Winners of an award of a TAdviser IT-PRIZE, November, 2020
Within the TAdviser SummIT 2020 online conference which took place on November 24 winners of a TAdviser IT-PRIZE were selected. The award is awarded by the decision of expert advice to the companies in seven nominations.
"Digital double of year" (DIT of Moscow)
The Moscow Department of Information Technology (DIT) is awarded with a TAdviser IT-PRIZE for the project on creation of "The digital double" of the city – a single intellectual digital platform for the analysis, modeling and management of the city in real time on the basis of space information.
The photogrammetric model of the city and archive of panoramas of the Moscow streets are the cornerstone of "The digital double". The visual picture by means of BIM technologies (information modeling) is complemented with detailed characteristics of each building entered in the program and constructions. Therefore forecasting, for example, at construction of the subway or other important infrastructure facility, considers the maximum set of parameters and allows to count different scenarios.
Structure of "Digital double":
- Information: CityGML, FGM, panoramas, video cameras, geosocial analytics and other space information of OIV and subordinated organizations;
- Platform: The intellectual digital platform of collecting and data analysis based on OASI Moscow Committees for Architecture and Urban Development;
- Infrastructure: IoT sensors, data networks, DPC;
- Services: Systems of analytics, modeling and monitoring.
Already gained effects of "The digital double" for the city – possibilities of the analysis and modeling of town-planning objects in real time, urban governances. And in the long term to them features for transport modeling and emergency response will be added.

"Digital technologies for fight against COVID-19" (Andrey Vorobyov)
The TAdviser IT-PRIZE award for ensuring high-quality digital support of measures for fight against a pandemic of a coronavirus is awarded to the governor of the Moscow region Andrey Vorobyov. In 2020 when against the background of a pandemic load of clinics and hospitals grew many times, in Moscow area the service of remote consultation of inhabitants of the region by doctors of the public medical institutions integrated with the portal of state services was started.
The telemed.mosreg.ru service offers consultations with doctors of clinic and also special consultation of patients with COVID-19 which underwent treatment in a hospital earlier. Aftercare of patients who are discharged from kovidny hospitals is very important for preserving of their health. As a rule, at such patients serious chronic and associated diseases are observed.
To use service, it is necessary through uniform portal of state services (EPGU) to register in planned or emergency consultation. Further the closest doctor can pick up this address and consult the patient.
Consultation can take place in three formats: a video call, a call on the mobile phone and correspondence in a chat. The patient selects the necessary type of communication when filling the request. After creation of consultation it is possible to add documents which the doctor needs to study to a chat: medical statements, analyses, etc.
In plans replication of service on other regions. As of the end of the year, as of the uniform portal of state services, service already extended to the Belgorod and Rostov regions.
In May of the 2020th in Moscow area the order of the organization of medical aid using telemedicine technologies, and in October, on a wave of growth of incidence of COVID-19 was approved, in the region remote consultation of the patients who are written out from hospitals was strengthened. So, in October earned the center of telemedicine consultations based on the Moscow regional research clinical institute of M.F. Vladimirsky. According to the regional Ministry of Health, less than in a month from the moment of opening the center held about 3.5 thousand telemedicine consultations.

"Project of year based on domestic software" ("New communication technologies")
For project implementation on import substitution of office software in Federal Treasury the award of a TAdviser IT-PRIZE is awarded New Communication Technologies companies. Within the project a domestic packet of "P7 Office". Professional" more than 30 thousand jobs of department in all regions of Russia are provided. The Lanit company acted as the partner in implementation.
Within the project two-level testing of a product and audit of all information systems of Treasury were carried out, impact assessment of change of the office suite by the executed functions is carried out. According to the results of audit and testing plans of completions of the office suite and insignificant completions of a part of information systems are received.
The compatibility of information systems of Federal Treasury with the office suite was as a result provided. The P7-Ofis developer quickly executed all necessary completions, and it allowed to pass into short terms to operation.
The Federal Treasury is aimed at the maximum accomplishment of the plans for import substitution approved by the Government of the Russian Federation and transition in work with documents to domestic office goods is one of important stages on implementation of our "road map". "Domestic IT solution of year" (New cloud technologies)
The TAdviser IT-PRIZE award in the Domestic IT Solution of Year nomination was received by New cloud technologies company, the developer of the MyOffice office suite. The command from scratch created the platform of enterprise-level which not only office editors, but also the mail solution, the calendar, contacts, storage, the messenger enter.
"MyOffice" first-ever of office editors implemented audiocomments. They are stored in the document and not transferred for interpretation to the third services. And in the nearest future is going to start one more product written from scratch — the distributed and failsafe Mailion mail capable to work with capacity up to 1 million corporate users at the same time.
The products "MyOffice" work at all modern platforms, including the Russian AstraLinux OS, Viola, "REDOS" and ROSA and also can be applied with computers based on Elbrus and Baikal processors.
In 2019 the number of the sold licenses softwares grew by 3.9 times. More than 300 thousand licenses "MyOffice" are developed in 19 federal executive authorities. Users of "MyOffice" are already the largest Russian enterprises and state bodies: Presidential Property Management Department of the Russian Federation, Ministry of digital development, communication and mass communications of the Russian Federation, FTS, Gazprom, Russian Post, National Guard of the Russian Federation, Aeroflot, etc. In 2020 Justice state automated system passes to "MyOffice" — federal courts of general jurisdiction in all 85 subjects of the Russian Federation will obtain 12,650 licenses of a product.
At the same time sales of the office suite develop not only in Russia. Within 10 years of 1 million licenses "MyOffice Education" will be delivered and implemented in school and preschool institutions of the Republic of Cameroon. It is a precedent of export delivery of so large number of educational licenses, the first in the history of "MyOffice", out of borders of the Russian Federation.

