foreign vendors and to optimize operating expenses of IT.
The next rewarding – in the "IT Project of Year in the field of Corporate Mobility" nomination. TAdviser IT Prize was handed to the Russian Railway for creation of safe corporate mobile mail based on solutions of WorksPad. On behalf of the company the award was received by the chief designer of the Center of digital technologies of the Russian Railway Andrey Kozyrev. Andrey Koshkin, the Head of Department of IT and data protection of Social insurance fund, told about the digital transformation happening in social insurance. It is connected with the fact that the digital economy changes labor market, the nature of work and labor relations. All this leads to change of all system of social guarantees.
The Social Insurance Fund builds the new functional platform on the centralized architecture to pass to classical "engine" for the organizations rendering mass financial services (read details). In the future development of fund will go towards embedding of client interfaces on Wednesday of social networks and messengers, integration with marketplaces of social services and goods.
Then the series of reports were interrupted by a panel discussion on which Alexey Kozyrev, the Deputy Minister of Telecom and Mass Communications of the Russian Federation joined participants of a forum. He told about what will be digital economy of Russia in 2024 (read details).
One of important blocks in the base of digital economy is the block of the regulyatoriki devoted to a question how to describe the new entities arising in this economy how to configure relationship between participants. By 2024 we would like to have such jurisdiction in the country which on the one hand attracts investors in terms of technology innovations, and with another - protects intellectual property, interests and the rights of owners of data, supports turnover of data in the correct mode, - Alexey Kozyrev told. |
According to him, one of key tasks of the program - to provide closer interaction between research collectives, the large national companies, startups and financial institutions.
Competence Centers, the centers of a transfer of technologies which accumulate around themselves both researches, and financing, and national champions should be created in order that as soon as possible the new ideas turned into innovations and began to work really in economy, - Alexey Kozyrev said. |
The performance of Maksut Shadayev, the Deputy Prime Minister of the Moscow region – the minister of a state administration, IT and communication became the final report of a plenary part. In electronic state services Maksut Shadayev waits for transition to the next stage of development on which there will be an integration of MFC and the portal of state services for the purpose of obtaining result for one visit. Transition to exclusively electronic giving and obtaining results of a request of state service will gradually come to the end.
Effective implementation of effective objectives at the level of municipality requires management model change. There has to be a transition from centralization of management of IT at the level of the region to distributed control system of changes. The vertical structure should be replaced with matrix, with permanent interdepartmental project offices.
The CEO of TeleTower company Ilya Vakhrushev shared opinion on trends and practicians of application of IT in health care. Today, certainly, one of the most developing directions in IT is the medicine in broad understanding of this word. Informatization of processes in health facilities is gradually included into everyday life, though not so quickly as it it would be desirable, he believes.
Telemedicine which will allow to carry out medical online consultations and consultations, to exchange results of inspections and to perform condition monitoring of the patient; use of cloud computing; analysis systems of "Big Data" and many other things is that what both the legislator, and medical community, and business work now on, - Vakhrushev notes. |
In addition to the global innovations implemented a progressive tense do not lose the relevance and short-term projects, the representative of TeleTower notes. The CEO of TeleTower added that his company has own DPC in the Moscow City complex and extensive examination in the field of provision of services of communication and secure channels of data transmission that allows to develop the most profitable solutions and in details to study difficult medical tasks.
Plenary part of TAdviser SummIT showed that digital transformation affects all primary branches of economy. Banks and the IT companies act traditionally in the forefront, but also the state, and the heavy industry actively begin to be built in realities of the digital future.