"BI project of year" (Polymatica)
The TAdviser IT-PRIZE award in the BI project of year nomination is awarded Polymatica companies for the project on creation of a monitoring system for external and internal users for the purpose of improvement of a client way of registration of citizens in the Single Biometric System (SBS) which operator is Rostelecom.
EBS — the federal digital platform which allows to identify the person on his biometric characteristics. It is applied to remote and internal recognition of the person. A system is designed to increase security of transactions and to make them more convenient. But after start of EBS in a client way problems were detected: duration of registration of biometrics in banks reached 40-50 minutes that is unacceptable for customer service.
The set strategic objective: reduce registration time in bank to 7 minutes, and to increase success of registration to 97%. To deal with this problem, to systematize the existing data, and further to make the decisions concerning development of EBS on the basis of data, it was decided to create a monitoring system. She allows to estimate efficiency, to find and remove the causes of the arising errors.
For ensuring collecting, processing and storage of initial data and measure calculation of metrics a number of solutions with the open code, including Hadoop is used, and when implementing the analytical platform the solutions Polymatica and also the Open source software – Pentaho are applied.
As a result in monitoring 232 banks and 13,397 departments are connected (data for November, 2020). Information on registration of citizens in EBS comes to a monitoring system from the whole country. Time of registration decreased up to 6 minutes (the plan of 7 minutes), and the success of registration was increased to 98-99% (the plan of 97%).

"Project of year on creation of digital state service for utility companies" (Committee on the prices and rates of the Moscow region)
The committee on the prices and rates of the Moscow region is awarded with TAdviser IT PRIZE for the project on transformation of the state function on establishment of rates in the state digital service. On project deliverables which went from January, 2019 to March of the 2020th the software solution for 850 utility companies for calculation and submission of the tariff request was created and process automation of Committee on the prices and rates is carried out.
The committee approves more than 4 thousand tariff solutions a year for the organizations in spheres of heat supply, power supply, water supply and water disposal, gas supply, handling of garbage, transport, technology accession to networks, as for settlings with the population, and other consumers (business, the budget sphere, etc.). The "Transformation of the State Function on Establishment of Rates in the State Digital Service" project was started for increase in internal efficiency of Committee and achievement of goals of the state agenda.
Such tasks as creation of digital services for the regulated organizations with the purpose to make process of receiving rates and control simpler were set and are more transparent, administrative pressure is lower; implementation of management tools on the purposes in process of establishment of rates for the purpose of achievement of positive results on key tasks of committee.
Also it was required to automate key processes of Committee for the purpose of performance improvement and reduction of risk of errors and to create digital services for citizens. The last – with the purpose to make information on rates is more available to citizens and to give an opportunity of self-examination of the receipt on payment of utility bills.
Among the received results – an opportunity for the organizations to interact with committee online, decrease in failures in registration of statements of the organizations about establishment of rates – from 25% to 1%; giving of 50% of tariff statements in electronic form (from a total quantity). Also tools for control of growth of a payment for utilities of the population and decrease/control of payments of the population for utilities of the most expensive settlements of the Moscow region were created. Among results – the average term of the reply of Committee to a citizens' appeal was reduced from 30 to 12 days, multiple the quantity of errors decreased, the number of the checked organizations by the non-contact method, etc. increased.

"Mobile application of year" ("Dialog")
The companies "Dialog" it is awarded by a TAdviser IT-PRIZE in the Mobile Application of Year nomination. The solution developed by it Dialog Enterprise is a multiplatform messenger which integrates all communications of the company, allows to build effective joint work and provides full control over corporate data. The product is available on operating systems Windows, macOS Linux Android iOS, Sailfish and Aurora and also via the Internet browser.
Among clients there are Dialog companies of the enterprise from the oil and gas and bank industry and also from a public sector and defense industry. Based on Dialog Enterprise in 2019 Sberchat — service for communication and joint work of staff of Sberbank and the companies of an ecosystem was created.
Dialog Enterprise meets standards of security of the largest enterprises and at the same time has the user-friendly interface similar to applications which are used for communication in everyday life (WhatsApp, Viber, Telegram). Has also usual user functions, for example: voice messages, presence statuses, smilies and stickers, removal and editing messages.
Feature of a product – in its microservice architecture which allows to make the corporate messenger the center of the protected digital working environment of the enterprise of any scale including with branches in different parts of the country.
Possibilities of the solution regarding the organization of communications and joint work include:
- Personal and group chats;
- File sharing;
- Information channels;
- The audio-and video conference including conferences and a connectivity of SIP providers;
- Chat-bots (for business process automation and other tasks);
- Connection of the third-party systems for the organization of joint work (office applications of "MyOffice", the system of a video conferencing Cisco, TrueConf, VideoMost, Zoom).
Also the messenger has ample opportunities regarding data protection, and his developer has licenses of FSTEC for development and technical confidential information protection and the license of FSB for development and distribution of secure information systems. Dialog Enterprise is included in the register of domestic software.
